Toilets are backing up in our Sunnyvale house. Who do we call first?
The city. Sunnyvale asks residents to call its 24-hour Sewer Response Service before anyone else, stop using water, and wait for a crew, which it says arrives within two hours and helps find which part of the system is blocked. If the problem is in your lateral, that is yours to repair, though the city may clear the lower part where a property-line cleanout exists.
Is Sunnyvale's tap water hard?
It depends on the source. In 2025 the city's wells averaged 290 mg/L of hardness, Valley Water supply 97 and SFPUC water 60, against a scale on which over 180 is very hard. SFPUC water serves the north of the city and Valley Water the south, with well water added mainly in summer peaks.
Does our Sunnyvale house have a lead service line?
The city says it has finished its service line inventory and found no lead service lines and no galvanized lines requiring replacement in its system. Pipe and fixtures inside the house are a separate matter the city cannot control, and the water report suggests flushing taps and using a filter certified by an ANSI-accredited body to reduce lead if you are concerned.
Who fixes a leak between the water meter and our house?
You do. Sunnyvale maintains the water mains in the street, and a leak in the pipe running from the meter to the house is the property owner's responsibility. Replacing that line takes a plumbing permit, which can be filed online as a water service line Minor Building Permit.

It could. A higher-than-normal bill is one of the first signs of a radiant leak, along with a warm spot on the floor, the sound of running water when everything is off, and white powder along the foundation. A plumber or radiant specialist can isolate the heating loop and pressure-test it before anything is opened.
