Garage doors Los Altos

Garage doors in Los Altos, set back a foot as the town's guidelines ask

Los Altos wants its garages in the background. The single-family design guidelines, written to protect a semi-rural streetscape of large lots, few curbs and no street lights, ask that garage doors sit at least a foot behind the face of the garage when the garage cannot be set back or turned from the street, and suggest three single doors rather than a double and a single on a three-car garage. Exterior alterations in the R1 district go through design review.

Permits and local rules

Guidelines, standards and state law behind a Los Altos door

  1. Residential Design Guidelines, section 5.6

Drafted after the city retained an architect in October 1990, with an advisory committee of residents, builders, architects and designers, the guidelines treat the placement of house, garage and driveway as a major part of a home's character. Section 5.6 contrasts a street lined with garage doors at the setback line with one where houses come forward, warns that three-car and larger garages need a lot of design attention, and asks owners to avoid designs that make the garage the focal point of the house.

  2. Design review in the single-family district

Projects that include exterior alterations, additions or new construction in the Single-Family (R1) District are subject to design review, with the guidelines as the basis for decisions. For a new house or an addition, the submittal must include photos and manufacturer product specifications for exterior materials and colors, doors among them. A design approval is valid for one year and expires if no building permit application follows.

  3. Objective standards for SB 9 projects

Urban lot splits and dual opportunity developments skip discretionary review, and Los Altos holds them to objective standards instead. Attached garages must be recessed at least one foot from the front wall plane of the house. A three-car attached garage must use a tandem layout, three single-car doors or one door set back from the others. Each unit needs at least one covered space in a garage or carport measuring at least 9 by 18 feet inside.

  4. Health and Safety Code 19890

California's opener chapter has required an automatic reverse safety device since 1991, and since 1993 an opener that will not run without an edge sensor, photo eye or similar device. The same section requires installers and service people to follow the maker's installation, maintenance and testing instructions, and its subdivision (h) bars connecting a replacement door to an opener that fails the two-inch reverse test.

The houses here

Ranch garages that grew from one car to three

The city's design guidelines trace the post-war house types behind most Los Altos garages. Ranch houses, popular with tract builders from the early 1950s, made room for the car with attached garages: one car at first, then two, and now three. Split-levels built from 1955 to 1975 put the garage, the utility room and the family room on the lowest of three levels, a plan that suits a sloping lot. Contemporary houses of the same decades were mostly custom-built. All of it sits in a town the guidelines describe as semi-rural, with large lots, mature landscaping and streets largely without curbs, gutters or street lighting, so a wide garage door facing the street stands out more here than in a denser tract.

The work

What changes when a Los Altos garage door is replaced

  1. A door recessed behind the garage face

The guidelines' first choices are to set a garage back from the front of the house, three feet being their example, or to turn its entry away from the street. Where neither is possible, they ask for the doors to sit at least one foot back from the face of the garage, or for a trellis or similar feature across the top of the doors. On a garage that is being rebuilt or enlarged, the depth of the opening matters as much as its width.

  2. Three single doors on a three-car garage

To keep a three-car garage from dominating the house, the guidelines offer a tandem layout inside a two-car-wide garage, three single-car doors in place of a double and a single, or one door set back from the other two. Los Altos made those same three choices binding for urban lot splits and two-unit projects under SB 9, whose objective standards also require an attached garage to sit at least a foot behind the front wall of the house.

  3. A garage that is part of an addition

Anyone applying for design review of a new home or an addition fills in the city's neighborhood compatibility worksheet, which asks how many garages on the street face it and project beyond the house, how many are recessed behind it, how many sit at the back of the lot or face the side, and how many are one-, two- and three-car garages. A new or moved garage door is judged against that count.

  4. A new door on an opener of uncertain age

Two parts of California's opener law meet at a door-only job. Since 1992 a replacement residential door may not be connected to an opener that fails to reverse on a rigid two-inch obstacle, and since July 1, 2019 it may not be connected to one without a battery backup, whatever the opener's age. Anyone hired to service an opener must run the two-inch test afterward and fix a red warning notice to an opener that fails.

Before you hire

Worth asking before a Los Altos garage door is ordered

  • Ask whether the new door's style, color or windows change the street elevation enough to count as an exterior alteration needing design review.
  • On a garage being rebuilt or enlarged, ask how the new door will sit at least a foot behind the garage face.
  • For an SB 9 project, check that the plans show the one-foot garage recess and a covered space at least 9 by 18 feet.
  • Look up the installer's D-28 license at cslb.ca.gov, and ask to watch the two-inch reverse test before paying the balance.

Timing

Booking the work inside Los Altos construction hours

The Building Division limits residential construction to 7 a.m. to 5:30 p.m. Monday through Friday and 9 a.m. to 3 p.m. on Saturday, and allows none on Sundays or city-observed holidays. Plan a weekend installation around that short Saturday window. If the garage work went through design review, mind the second clock as well: the approval lapses one year after it is granted unless a building permit application has been made.

Questions

What Los Altos homeowners ask about garage doors and review

Does a new garage door on our Los Altos house need design review?

Design review covers exterior alterations in the R1 district, and the guidelines care a great deal about how a garage reads from the street. A door matching the old one in size and look is the simplest case; a door with a different style, color or window pattern on a street-facing garage is worth raising with the Planning Division before it is ordered.

Our garage faces the street, flush with the front of the house. What do the guidelines prefer?

In order: set the garage back from the front of the house, turn its entry away from the street, or, if neither works, recess the doors at least one foot from the garage face or run a trellis across their top. A hipped or hipped-gable roof over the garage is another technique they name for making it less dominant.

We are adding a second unit under SB 9. Are there garage rules?

Yes, and they are objective rather than advisory. An attached garage must be recessed at least one foot from the front wall plane of the residence, a three-car attached garage must use one of three listed layouts, and each unit needs a covered space of at least 9 by 18 feet inside a garage or carport. Parking for an ADU is handled separately.

Our mailing address says Los Altos 94022, but the house is up in the hills. Whose rules apply?

Check before assuming. The Town of Los Altos Hills is a separate town, and its Town Hall on Fremont Road uses the same 94022 ZIP code. The State Fire Marshal's 2025 map for the City of Los Altos also shows unincorporated county land beside it. A Los Altos Hills or county address follows that agency's permit and design rules, not the city's.

The installer says our opener failed the reverse test. Can the new door still go on it?

Not legally. Health and Safety Code 19890 has barred connecting a replacement residential door to an opener that fails the two-inch reverse test since 1992, and anyone hired to service or repair an opener that fails it must attach a red warning certificate. Since 2019 the opener also needs a battery backup, so a replacement opener usually goes in with the door.
