Re-roofing Oakland houses, from parapet flats to the Tunnel Fire hills

In Oakland the roof being replaced depends on which side of the hills the house sits. Since June 2025 the city has rated its entire Wildland-Urban Interface Fire Area, about 26,000 hill parcels, as a Very High Fire Hazard Severity Zone, so a hill re-roof answers to wildfire rules. Down in the flats, many 1915-1935 Mediterranean houses hide a nearly flat roof behind a stucco parapet, where drains and flashing decide whether it leaks.

The fire maps and paperwork behind an Oakland roof

  1. The hills' expanded Very High zone

    Oakland Fire inspects about 26,000 parcels in the Wildland-Urban Interface Fire Area of the Oakland Hills each year. On June 17, 2025 the City Council approved Ordinance 13851, which extends the Very High Fire Hazard Severity Zone, CAL FIRE's most serious wildfire rating, over that entire fire area rather than only the parts the state mapped. The city publishes an interactive map and an April 2026 PDF of the boundary, which is the place to check a parcel before any roofing bid.

  2. California's Wildland-Urban Interface Code

    Wildfire building standards now sit in their own volume of Title 24, the 2025 California Wildland-Urban Interface Code, Part 7, effective January 1, 2026 and based on the 2024 International Wildland-Urban Interface Code. The State Fire Marshal's rulemaking file restates the underlying law, Health and Safety Code section 13132.7: fire-retardant roof coverings are required in fire hazard severity zones. For an Oakland hill house that makes the covering's fire classification a contract term, not a style choice.

  3. Oakland's Re-Roofing Certificate

    Oakland handles a re-roof through a Re-Roofing Certificate rather than a plan-checked permit. The owner, a legal representative, or a contractor with a suitable state license class and a current Oakland Business Tax Certificate applies through the Online Permit Center, pays the fee, and gets download and upload instructions by email. When the roof is done, Section 2 is completed and uploaded to the same record. Each structure needs its own certificate, and a certificate lapses 180 days after it is issued.

  4. The city's home-hardening list

    Oakland requires a Class A roof, fire-resistant siding and ember-resistant metal mesh vent covers on new construction in the WUI Fire Area, and strongly encourages the rest on existing houses. Its list touches the roof edge directly: metal gutters with a metal drip edge in place of vinyl, metal mesh gutter guards rather than plastic covers, and vents with 1/8-inch or 1/16-inch metal mesh meeting the state code. A re-roof is the natural time to price those details.

Parapets, false fronts and a ridge rebuilt after 1991

Rehab Right, the rehab manual Oakland's planning department published in 1978, describes roofs crews still climb onto today. Italianate houses from the 1860s to the 1880s in Prescott and Oak Center carry a bracketed cornice that can stand taller than the roof behind it, so the surface that actually sheds the rain is out of sight from the street. The smaller Mediterranean houses of 1915 to 1935 show red tile only on the porch or parapet; the main roof is flat or low-pitched tar and gravel, drained through openings in the stucco. Provincial cottages from the same years wear steep or gambrel roofs in slate or a composition shingle made to look like thatch. Up the hill, much of what burned in 1991 was rebuilt in the 1990s, so many of those roofs are now three decades old.

Where an Oakland roof changes character

  • Prescott and Oak Center

    The city's 1978 guide places Italianate houses of the 1860s to 1880s here and in Clinton Park. Their bracketed false-front cornices can hide a lower roof, and original redwood gutters may still be carrying its water, so the parts most likely to leak are the ones hardest to see from the sidewalk.

  • Fruitvale and the Mediterranean tracts

    Rehab Right names three tracts built entirely of Mediterranean houses: the Castello and Cordova street loop off Fruitvale Avenue, 77th and 78th avenues between Holly and East 14th, and six blocks around Monterey Boulevard and 35th Avenue. Street after street there, the roof is flat behind a parapet.

  • Montclair and the 1991 fire area

    Hill parcels inside the WUI Fire Area face the annual Oakland Fire inspection and, since 2025, the Very High rating across the whole area. Houses rebuilt after 1991 are reaching their second roof under the 2026 wildfire code, so fire classification, gutters and vents belong in the first conversation.

The work

Four roofs an Oakland bid tends to be written for

  1. Flat roofs hidden behind stucco parapets

    On a 1920s Mediterranean-style house the visible tile is trim. The working roof is a low, flat surface boxed in by the parapet, and water leaves through scuppers cut through the stucco facade. Leaks start where the membrane turns up the parapet wall, at the corners, and at clogged scuppers, and the city's 1978 guide singled out the four corners of a flat tar-and-gravel roof. A re-roof bid here should describe the new membrane, how high the flashing runs up the parapet, and whether the scuppers and parapet tile caps are rebuilt.

  2. Class A re-roofs on rebuilt hill houses

    Houses rebuilt after the 1991 fire are now replacing their first roofs, and they sit inside the area Oakland rates Very High for fire hazard. That means a fire-retardant, Class A covering under California's Wildland-Urban Interface Code, which took effect on January 1, 2026. The same tear-off is the easiest moment to deal with what the city's home-hardening page flags: vinyl gutters that can melt, open vents that admit embers, and gaps at the eaves. Ask for those items as separate lines so they can be weighed one by one.

  3. Cornices and redwood gutters on Victorians

    Rehab Right notes that Victorian, Colonial Revival and some First Bay Tradition houses were built with redwood gutters, often shaped so they read as part of the cornice. Rot tends to stay local, around downspouts and the joints between sections, and the guide treated a localized repair as practical while widespread decay meant a new gutter. On an Italianate false front the low roof behind the cornice drains through that gutter, so a roofer and a finish carpenter may both have to look at it before the bid is final.

  4. Steep cottage roofs in slate or thatch-look shingle

    Oakland's Provincial-style cottages from 1919 to 1935 have steep or gambrel roofs, originally slate or a composition shingle Gladding, McBean advertised as reproducing the stains of lichens and storms. Those pitches need roof jacks or scaffolding, and matching the look matters on a facade that is mostly roof. Ask whether existing slate is being repaired or replaced, what the new covering's fire rating is, and how the crew will protect the stucco and half-timbering below while they work.

  • Ask whether the address falls inside the WUI Fire Area on Oakland's April 2026 map, and how the bid meets Class A there.
  • On a parapet roof, ask how high the new flashing runs up the parapet and whether the scuppers through the stucco are rebuilt.
  • Look up the C-39 Roofing license at cslb.ca.gov and confirm the same business holds a current Oakland Business Tax Certificate.
  • For a Victorian with wood gutters, ask whether the bid repairs, replaces or removes them, and in what material.
  • Ask who applies for the Re-Roofing Certificate and who uploads the completed Section 2 when the roof is done.

Working around inspections and the certificate clock

Oakland Fire's hill inspections begin in June and continue until every parcel in the WUI Fire Area has been visited, with inspectors checking all accessible sides of the house. A hill re-roof finished in spring leaves the roof edge and gutters clean for that visit. On the paperwork side, a Re-Roofing Certificate lapses 180 days after it is issued, so apply once a crew and a start date are booked rather than months ahead of the work.

How do I find out whether my Oakland house is in the Very High fire zone?

Look the parcel up on the city's WUI Fire Area map; Oakland publishes an interactive version and an April 2026 PDF. Since Ordinance 13851 was approved on June 17, 2025, the Very High Fire Hazard Severity Zone covers that entire fire area. If the house is inside it, the yearly fire inspection applies and the roof covering has to meet the state's wildfire rules.

Why does my 1920s stucco house have a flat roof behind the front wall?

It is probably a Mediterranean-style house, built in Oakland from about 1915 to 1935. The city's Rehab Right guide explains that on most smaller examples only the porch or parapet carries red tile, while the bulk of the house is covered by a flat or low-pitched roof hidden behind the parapet and drained through openings in the facade.

Who can apply for Oakland's Re-Roofing Certificate, me or the roofer?

Either. The building owner or a legal representative can apply, and so can a contractor whose state license class suits the work and who holds a current Oakland Business Tax Certificate. Whoever applies must first register and activate an account in the city's Online Permit Center, and the same person finishes the record by uploading Section 2 after the roof is on.

Should the original redwood gutters on our Italianate be replaced?

Not automatically. Oakland's Rehab Right guide found rot in redwood gutters is usually localized, around downspouts and joints, and treated splicing in a matching section as feasible; only widespread decay called for a new gutter. If the house is inside the hill fire area, weigh the city's home-hardening advice, which favors metal gutters and metal mesh guards.

Our house was rebuilt after the 1991 fire. What changes when the roof is replaced now?

The rules did. Since January 1, 2026 California's wildfire building standards sit in the new Wildland-Urban Interface Code, and Oakland now rates its whole hill fire area Very High. Expect a Class A covering, and use the tear-off to consider the city's recommended metal gutters, mesh gutter guards and ember-resistant vents at the same time.
