Our drains are backing up. Should we call a plumber or the City of Santa Clara first?
The city. Its sewer crew comes at no charge, checks the main in the street, and checks the lower lateral through the property-line cleanout if there is one. If both are clear, the blockage is on your side and you need a plumber or sewer service, since city crews cannot work on private property.
Do we need a water softener in Santa Clara?
That depends on your source. In 2025 the city's well water averaged 293 mg/L of hardness, which is very hard, while Valley Water supply averaged 97 and SFPUC water 60. Most of the city is on well water; SFPUC typically serves north of Highway 101 and Valley Water the southwest. Check your area on the map in the city's water report before buying equipment.
Does Santa Clara still have lead water service lines?
The city says no. For its service line inventory, staff inspected meter boxes at more than 2,000 homes and found no lead material, and lines not inspected were judged lead-free from nearby inspections, historical records, pipe size of 4 inches or more, or installation after the lead ban.
Is a gas water heater allowed to replace a gas water heater in Santa Clara?
Under city rules, yes. The city's reach code page says its reach codes apply only to newly constructed buildings and that you do not need to replace an existing gas water heater, furnace or stove with an electric one. The replacement still needs a plumbing permit, and a like-for-like swap can use a Building Simple Permit. The Air District's Rule 9-6 is separate: as adopted, it requires small gas tank heaters manufactured after January 1, 2027 to be zero-NOx, and the Air District Board is considering a later date.
Our townhome building is three stories. Does it need a backflow device?
Under the state's 2024 Cross-Connection Control Policy Handbook, Santa Clara lists buildings of three or more stories among the properties that require an approved backflow prevention device, along with residential fire sprinkler systems and booster pumps. Assemblies have to be tested every year. The city's Water and Sewer Utilities compliance staff can confirm what applies to your building.
