Painting Novato

A Novato paint job, from the pressure washer to the last can

Nearly half of Novato's homes, 10,458 of them, went up between 1960 and 1979, so most repaints here start on paint older than the federal 1978 lead line. Painting needs no city permit; the Building Division's guide lists it under California Building Code Section A105.2. The repair under it often does, because termite and dry rot work, siding and windows all sit on the permit-required side.

Permits and local rules

Four papers a Novato repaint is actually governed by

  1. The Building Division's required-and-exempt guide

Revised in June 2026, the guide sorts common jobs into those needing a permit and those that do not, taking its exemptions from California Building Code Section A105.2. Painting, papering, tiling, carpeting, cabinets and counter tops sit on the exempt side. The permit side carries termite and dry rot repair, siding replacements, windows new or replacement, and exterior door replacements. The guide states that an exemption does not relieve owners or contractors from complying with all applicable building codes, regulations and local ordinances, which is why the federal lead rule and the water rules reach a repaint anyway.

  2. Regulation 15, Section B: waste of water prohibited

North Marin Water District, which supplies Novato, adopted Regulation 15 in August 1976 and last revised it in December 2023. Section B(1)(a) stops customers using district water to wash sidewalks, walkways, driveways, parking lots and other hard surfaced areas by direct hosing where runoff flows to a gutter or storm drain, allowing it only to dispose of flammable or dangerous liquids, wash away a spill that is a trip-and-fall hazard, or remove something dangerous to public health and safety. Enforcement runs by notice and a time to correct, and the General Manager may grant a written variance.

  3. The Streets to Creeks sheet written for painters

Marin's countywide stormwater program prints a painters' sheet, dated 2023, that opens on the rule: letting anything other than rain water into a storm drain is illegal, and people and businesses who do it face civil and criminal prosecution. Its job-preparation list tells painters to check the forecast and keep off outdoor work when rain or high wind is coming. Water-based paint, brushes, rollers and spray gear are cleaned in a bucket or sink that drains to the sanitary sewer; oil-based paint and solvent cleaners are hazardous waste, and thinner is left in a closed jar to settle and then reused.

  4. The sanitary district's four open days a month

The Novato Sanitary District's household hazardous waste facility opens two Sundays from 8:30 to 1:30 and two Mondays from 8:30 to noon, with the dates moving around holidays, so the calendar is worth a look before a job ends. Residents need no appointment; businesses need one. Paint in oil and latex, stains, solvents, spray paints, aerosols of all kinds, sealers, caulking and glues are on its accepted list, asbestos only in small double-bagged amounts, and treated wood waste not at all.

The work

What the scraper turns up on a Novato exterior

  1. Soft fascia behind the peeling paint

Scraping a wide eave is how rot gets found, and in Novato that discovery crosses a line the city draws plainly. Its Building Permit Guide, revised in June 2026, puts termite and dry rot repair on the list of work that needs a construction permit, beside siding replacements, exterior door replacements and windows new or replaced. The paint over all of it is exempt. So a quote reading "repair and repaint the trim" can be two jobs, one of them with an inspection attached, and the Building Division asks owners and contractors to check with it when a job sits near one of those lines.

  2. Washing down the walls before the first coat

A wash is ordinary prep, and it is where Novato's water rules land. North Marin Water District's Regulation 15 bars customers from hosing sidewalks, walkways, driveways, parking lots and other hard surfaces when the runoff flows to a gutter or storm drain. Marin's countywide stormwater program adds a step for painters: process water and paint taken off by a power washer have to be collected in a tank and strained of every chip before any of it reaches a sanitary sewer. Settle where that water will be caught before anyone picks up a wand.

  3. Prep on a house from the lead decades

Paid work that disturbs paint in a home built before 1978 brings in the federal renovation rule: since April 2010 the firm has to be certified by EPA and use renovators trained in lead-safe work practices. Marin's painters' sheet draws its own line six years earlier, treating paint applied before 1972 as a hazardous material needing permitted procedures. It also splits the debris: chips and dust from ordinary dry stripping are swept up and binned as trash, while chips carrying lead or tributyltin are dry-swept and go out as hazardous waste. On a tract street of similar houses, that decides how much ground gets covered.

  4. The cans, the solvent and the boards that came off

Novato has a hazardous waste facility of its own at 7576 Redwood Boulevard, run by the Novato Sanitary District, and it is for Novato residents; the county's San Rafael site on Jacoby Street serves the rest of Marin and leaves them out. It takes oil and latex paint, stains, solvents, sealers, caulking and spray cans, which PaintCare drop-offs refuse as aerosol coatings. Two things it will not take at the resident line: a contractor's own business waste, which goes through a booked appointment instead, and treated wood waste, so pressure-treated boards cut out of a fence or deck go to a facility on the state toxics department's list. Empty latex cans, dried out, belong in the blue cart.

The houses here

Two decades of tract building, and one air base from 1932

Novato's Housing Element puts 45.3 percent of the city's homes, 10,458 units, in the years 1960 to 1979, and only 193 units, 0.8 percent, in 2010 or later. It also counts 24.1 percent of local units as more than sixty years old, against 37.9 percent across Marin County, so Novato is a younger stock than the county around it but still mostly older than the lead cutoff. The typical exterior is therefore a 1960s or 1970s tract house: stucco walls with wood at the fascia, the window trim and the garage door, carrying coats first rolled on while lead-based paint was still sold for homes. At Hamilton the substrate changes. The base's first phase, largely finished by 1935, is Spanish Eclectic, built of hollow tile and reinforced concrete under stucco with Mission tile above, which is masonry to prepare rather than wood.

Part by part

Three Novato addresses where the answer shifts

  • Hamilton Field

Work on the air field started on July 1, 1932 and most of the first phase was done by 1935, leaving a National Register district of Spanish Eclectic buildings whose stucco lies over hollow tile and reinforced concrete. Preparing those walls is masonry work, not carpentry, and every original one of them stands more than four decades on the wrong side of the 1978 lead line.

  • Downtown Novato

The city's Downtown Design Guidelines carry a colors section for the Downtown planning area: a base color, a wall color, a trim color a shade lighter or darker than the wall, accents on architectural details, and the color value of any unpainted stone or brick factored into the choice. Highly contrasting franchise schemes are discouraged. Paint alone needs no permit, so the guidelines bite when the new scheme arrives with a facade project going to Design Review.

  • Bel Marin Keys

A Novato mailing address is not always the City of Novato. Code Enforcement states that the residential portion of Bel Marin Keys lies outside the city limits, as do Center Road from 2566 up, Trish Drive from 108 up, Indian Valley Road from 1526 up, and parts of Atherton Avenue, Olive Avenue and Ignacio. If a repaint there turns into repair work, the permit question belongs to Marin County.

Questions

Novato painting questions, from the permit desk to the drop-off

Does Novato make us pull a permit to repaint the house?

No. The Building Division's guide lists painting, papering, tiling, carpeting, cabinets and counter tops among the work exempt from a building permit, taking the list from California Building Code Section A105.2. The same guide says an exemption does not relieve anyone from complying with other codes, regulations and local ordinances. So the repaint skips the building counter while the federal lead rule, the water district's hosing ban and the county's stormwater rules all still apply.

The painter found dry rot in our fascia. Is that still part of the paint job?

Not as the city sees it. Termite and dry rot repair sits on the permit-required side of Novato's Building Permit Guide, next to siding replacements and new or replacement windows, while the paint that goes over them is exempt. Ask for the repair to be quoted and permitted as its own piece of work. The pressure-treated boards that come off cannot go to the Novato hazardous waste facility either: treated wood waste is sent to a site on the state toxics department's list.

Can the crew pressure-wash the siding and rinse the driveway after?

Washing the walls, yes. Rinsing the driveway into the gutter, no. North Marin Water District's Regulation 15 prohibits direct hosing of driveways, walkways and other hard surfaces when the runoff reaches a gutter or storm drain. Marin's painters' sheet adds that process water and paint removed by a power washer must be collected in a tank and strained of all chips before it goes to a sanitary sewer. Latex brushes and rollers are washed in a bucket or sink.

Where does leftover paint go from a Novato house?

To the household hazardous waste facility at 7576 Redwood Boulevard, run by the Novato Sanitary District, open two Sundays and two Mondays a month with no appointment needed for residents. It takes oil and latex paint, stains, solvents and spray cans. The county's San Rafael facility is for Marin residents other than Novato's, so it is not the fallback. Empty latex cans, once dried out, go in the blue single-stream cart.

Our Novato house dates from 1971. Does the year change the prep?

Yes, and it is the common case here: the Housing Element puts 45.3 percent of the city's homes in the years 1960 to 1979. Paid work disturbing paint in a home built before 1978 falls under the federal renovation rule, so the firm has to be certified by EPA and use renovators trained in lead-safe practices. Marin's painters' sheet is stricter again, treating paint applied before 1972 as a hazardous material. Without records showing the paint is lead-free, it is handled as though it is not.

Is our Bel Marin Keys house inside the City of Novato?

No. Novato's Code Enforcement page states that the residential portion of Bel Marin Keys is not within the city limits, and it names other Novato-addressed stretches that are not either: Center Road from 2566 up, Trish Drive from 108 up, Indian Valley Road from 1526 up, parts of Atherton Avenue and Olive Avenue, and Ignacio. A repaint needs no permit anywhere, but once the job grows into repair, ask Marin County rather than the city.

Before you hire

Settle these with a Novato painter first

  • If the trim is soft, ask who applies for the permit: Novato puts termite and dry rot repair on the permit side and the paint over it on the exempt side.
  • Ask where wash water will be caught and strained, since hosing it off a driveway into the gutter breaks North Marin Water District's Regulation 15.
  • On a 1960s or 1970s house, ask which renovator on the crew is certified by EPA, and when that certification was last renewed.
  • Ask who drives the leftovers to Redwood Boulevard and check the facility calendar; it opens two Sundays and two Mondays a month, holidays aside.
  • Past $1,000 in labor and materials the job needs a licensed contractor (C-33 Painting and Decorating); check the number at cslb.ca.gov.

Where these facts come from

Checked against these public sources in October 2026. Rules and programs change: confirm permit requirements with the city before work starts, and a contractor's license on the CSLB website.
