Roofing Sunnyvale
Sunnyvale roofs, tar-and-gravel Eichlers to the tile of Taaffe Street
Sunnyvale wants a permit before any re-roof or roof repair of more than 100 square feet begins. Its Planning Division adds a rule few cities write down: the new roofing must be at least the quality of the old, with tile or shake counted as equal to a 40-year composition roof. Every new covering needs a Class B fire rating or better, and the city's four home ZIP codes sit in Climate Zone 4, where the state's cool-roof rules apply.

How roofing work goes in Sunnyvale
The sheets and guidelines a Sunnyvale roof is reviewed against
Re-roof Requirements, revised December 2025
The Building Division's sheet applies to permits submitted on or after January 1, 2026 and requires a permit for re-roofs and repairs of more than 100 square feet before the old roof comes off. Most re-roof permits can be obtained online or at the permit center at City Hall, with an approval letter from the homeowners association where there is one. The manufacturer's installation instructions must be on site, and torch-applied systems need a portable fire extinguisher on the roof within 30 feet of the work.

Eichler Design Guidelines
Adopted July 28, 2009, they apply to design review of exterior changes in the city's Eichler neighborhoods, non-Eichler houses inside them included. For roofs they ask owners to keep flat or shallow forms no steeper than 3:12 except in tracts where steeper Eichler models were built, to avoid hip roofs, and to keep wide overhangs and exposed beams. In a Heritage Resource District, minor changes go through administrative design review, while work that departs from the guidelines may need a Resource Alteration Permit from the Heritage Preservation Commission.

Taaffe-Frances Heritage Neighborhood Design Guidelines
The neighborhood is zoned R-0/HH, a Heritage Housing combining district, and every home in it holds local heritage resource status. The guidelines, adopted March 24, 2009, put re-roofing on the list of improvements that require design review, beside new windows and changes of color or cladding. Minor repair with the same materials does not need it. Some houses also carry landmark designations, which can add requirements.

Cool roofs on pitched Sunnyvale houses
For steep roofs in Climate Zone 4, Section 150.2 of the 2025 Energy Code asks that replacing more than half the roof, overlays included, use roofing with an aged reflectance of at least 0.20 and emittance of 0.75, or SRI 16. Any one of these counts as equivalent: R-38 ceiling insulation, a qualifying radiant barrier, no ducts in the attic, or R-2 continuous insulation above or below the deck. Roofing weighing 25 pounds per square foot or more, such as heavy tile, is exempt.
