Water heaters Sunnyvale

What Sunnyvale's inspector checks when the old tank comes out

Sunnyvale treats swapping a home water heater under 150 gallons, in the same spot, as its own permit type, filed online or at City Hall. The handout for permits filed since January 1, 2026 reads like the inspection: straps counted by tank size, a relief drain ending 6 to 24 inches above grade, limits for attics and closets. A gas tank may still replace a gas tank under the state Energy Code, while a heat pump unit has conditions of its own.

The work

Sunnyvale water heater jobs, read against the city's handout

  • A gas tank back in the garage

The handout counts straps by capacity: two on a tank of up to 52 gallons, three at 75 and four at 100, one in the top third and one in the bottom third, at least 4 inches above the controls. Sunnyvale accepts metal plumber's tape if it wraps the whole tank and is fastened to framing at each end, and a platform under the heater must be secured to the structure or slab. In a garage the controls sit 18 inches up unless the unit is listed as vapor-ignition resistant, and a car's path calls for a concrete-filled steel post set in a footing 3 feet deep.

  • Flue, relief drain and gas trap

Vent pipe passing through a ceiling, floor or wall must be double-wall metal, run generally upward with no offset steeper than 45 degrees, and end in a listed cap at least a foot above the roof and 3 feet above any door or operable window within 3 feet. The relief drain, of galvanized steel, hard-drawn copper or CPVC at the valve's full size, runs outdoors to end 6 to 24 inches above the ground pointing down, never in a crawl space or drain pan. A sediment trap goes on the gas line after the shutoff.

  • Attics, closets and bedrooms

An attic heater needs an opening of at least 22 by 30 inches, a floored passage at least 24 inches wide, a 30-by-30-inch platform on the service side, and a 120-volt receptacle and a light near the unit, switched at the passage entrance. Where a leak could reach wood framing, the tank sits in a pan at least 1-1/2 inches deep with a drain. A gas heater in a bedroom, bathroom or bedroom closet is allowed only inside its own closet with a listed self-closing, gasketed door and all combustion air from outdoors.

  • Tankless next to the gas meter

Gas tankless units must be listed by a testing agency and installed to the maker's instructions with Category II stainless venting, and the handout warns that a larger gas supply line may be needed. It also passes on a PG&E rule that decides where on an outside wall the unit can hang: when the heater and the gas meter share a wall, they must be at least 36 inches apart horizontally.

  • Switching to a heat pump

Under the 2025 Energy Code text in the handout, a replacement may be a gas or propane system, or a heat pump unit whose tank stays indoors on a rigid insulated base of at least R-10, with a communication interface meeting Section 110.12(a) or a CTA-2045-B port, or a unit meeting NEEA's Advanced Water Heater Specification Tier 3 or higher. An electric resistance heater qualifies only where the old one was electric. Every new electric unit gets an electrical inspection before the final, and SVCE lists an Emergency Water Heater Replacement program for owners moving from a failed gas tank.

The houses here

Eichler slabs, flat roofs and what the street can see

Sunnyvale's Eichler Design Guidelines count more than 1,000 Eichlers built in the city between 1949 and 1972, slab-on-grade houses with radiant floor heating, and they describe HVAC upgrades that left unattractive rooftop mechanical equipment and exposed foam roofing in plain view. The guidelines cover exteriors visible from the street and neighbors, not interior work, so an indoor tank swap falls outside them. Equipment that ends up on the roof does not: the guidelines ask owners to conceal ducts where possible and, where nothing else is feasible, to paint rooftop equipment and ducts to match the roof or the house.

Permits and local rules

Four documents a Sunnyvale plumber should quote from

  • Residential Water Heater Replacement, revised December 2025

This four-page Building Safety handout applies to permits submitted on or after January 1, 2026 and is written to the 2025 California Plumbing Code. It requires the plumbing permit before a heater is installed or replaced and says replacement permits are available online or at the counter on the second floor of City Hall. The inspection sequence is short: one final once all the work is done, preceded by an electrical inspection when the new heater is electric. The city's permit list confines this permit type to a residential heater under 150 gallons going back in the same location.

  • Residential Smoke and Carbon Monoxide Alarms, revised January 2026

Whenever a permit is required for a repair or alteration, Sunnyvale applies the alarm location rules: smoke and carbon monoxide alarms outside each sleeping area and on every story, a smoke alarm in each bedroom, and a carbon monoxide alarm too in any bedroom with a fuel-burning appliance. Smoke alarms go on the ceiling or on a wall within 4 to 12 inches of it; carbon monoxide alarms go on the ceiling or on the wall above the door header. Where wall or ceiling finish comes off, the alarms must be hardwired and interconnected.

  • Work that does not require a permit, revised January 2026

Sunnyvale's exemption list for houses and duplexes shows where a repair around the heater turns into permit work. Stopping a leak in a drain, water or vent pipe is exempt, but once a concealed pipe or valve is defective and has to be replaced with new material, the job counts as new work with a permit and an inspection. Clearing a stoppage or fixing a leaking valve stays exempt only while no valve, pipe or fixture is replaced or rearranged. The heater itself always takes a permit, as the replacement handout says.

  • Rule 9-6 and the November 2026 hearing

The Air District's 2023 amendments attached a zero-NOx standard to small gas water heaters made from 2027 onward, applied only when an existing heater burns out and is replaced. In October 2026 its staff published proposed flexibility amendments for heaters under 75,000 BTU per hour that would add exemptions and move the compliance date later. The Board of Directors takes them up on November 4, 2026, and written comments close at 6 p.m. on November 1 through the district's online comment tool.

Timing

When the tank gives out on a weekend

Section 16.08.030 of the Sunnyvale Municipal Code allows construction from 7 a.m. to 6 p.m. on weekdays and 8 a.m. to 5 p.m. on Saturdays, with none on Sundays and eight listed holidays, though a homeowner doing the work on a single-family house gets longer hours, Sundays included. The city's handout lets the Chief Building Official allow work at any hour where emergency conditions exist. The hours and the contractor's and owner's contact details must be posted at the job's street-facing entrance, and the building counter at City Hall is staffed weekdays from 8 a.m. to noon and 1 to 5 p.m.

Questions that fit Sunnyvale's water heater handout

  • Will the straps match our tank size under Sunnyvale's count, and will any plumber's tape wrap the tank fully and anchor to framing at both ends?
  • Does our vent end a foot above the roof and 3 feet above nearby openings, or is vent work part of the job?
  • For a tankless unit on an outside wall, is it 36 inches from the gas meter, and does the gas line need upsizing?
  • For a heat pump, which Energy Code path applies: an indoor tank on an R-10 base with a CTA-2045-B port, or a NEEA Tier 3 unit?
  • Is your C-36 Plumbing license active at cslb.ca.gov? That class covers installing any equipment that heats water.

Questions

What Sunnyvale owners ask when the hot water stops

Our gas water heater is in a closet off the main bedroom. Can the new one go there in Sunnyvale?

Sunnyvale's handout allows it with conditions: the heater sits in a closet of its own with a listed self-closing, gasketed door, all of its combustion air comes from outdoors, and the closet holds nothing else. The city's alarm handout adds that a bedroom with a fuel-burning appliance needs a carbon monoxide alarm as well as a smoke alarm.

Can a heat pump water heater sit outdoors at a Sunnyvale house?

Not under the Energy Code path the handout gives for a standard heat pump replacement, which keeps the storage tank indoors on a rigid insulated surface of at least R-10. A unit meeting NEEA's Advanced Water Heater Specification Tier 3 or higher is a separate compliance option, so the plumber should say which path the chosen model uses before the permit is filed.

Does Sunnyvale's reach code force a heat pump when the water heater is replaced?

No. The city's reach code handout says those requirements apply to new homes and to remodels or additions that leave less than half of the existing exterior walls standing. A replacement in an existing house follows the state Energy Code, which still allows a gas or propane system, while the Air District's rule decides which new gas units may be sold.

What help does SVCE offer Sunnyvale owners when a gas water heater fails?

Silicon Valley Clean Energy, the public agency that supplies Sunnyvale's electricity from its headquarters on South Sunnyvale Avenue, lists an Emergency Water Heater Replacement program for owners replacing a failed gas tank with a heat pump unit, starting with a free in-home consultation. Its Go Electric Advisor and the eHub incentive finder cover rebates and contractor quotes; check eligibility before the old tank is hauled away.

How hard is Sunnyvale's water on a new tank?

It depends on the source reaching your street. The city's 2025 water quality results show hardness around 290 ppm from its six deep wells, which mainly supplement supply at summer peaks, against 97 ppm for Valley Water supply and 60 ppm for SFPUC water. Harder water leaves more mineral scale in a tank, so ask the city which source serves the address before choosing a softener or a flushing routine.
