  1. Residential Kitchen Remodel handout

    Revised in March 2026, the handout lists Sunnyvale's minimum requirements under the 2025 California codes. Kitchens need readily accessible wall-mounted dimming controls, recessed lights must be airtight, sealed to the ceiling and free of screw-base sockets, and under-cabinet lighting is switched separately. A permit for the remodel also requires every non-compliant plumbing fixture in the house to be upgraded, and newly installed smoke alarms must carry a 10-year battery.

  2. Taaffe-Frances Heritage Neighborhood Design Guidelines

    The houses on South Taaffe and South Frances streets between Olive Avenue and East El Camino Real are zoned R-0/HH, a Heritage Housing Combining District, and every alteration is reviewed against these guidelines. Interior changes that leave the exterior alone need no Planning review, minor exterior changes are reviewed by Planning staff, and major exterior changes or two-story additions go to a public hearing before the Heritage Preservation Commission. Window or door openings out of character with the house, such as sliders in a house of double-hung windows, are strongly discouraged.

  3. Construction and demolition debris

    Residential projects that remove 50 percent or more of an exterior wall must divert 65 percent of their non-hazardous material from landfill, file a waste management plan before permit approval, and upload weight tickets to Green Halo. Contractors may order bins from Specialty Solid Waste & Recycling, the city's franchised hauler, haul their own debris, or use other businesses; recyclers may haul materials but may not be paid for the service. Fluorescent lamps must be recycled or taken to household hazardous waste, and older ballasts not stamped No PCBs are treated as PCB ballasts.

  4. Hours of construction

    Sunnyvale Municipal Code Section 16.08.030 limits construction to 7 a.m. to 6 p.m. on weekdays and 8 a.m. to 5 p.m. on Saturdays, with no construction on Sundays or on holidays when City offices close. A homeowner doing the work on a detached single-family house gets longer hours, Sundays and holidays included. The hours and the contractor or owner contact must be posted at the public-facing entrance to the job site.

Sunnyvale's housing came in surges. The city's historical context statement records permits for nearly 300 housing units in 1942 alone, against about 80 a year before the war, and a population that climbed from 9,852 in 1950 to 22,500 within four years of Lockheed's arrival. The 2023 Housing Element counts 23,867 homes built between 1960 and 1979, the largest share by age, and notes that many have since been remodeled, expanded or rebuilt by their owners. One of the city's oldest neighborhoods is Taaffe-Frances: 59 houses and two duplexes on a subdivision laid out in 1925 and 1927, most built in the 1930s and 1940s. For Eichler owners, the kitchen handout adds one line: discuss window requirements with city staff before changing them.

The work

Sunnyvale kitchen scopes and the rule each one meets

  1. Before anything comes off the walls

    The permit has to be issued before the remodel begins, and the first inspector will ask for photos of all four original kitchen walls. The plan set needs a floor plan of existing and proposed walls that says whether any load-bearing wall comes out, with more drawings if one does. A rough electrical inspection follows once the boxes are in and before any device is connected, and structural, mechanical or plumbing changes get their own rough, plumbing top-out included.

  2. A gas range with a 240-volt circuit behind it

    For permits submitted from January 1, 2026, Sunnyvale's handout asks that a gas stove, range or oven be supplied with a 240-volt circuit and reserved breaker space on the main panel or a suitable subpanel, while an electric range or oven gets a 40- or 50-amp branch circuit. It warns that the panel may need an upgrade, or a subpanel added, to fit all this. Separately, the City Council approved reach codes for existing single-family alterations in August 2025, with enforcement set to begin at the end of 2026.

  3. Backsplash outlets, islands and a plug-in hood

    Backsplash receptacles sit no more than 20 inches above the counter, close enough that no point on the wall is over 24 inches from one, on at least two 20-amp circuits. Outlets may not go below the counter or on the side of the cabinets. An island without an outlet still gets provisions for one. A cord-connected hood needs its own circuit and a cord between 18 inches and 4 feet long, and every GFCI reset button stays reachable, never behind an appliance.

  4. Kitchens in townhomes and sprinklered houses

    Where new cabinets go against a fire-rated wall shared with an attached ADU, an apartment or a neighboring townhome, the handout requires that wall's fire-resistant construction and fire-blocking to stay intact. A house with existing fire sprinklers needs a separate Fire Permit for the remodel: a fire inspection comes before the building rough inspection for every trade, and the final fire inspection before the building final can be signed.

  5. When the kitchen becomes a whole-house gut

    Stripping drywall throughout the house and taking the interior to the studs goes beyond a kitchen remodel, and Sunnyvale then expects bedroom windows to be lowered to meet emergency escape rules, with non-compliant windows replaced to meet Title 24. Removing 50 percent or more of the exterior walls above the foundation turns the project into a new building under the city's major remodel handout, though removing siding or sheetrock does not count as removing a wall.

Before you hire

Timing

Plan review, counter appointments and inspection days

Plans go to E-OneStop, the city's online permit system, for a 21-day review, and resubmittals are reviewed in 14 days. Interior remodels, and single-story projects of 800 square feet or less, can instead get in-person review at the permit center at City Hall: begin the project description with OTC, upload the plans, then email for an appointment. On inspection day the paper job card and the full stamped plan set must be on site, and the inspector calls that morning with a two-hour window.

Sunnyvale kitchen questions, gas lines to heritage blocks

Do we need a permit just to replace kitchen cabinets in Sunnyvale?

Plan on one. The kitchen handout says a permit is required for kitchen remodels and exempts only replacing the countertop alone or refacing existing cabinets alone, each with no electrical work. The city's general list of exempt work treats countertops and cabinets mounted below 5 feet 9 inches as cosmetic finish work, so for a cabinets-only job, confirm with the permit center at City Hall before work starts.

Why does Sunnyvale want a 240-volt circuit behind a new gas range?

So the range can become electric later without opening the walls. The handout for permits submitted from January 1, 2026 requires gas stoves, ranges and ovens to be supplied with a 240-volt circuit and reserved breaker space, and says the panel may need an upgrade or a subpanel to fit it. Gas cooking itself stays allowed.

Can we try induction in Sunnyvale before giving up gas?

Yes. The Sunnyvale Public Library lends induction cooktop kits for up to three weeks to full-access cardholders over 18. If you then switch, Silicon Valley Clean Energy's home rebates cover replacing a gas cooktop or range with induction, but you have to apply for the rebate before the appliance is installed.

Our house on South Frances Street is in the heritage district. Does a new kitchen go to the Heritage Preservation Commission?

Not if the outside stays the same. The Taaffe-Frances guidelines say interior changes that do not alter the exterior need no Planning review, though building permits may still be required. A new window or door that the street or neighbors see is a different matter: minor exterior changes are reviewed by Planning staff, and major ones go to a public hearing.

Can the crew work on our kitchen on a Sunday?

Not a contractor's crew. Sunnyvale allows construction from 7 a.m. to 6 p.m. on weekdays and 8 a.m. to 5 p.m. on Saturdays, with none on Sundays or holidays when City offices close. Only a homeowner doing the work on a detached single-family house may work Sundays, with up to two helpers who are not hired for the job.

Does a Sunnyvale kitchen remodel need a Green Halo recycling plan?

Usually not. The 65 percent diversion rule, the waste management plan and Green Halo tracking apply to residential projects that remove 50 percent or more of an exterior wall. A kitchen that stays inside the house can use Specialty Solid Waste & Recycling's bins, self-haul, or another business, and remodeling debris can go to the SMaRT Station on Carl Road.
