  1. Gutting a kitchen

    Walnut Creek measures demolition by surface: each face of a removed wall, every side of a cabinet box, the countertop, the backsplash and the floor. The city's own worked example, a modest run of upper and lower cabinets with counter, backsplash and flooring, comes to about 381 square feet, past the 300-square-foot line that makes a remodel a covered project. Expect a Green Halo plan before the permit and recycling receipts before the final inspection.

  2. Adding a room or a second story

    An addition enlarges a house's conditioned area, which on its own makes it a covered project for debris recycling, and it changes the exterior, which brings Design Review. Before full drawings, the city's Preliminary Review Team can look at a one-page description, a site plan and elevations, and it waives the fee for a single-family home's first review. Its comments cover zoning, design and engineering, but not fire, sanitary or water districts, which you contact yourself.

  3. Moving windows and doors

    Walnut Creek requires a building permit for any new, relocated or replacement window or door in a house, because openings affect bracing against wind and earthquakes, light and ventilation, and emergency escape. A wider opening can mean drawing the whole floor plan to show braced wall lines, and the city may ask for an architect or engineer. Its bulletin also requires Planning approval for window changes, except on single-family homes not subject to Design Review agreements.

  4. Manor remodels in Rossmoor

    Only a Mutual member can apply for a Rossmoor alteration permit, and First Walnut Creek Mutual's policy makes the member responsible for every approval, including any City of Walnut Creek building permit. Kitchen remodels, tub-to-shower conversions and flooring are standard alterations handled by the Mutual Operations Division. Structural interior changes, balcony covers and atrium enclosures are non-standard and need the Mutual's Architectural Control Committee, which meets monthly.

  5. Building near a large tree

    An addition or new patio that reaches toward a large tree runs into the city's tree preservation ordinance. Every tree, dead or alive, that measures 9 inches or more at 54 inches above the ground is protected, and removing one takes a Tree Removal Permit approved by the City Arborist. Site the addition around protected trees before the design is drawn, not after.

    A waste management plan is required when a project demolishes 300 square feet or more of surface, when an addition or alteration increases a house's conditioned area, volume or size, or when construction or renovation covers 1,000 square feet or more of floor area. At least 65 percent of debris must be diverted, documented in Green Halo with receipts that show Walnut Creek as the city of origin, and the final inspection can be scheduled only once the plan is cleared.

  3. Weekday construction hours

    Municipal Code Section 4-6.203(f) limits work on permitted projects to 7 a.m. to 6 p.m. on weekdays that are not city holidays. Saturday or holiday work needs an after-hours permit, and the city's bulletin says those are generally not issued in residential areas, apart from owner-builders on single-family or duplex permits who hire no contractor. A non-emergency after-hours permit is void the moment the city receives a noise complaint.

Review clocks to build into the schedule

Walnut Creek's Preliminary Review Team meets on Tuesday mornings; applications in by noon Wednesday are usually reviewed the following Tuesday, with written comments about a week later. A formal Design Review application gets a Notice of Application Status within 30 days of submittal, and any outside agency asked to comment has two weeks to respond. A Rossmoor manor has its own clock, since the Architectural Control Committee reviews non-standard alterations once a month.

The buyer submits it to the Building Division within 14 days of closing, so a remodel that covers those items makes the answers easy.

Can I take out a wall in my Rossmoor manor?

Only with the Mutual's approval. First Walnut Creek Mutual's policy treats structural interior changes as non-standard alterations that its Architectural Control Committee must approve, and the city may also require a building permit. Only a Mutual member can apply. Other Mutuals have their own policies, so ask Rossmoor's Alterations Department which apply to your manor.
