Roofing Novato

Re-roofing in Novato, and what the fire district wants at the eaves

A like-for-like reroof in Novato is an express permit, applied for and paid online and issued on the spot with no plan review. Step outside that one phrase and it becomes a standard application. Two local things then follow the job: the fire district's wildland urban interface standard reaches eave and cornice vents whenever the covering comes off, and rooftop solar has to have its own permit issued first.

Free to request, and you agree the scope and price with the person you hire before work starts. In California, a job over $1,000 in labor and materials, or one that needs a building permit, must be done by a contractor licensed by the CSLB in the right class. Ask for the license number and check it at cslb.ca.gov.

Before you hire

Worth pinning down before a Novato roofer orders material

  1. Ask whether the work is genuinely like-for-like, since that phrase decides between an instant online permit and a standard application.
  2. With panels up there, ask who files the solar removal permit, because Novato holds the reroof permit until that one has been issued.
  3. Ask what happens to the eave and cornice vents once the covering is off and the rafters or spaced sheathing are showing.
  4. On any flat or low-slope section, ask whether Table 150.2-F brings continuous insulation into the job, and which exception the bid leans on.
  5. Check the C-39 Roofing license at cslb.ca.gov and confirm the contractor also holds a current City of Novato business license.

The houses here

Tract roofs from the growth decades, Mission tile at Hamilton

The Housing Element counts 10,458 Novato homes built between 1960 and 1979 and another 5,057 between 1980 and 1999, against 1,090 standing from 1939 or earlier, so the roof a bidder is usually looking at belongs to a tract house two to six decades old rather than to a Victorian. By 2020 the city's units were 58.6 percent single-family detached and 16 percent single-family attached, with 2.6 percent mobile homes, which keeps most of this work on separate, individually owned roofs rather than on shared building envelopes. One quarter of town was put up to a different recipe. The National Park Service describes the Hamilton Army Air Field historic district, begun on July 1, 1932 and largely complete by 1935, as hollow tile or reinforced concrete with stucco exteriors and Mission tile roofs. Tile over masonry prices and flashes nothing like composition over plywood, so say which you have when you describe the job.

The work

Four Novato roof jobs and the paperwork each one drags behind it

  1. A tear-off bought online in one sitting

Novato Permits, the portal the city moved to on October 1, 2025, carries a Residential Reroof Like-for-Like express permit. Licensed contractors, qualified permit agents and homeowners apply and pay online and the permit issues instantly, with no plan review and no further approvals; the city expects a contractor to hold a current Novato business license first. The weight is all on that one phrase. Work that does not fit an express type goes through the standard building permit application instead, and the Building Division's permit guide separately names roof slope changes and skylights as permit work in their own right.

  2. Panels off the roof, and the permit that has to come first

Novato will not let the two halves of that job share a record. Its guide for removing and reinstalling an existing array, revised April 2026, cites California Residential Code Section 105.1 and states that the reroof permit will not be issued until a separate building permit for the solar removal and replacement has been issued. That one is electrical, taken out by a licensed contractor (C-10 Electrical, C-46 Solar or B General Building) or by an owner accepting responsibility for the work. The application has to describe the work as remove and replace solar due to reroof, quote the reroof permit number, and carry a plan sheet, satellite image or photograph showing the array, the roof plane and the required pathways and setbacks.

  3. Eave vents that change the moment the deck shows

Novato Fire Protection District's Fire Protection Standard 222 covers remodels and alterations inside wildland urban interface areas, and its roofing pages are blunt. Eave and cornice vents on buildings where reroofing permits are issued are to be removed or changed to comply whenever the roof covering comes off far enough to expose the rafters or spaced sheathing, and new roof-mounted vents then have to restore the attic ventilation the building code asks for. The same standard wants covers or another means of keeping leaves and debris out of roof gutters. Standard 222 is dated June 24, 2008 and cites the code of its day, so ask the district which edition governs now.

  4. A flat section, and the insulation that rides with it

Novato's three ZIP codes all sit in Energy Code Climate Zone 2, which the city's own Building Design Criteria confirms. That spares a steep re-roof the reflectance rule, since the 2025 standards apply it in Climate Zones 4 and 8 through 15. A low-slope roof is not spared. Once more than half of one is replaced, Table 150.2-F asks Climate Zone 2 for R-14 of continuous insulation or a roof assembly U-factor of 0.039, with exceptions for a roof already carrying R-10 or more of continuous insulation, or R-19 between the rafters in contact with the deck. Over a flat porch, carport or addition, settle that before comparing bids.

Permits and local rules

Four Novato documents a roof answers to

  • Roofing never falls off the permit side

The Building Division's guide to required and exempt work, revised June 2026, lists reroofs, roof slope changes, skylights and insulation among the jobs needing a permit, and takes its exemptions straight from California Building Code Section A105.2. Nothing on a roof appears there; painting, papering, tiling, carpeting, cabinets and counter tops do. The guide adds that an exemption relieves nobody of complying with other codes, regulations and local ordinances, and asks owners and contractors unsure where a job falls to call the Building Division rather than guess.

  • The fire district, not the city, designates the zones

Novato Fire Protection District received CAL FIRE's updated Fire Hazard Severity Zone maps for its Local Responsibility Area on February 24, 2025, classifying land as moderate, high or very high. The district says local agencies do not create the maps; under Government Code Sections 51178 and 51179 they must publish them, hold a comment period and adopt the zones within 120 days. Comments ran from March 4 to April 4, 2025, a first reading followed on April 9, and the district said the ordinance would be adopted without modifications at its June 4, 2025 board meeting. An address viewer is published alongside the maps.

  • Standard 222, and the 12,000 parcels behind it

The district's own figure is that roughly 12,000 Novato parcels fall inside wildland urban interface areas, which is why a standard written for remodels reaches so many roofs. Standard 222 sets out what changes when work is done to an existing building in one of those areas, handling windows, exterior doors, decks, exterior walls, roofing, roof gutters and attic ventilation in turn, and it points readers at the State Fire Marshal's handbook of compliant WUI products. The district's current wildland code sits in Ordinance 2025-04, which adopts and modifies the 2025 edition of the California Wildland Urban Interface Code.

  • Pruning the branches over the roof is its own permit

Under Chapter XVII of the Municipal Code, a Novato tree permit is required to remove, prune or alter a heritage tree, meaning one 24 inches or more in diameter measured 24 inches above existing grade. Planning reviews the application for completeness within 30 days, a removal draws 10-day public noticing, and where a notice goes out no work may happen until ten days after approval. Staff may waive notice for a tree that is dying, diseased or substantially damaged, verified in writing by a certified arborist or similar professional, or classified as a pyrophyte, which the handout lists as Monterey Pine, Bishop Pine, Acacia and Eucalyptus species.

Timing

The order the permits come in sets the start date

Sequence matters here more than the forecast does. With panels on the roof, nothing moves until the solar removal and reinstallation permit is issued, because the city holds the reroof permit behind it, so that application goes in first. A like-for-like reroof is then instant through the portal, while a slope change or anything else off the express list waits on a standard application. Inspections are booked in the same portal, and only by someone listed as a contact on that permit record. The city states that all construction must be inspected before it is covered, and asks owners to check with the building inspector at permit issuance which inspections their project needs.

Questions

Novato roof questions, from the portal to the oak overhead

Can we get a Novato reroof permit without waiting on plan review?

If the job is like-for-like, yes. Novato Permits offers a Residential Reroof Like-for-Like express permit that licensed contractors, qualified permit agents or homeowners apply and pay for online, issued instantly with no plan review and no additional approvals. You need a portal account first, and contractors are expected to hold a valid City of Novato business license. Anything that does not fit one of the express types goes through the standard building permit application.

There is solar on our roof. Which permit do we apply for first?

The solar one. Novato's remove-and-reinstall guide says the reroof permit will not be issued until the separate building permit for taking the array off and putting it back has been issued, citing California Residential Code Section 105.1. That permit is electrical and goes to a licensed contractor in C-10, C-46 or B, or to an owner taking responsibility for the work. The application should say remove and replace solar due to reroof and reference the reroof permit number.

Does a Novato re-roof have to use cool-roof shingles?

On a steep roof, no. All three Novato ZIP codes are in Energy Code Climate Zone 2, and the 2025 standards apply the steep-slope reflectance requirement in Climate Zones 4 and 8 through 15. Low-slope roofs are the exception worth knowing about: where more than half of one is replaced, Table 150.2-F calls for R-14 of continuous insulation or a U-factor of 0.039 in Zone 2, unless the roof already has R-10 continuous or R-19 between the rafters against the deck.

Who tells us whether our Novato house is in a fire hazard severity zone?

Novato Fire Protection District. It received CAL FIRE's updated Local Responsibility Area maps on February 24, 2025 and publishes them with an address viewer, along with the 2007 to 2011 historical maps. The district is clear that it does not draw the zones: the State Fire Marshal identifies them, and Government Code Sections 51178 and 51179 require the local agency to share them and adopt them within 120 days. The maps score fuel, slope, weather, wind and fire history.

The roofer says our eave vents have to change. Is that a real requirement?

In a wildland urban interface area it is the district's written position. Fire Protection Standard 222 says eave and cornice vents on buildings where reroofing permits are issued shall be removed or changed to comply once the roof covering is taken off to expose the rafters or spaced sheathing, with new roof-mounted vents providing the minimum attic ventilation. The same standard requires gutter covers or another way of stopping leaves and debris collecting. Ask the district which code edition applies, since the standard is dated June 24, 2008.

Can the crew cut back the oak limb lying on our roof while they are up there?

Not without checking its size first. Novato requires a tree permit to remove, prune or alter a heritage tree, which it defines as 24 inches or more in diameter measured 24 inches above grade, under Chapter XVII of the Municipal Code. A smaller tree on a developed lot is treated differently from one on vacant land. If the tree is dying, diseased or substantially damaged, or is a listed pyrophyte such as Monterey Pine or Eucalyptus, staff may waive the public notice period.

Where these facts come from

Checked against these public sources in October 2026. Rules and programs change: confirm permit requirements with the city before work starts, and a contractor's license on the CSLB website.
