Cabinets and countertops Santa Clara

Lower boxes, a corner sink and an SVP rebate in a Santa Clara kitchen

In Santa Clara the permit question is settled at the base cabinets. The Building Division's kitchen handout requires a building permit once lower cabinets are removed and replaced, while refacing the existing boxes needs none, and no kitchen job fits the city's quick Simple Permits. The new run then has to meet the handout's outlet rules for corner sinks and bar counters, and a gas range traded for induction can earn a Silicon Valley Power cooking rebate.

The houses here

Ranch tracts, patio homes and the 1994 plumbing line

Santa Clara's single-family design guidelines describe most of the city's tracts as ranch-style homes and set the Mackay and Fairmede tracts apart as mid-century patio homes designed around interior atria. Those guidelines deal with privacy and what neighbors see, not with cabinet runs. The rule that does reach a kitchen is the city's SB 407 sheet: on a property built on or before January 1, 1994, a permitted alteration cannot be finaled until every non-compliant plumbing fixture is replaced with a water-conserving one. The city grew from 11,702 residents in 1950 to 86,118 by 1970, so a large share of its houses sit on the older side of that line, and a permit for new lower cabinets can end with new toilets and showerheads down the hall.

The work

Cabinet choices that change the Santa Clara paperwork

  1. Swapping the base run, or only the doors

Santa Clara's Residential Remodels handout puts the building permit at the base of the kitchen: removing and replacing lower cabinets requires one, as does replacing more than 32 square feet of wall or ceiling finish, while refacing the existing cabinets does not. Wall cabinets are not named on their own, but the drywall behind them counts toward that 32 square feet once it comes off. When the new boxes and counters change the layout, moving the outlets along them takes an electrical permit as well.

  2. A corner sink base or a bar-height counter

The handout reads the cabinet plan closely. A sink set less than 18 inches from a corner splits the counter into two spaces; at 18 inches or more, the 24-inch reach to an outlet carries on behind it, and outlets along the counter may sit no more than 48 inches apart. A bar-type counter counts as wall space, which needs an outlet within 4 feet measured at the floor line, and no receptacle may face up inside the cabinet below a sink.

  3. A microwave hung in the upper run

Many new layouts put a microwave-hood combination into the wall cabinets over the range. Santa Clara lets that unit plug in only when its circuit serves it alone and the outlet is a single receptacle, never a duplex. The disposal, microwave, compactor and dishwasher each get a dedicated circuit, every 120-volt 15- and 20-amp kitchen circuit needs arc-fault protection, and combustible or metal cabinets above the cooktop stay at least 24 inches clear of it.

  4. Trading the gas range for induction or a wall oven

Silicon Valley Power's cooking rebate covers an electric range with an induction cooktop, an induction cooktop alone, or an electric resistance wall oven, but only where it replaces an existing natural gas appliance, and hybrid induction-electric units do not qualify. SVP asks for a photo of the old appliance in place and one of the new appliance installed, plus a contractor invoice showing the license number. Nothing forces the change: the city's reach code page says existing gas appliances may stay.

Permits and local rules

Four Santa Clara documents a new cabinet run answers to

  1. Residential Remodels and Additions: Kitchen, Bath and Laundry

Last revised on May 14, 2026 and written to the 2025 codes, the handout asks for a written scope of work and floor plans of the kitchen as it is and as proposed, showing cabinets, receptacles, light fixtures, plumbing fixtures, fans and built-in appliances. All installed kitchen lighting must be high efficacy, with under-cabinet lights controlled separately, countertop and general receptacles must be tamper resistant, and every permitted kitchen files a Plumbing Fixtures Certificate of Compliance.

  2. Building Simple Permits

The city's simplified permit, usually approved in one to two business days, covers only like-for-like furnace, air conditioner and ductwork replacements, solar through SolarAPP+, re-roofs, water and sewer line work and water heaters, on single-family homes, duplexes and ADUs. Kitchens are not on the list, and townhomes, condos, apartments, parcels in historic areas and properties with an open code enforcement case are excluded. The Building Division advises a Building Regular Permit whenever the record type is uncertain.

  3. Cooking Rebate Rules

SVP's rebate is open only to current SVP residential customers, for an appliance installed and operating in an existing residence it serves. Each service address gets one rebate per measure every ten years, SVP may verify both the sale and the installation before paying, and customer labor is excluded from reimbursement. The receipt must show the purchase date, amount, brand and model number. Landlords may take part when the tenant is an eligible SVP residential customer.

  4. Prewired circuits for future appliances

SVP also pays an add-on for new circuits wired now for a future cooktop or range, dryer, EV charger or water heater, but only while another SVP electrification or EV charger rebate is in progress, and never for the same appliance that rebate covers. Each circuit must be wired back to the panel with wire and breaker, itemized on the contractor's invoice, and backed by proof that a building permit was issued.

Timing

Delivery hours and the 60-day rebate window

Within 300 feet of residentially zoned property, Santa Clara Municipal Code section 9.10.230 allows construction, delivery of construction materials included, from 7 a.m. to 6 p.m. on weekdays and 9 a.m. to 6 p.m. on Saturdays that are not holidays; Sundays are not on the list. Book the cabinet and slab trucks inside those hours. SVP's cooking rebate has to be filed within 60 days of the building permit's issue date, so photograph the old range before demolition day.

Before you hire

Settle these before the Santa Clara cabinet order goes in

  • Does the bid replace any lower cabinet? If so, who files the Building Regular Permit, since no kitchen work fits Santa Clara's Simple Permits?
  • Ask to see every outlet on the new plan: both sides of a corner sink, the bar counter, an island provision and a single receptacle for the microwave.
  • If the gas range is leaving, who photographs it in place, and whose invoice with a contractor's license number goes to Silicon Valley Power?
  • Check the C-6 cabinet license, or a B or B-2 for a wider remodel, at cslb.ca.gov; a B-2 may not alter load-bearing walls.

Questions

Santa Clara cabinet questions, from upper boxes to SVP

We only want new upper cabinets in our Santa Clara kitchen. Is that a permit job?

The city's handout names lower cabinets as the trigger, so new wall cabinets alone are not listed. Two things change that: replacing more than 32 square feet of wall or ceiling finish behind them, and any added or relocated outlet or light, since new electrical work needs an electrical permit. Refacing the uppers in place needs no building permit.

Can the fabricator deliver our countertop slabs early on a Saturday in Santa Clara?

Not before 9 a.m. if the house is within 300 feet of residentially zoned property. City Code section 9.10.230 counts the delivery of construction materials as construction and allows it from 7 a.m. to 6 p.m. on weekdays and from 9 a.m. to 6 p.m. on Saturdays that are not holidays. Sundays are not among the allowed days.

Will SVP pay its cooking rebate if the owner installs the induction range?

SVP's rules exclude customer labor, so only a contractor's installation counts toward reimbursement. The new appliance must replace an existing natural gas cooktop, range or oven at an address SVP serves, hybrid induction-electric models do not qualify, and the application needs before and after photos and a receipt showing the brand, model number, date and amount.

We rent out our Santa Clara house. Can we claim SVP's rebate on the new rental kitchen?

Yes, if your tenant is an eligible SVP residential customer. SVP lets landlords take part at properties it serves under a residential rate schedule. Each service address is limited to one rebate per measure every ten years, so an induction range rebated at that address within the past decade blocks a second claim for the same measure.

Could new lower cabinets mean new smoke alarms in our single-story ranch house?

They can. Under a permit, Santa Clara's handout asks for hard-wired, interconnected smoke alarms with battery backup, plus carbon monoxide alarms where the house has gas, a fireplace or an attached garage, whenever the work opens wall or ceiling finishes that could carry the wiring or the house has an attic usable for it. Battery-only alarms are allowed only when neither applies.

Where these facts come from

Checked against these public sources in October 2026. Rules and programs change: confirm permit requirements with the city before work starts, and a contractor's license on the CSLB website.
