Home remodeling Los Altos

Rebuilding a 1950s Los Altos ranch kitchen, from the panel to the debris box

In Los Altos a kitchen that keeps its walls is usually permitted from a floor plan emailed to the Building Division, which says non-structural kitchens are generally reviewed within 72 hours. Two local rules shape the rest. The reach code adopted in October 2025 makes any permitted change to kitchen circuits leave the range ready for electric, and taking off roof framing with its walls down to the subfloor counts toward the city's fire sprinkler trigger.

Permits and local rules

Los Altos code sections a kitchen plan has to meet

  1. Range readiness in Chapter 12.16

Where kitchen branch circuits or receptacles are added or altered under an electrical permit, the 2025 local amendments require one of two set-ups at the range. Either a 125-volt, 20-amp receptacle within three feet, fed by a three-conductor 120/240-volt circuit rated at least 50 amps, with the unused conductor labeled "spare" and breaker space marked "Future Use"; or conductors or raceway from the main panel to a junction box within three feet, its blank cover marked "240V ready," with double-pole space reserved. A repair is exempt, and so is a project that needs an electrical permit only for this. Wall framing removed within three feet of a gas water heater also brings a reserved space for a future heat pump unit.

  2. When a bigger electrical service is allowed

The same amendments limit service upgrades. More capacity may be added only when load calculations under Electrical Code Article 220.83, and 220.87 where usage data exists, show that future loads will exceed what the house has now, and those calculations must include at least one power-management or circuit-controlling device serving an electric-only appliance such as a range, or an electric-only appliance that runs on 120 volts, or circuit control shared with an EV charging receptacle. When no upgrade is proposed, the readiness work only has to fit within the existing panel and utility service.

  3. What design review leaves out

Chapter 14.77, rewritten in July 2025, lists the work design review does not cover: replaced or new windows and doors, reroofing, rooftop venting, exhaust equipment, mechanical and electrical upgrades and solar. A range hood ducted through the roof or a new window over the sink therefore needs no design review. Houses on the Historic Resources Inventory are the exception. Under Chapter 14.93, adopted in October 2025, changing any exterior architectural feature of a listed property, windows included, takes a historic alteration permit, reviewed by the Historical Commission and decided by the Zoning Administrator, while interior work and in-kind maintenance do not.

  4. Debris diversion under Chapter 6.14

Covered projects must divert at least 65 percent of their construction and demolition debris, and the list of covered projects names interior demolition as well as remodels above a set valuation. The applicant files a waste management plan with the permit application, naming each material, whether it will be recycled, salvaged or landfilled, and which vendor or facility takes it. Debris leaves the site with the city's franchised hauler or by self-haul to a city-approved facility, and contractors document the diversion rate in Green Halo, the tracking site Development Services uses.

The work

From new cabinets to a new roof line: the steps a Los Altos kitchen takes

  1. New cabinets and counters inside the old walls

The Building Division's kitchen handout asks for an application and a floor plan, sent as PDFs by email, showing existing and proposed walls, whether any load-bearing wall comes out, what the adjoining rooms are used for, and the size and location of existing windows and whether they will be replaced. Any change to the outside of the house adds Planning's requirements on top. The permit has to be issued before the remodel starts.

  2. Lighting the new room

The same handout spells out what the inspector will look for overhead. Every kitchen fixture goes on a dimmer or on a vacancy sensor that must be switched on by hand and turns the lights off within 30 minutes of the room emptying. Under-cabinet lights get a switch of their own. Lamps carry the JA8 label, with the JA8-E version in sealed or recessed fixtures, and recessed cans must be rated for insulation contact and airtight, caulked to the ceiling, with no screw-base socket.

  3. Raising the ceiling or reworking the roof above it

Opening a ceiling up to the rafters leaves the roof framing in place. Taking the roof framing off together with the exterior walls down to the subfloor or slab is another matter: the city's sprinkler amendment counts that area as added. If it, plus any additions permitted in the past three years, passes half the existing living area or 750 square feet, the whole house and its garage get fire sprinklers, and no waiver is granted. A house with a nonconforming setback has a second line: once half or more of its floor area is removed or replaced, the entire structure must meet current setbacks.

  4. A bump-out toward the garden

Pushing the kitchen out a few feet is an addition. In the single-family district, Chapter 14.77 sends additions and exterior alterations of up to 500 square feet, and additions to a one-story house that stays under 20 feet tall, to administrative design review by staff before any building permit is issued. Turning a one-story house into a two-story one is decided by the Zoning Administrator after a noticed public meeting, so a kitchen expansion planned with a room above it is a different project from the start.

The houses here

Low ranch houses from the 1950s, a few Eichlers and older farmhouses

The city's Residential Design Guidelines say most of the housing stock was developed during the 1950s and that ranch is the dominant style: simple rectangular plans, low roofs usually pitched at 4:12, attached garages, and houses set within 16 to 20 inches of the ground, some on concrete slabs. That last detail decides how far a sink or dishwasher can move. A slab has to be cut for a new drain line, and a house sitting that low leaves little room underneath to reroute one. The same guidelines describe contemporary houses from 1940 to 1980, mostly custom-built except for the Eichler tracts, with slab floors and glass running down to the floor, along with older farmhouses from the town's agricultural years and Craftsman bungalows built from just after 1900 through the 1920s.

Timing

How long the Building Division takes to start

Once a complete application and plans arrive by email, the Building Division says it processes the submittal within 2 to 4 business days, then tells the applicant how to pay the plan review fees and routes the project to the other departments. The kitchen handout adds that a non-structural renovation can generally be reviewed and permitted within 72 hours, while moving or removing walls, or any structural change, may send the job to standard plan review. An addition needs Planning approval before the building plans go in.

Questions

Los Altos kitchen questions, from the panel to the old cabinets

Our panel has no room left. Will Los Altos approve a service upgrade for an induction range?

Only with the documentation the 2025 amendments ask for. A larger service is permitted when load calculations show future loads exceed the present capacity, and those calculations have to include a power-management or circuit-controlling device for an electric-only appliance, or an electric-only appliance on 120 volts. Silicon Valley Clean Energy's rebate list includes circuit splitters and pausers, which is worth knowing before the electrician sizes the job.

Can our contractor haul the old cabinets away in his own truck?

Yes, if the debris came from his own work. Chapter 6.14 lets a contractor carry away the material his job produced, in a fixed-body vehicle with his own employees and equipment and no separate fee, and it uses a kitchen remodel as its example. A cleanup crew hauling debris that others produced needs a debris box from the franchised hauler, which the city's demolition sheet names as Mission Trail Waste Systems. Either way the load must reach a city-approved facility.

Will a kitchen remodel make us add fire sprinklers in Los Altos?

A kitchen rebuilt inside the existing walls and roof adds no area, so it does not reach the trigger. The city counts additions over half the existing living area, basement excluded, or over 750 square feet, summed across three years of permits, and it counts roof framing removed with its exterior walls down to the subfloor as added area. If sprinklers are triggered, a B General Building contractor may not contract for the C-16 fire protection work without holding that license or subcontracting it.

What hours can a crew work on our Los Altos house?

The Building Division lists residential construction hours as 7 a.m. to 5:30 p.m. Monday through Friday and 9 a.m. to 3 p.m. on Saturday. No construction is allowed on Sundays or on city-observed holidays, which is worth planning around for a demolition day or a countertop install that could run long on a Saturday.

Does the city still pay a rebate for switching to an induction range?

Not its own: the city's page says its electrification rebate funds have been fully claimed. Silicon Valley Clean Energy, the city's electricity provider, still offers rebates for replacing a gas cooktop or range with induction. They are for existing homes swapping equipment rather than new construction, one per appliance type per dwelling, and SVCE's process is to reserve the rebate first and claim the reimbursement afterward.

Before you hire

Five things to settle with a Los Altos kitchen contractor

  • Will the kitchen circuits change under the electrical permit, and which range-readiness option goes in: the spare-conductor receptacle or the 240V-ready junction box?
  • Does the plan take off roof framing or exterior walls down to the subfloor, and how much area does that add to the sprinkler count?
  • If the panel needs more capacity, which load calculation and which circuit-control device will be submitted to justify it?
  • Who files the waste management plan, and will debris go in a Mission Trail Waste Systems box or by truck to an approved facility?
  • For one contract spanning plumbing, electrical and carpentry, ask for a B General Building license and check the number at cslb.ca.gov.
