Remodeling a Los Gatos kitchen, from Express Check to the historic committee

A non-structural kitchen in Los Gatos goes through the Town's Express Check, but three things widen it. Moving or adding a fixture brings in the West Valley Sanitation District, which can then require a cleanout at the property line. A Town ordinance adopted in December 2025 would add wiring for a future electric range when kitchen circuits change, once state agencies approve it. And on any house built before 1941, interior work that changes the outside, a new window included, needs planning approval first.

  • Same layout, new everything

    A non-structural kitchen goes through Express Check: a pre-application on the Town's online portal with the permit application, one bookmarked PDF of plans signed by the designer, and supporting documents uploaded separately. The Town does not take submittals by mail or courier. If the house is in a homeowners association, the HOA's letter describing the approved work has to be in before the permit is issued.

  • Moving the sink to an island

    When plumbing fixtures are added or moved, the Town requires a certificate from the West Valley Sanitation District. The district's code requires its own permit for work on any plumbing connected to the sewer, and any work needing a district permit can trigger a property-line cleanout, which the owner then has up to 365 days to install about two feet behind the property line. The Town's plumbing code also requires a backwater valve on drains serving fixtures whose flood-level rims sit less than 12 inches above the next upstream sewer manhole cover.

  • Keeping the gas range

    Ordinance 2380, adopted in December 2025, still permits mixed-fuel homes. Its reach code takes effect once state agencies approve it, and from then, adding or altering kitchen branch circuits or receptacles under an electrical permit means leaving the range ready for electric. That is either a 50-amp-rated conductor run to a receptacle within 3 feet of the range, or a conduit or conductor pathway to a junction box there, with panel space reserved for the future breaker.

  • A skylight over the counter

    The Town's kitchen checklist keeps an operable skylight 10 feet from plumbing vents, or 3 feet below the vent's termination, and asks for the product's evaluation report number. On a hillside home, the hillside standards add that roof skylights must be tempered or multi-layered glass, and the guidelines steer away from large dome skylights that glare at night.

  • A kitchen inside a larger rebuild

    Town Code Section 6.10.030 treats a renovation as new construction under Title 24, as the Town modifies it, when more than half of the existing foundation is replaced for reasons other than repair, or more than half of the framing above the sill plate is removed or replaced. The count runs over three years from the last permit final, so a kitchen done soon after other work can tip a house over the line.

Plaster kitchens in old districts, glass and decks in the hills

Los Gatos kitchens divide between two kinds of house. In the old neighborhoods near downtown, any house built before 1941 is treated as historic unless the Town has found it has no historic significance. On those houses the Town's design guidelines prohibit metal-frame kitchen garden windows outright and ask that a new bay window copy the style, size and roof of the house's existing bays. Up in the hills, houses fall under the Hillside Development Standards and Guidelines instead, where a major remodel follows rules on glazing, skylights and exterior color written to keep homes from standing out against the hills.

  • Kitchen and bathroom Express Check requirements

    The Building Division's checklist for non-structural kitchen and bath remodels says any exterior change, windows, doors or siding, needs Planning Department approval, an HOA letter is required where one applies, and a West Valley Sanitation District certificate is needed when fixtures increase or move. For kitchens it lists dedicated counter circuits, GFCI and AFCI protection, high-efficacy lighting with separately switched under-cabinet lights, and an exposed gas line for inspection if it is altered.

  • Electric readiness under Ordinance 2380

    Adopted by the Town Council on December 2, 2025, Ordinance 2380 adds electric-readiness requirements for existing single-family remodels or additions where gas or propane equipment is installed. The Town's codes page says these local amendments take effect January 1, 2026 once approved by state agencies, so ask the Building Division whether the readiness rules are enforced yet. For kitchens, the trigger is adding or altering kitchen branch circuits or receptacles under an electrical permit. The ordinance also covers gas dryers and heat pump replacement of air conditioners.

  • Planning approval for pre-1941 houses

    Town Code Section 29.80.260 requires planning approval before exterior alteration of a designated landmark, a property in a historic district or a pre-1941 structure, and before interior alterations that would affect the exterior of any of them. The Town's design guidelines count enclosing or altering more than a quarter of the street-facing walls, new or moved windows included, as demolition of a historic structure.

  • The sanitary district's lateral rules

    West Valley Sanitation District's code makes the property owner responsible for the upper sewer lateral, from the building to the property-line cleanout, cleanout included, and the district responsible for the lower lateral from there to the main. A district permit is required to construct, install or repair any plumbing system connected to the sewer, and that permit can bring a requirement to install a cleanout that meets district standards.

Committee dates and work hours

If the kitchen touches a historic exterior, plan around the Historic Preservation Committee, which meets on the fourth Wednesday of each month at 4 p.m.; a Minor Development application is due 13 days before the meeting by 11 a.m., and every final action carries a ten-day appeal period. Once work starts, construction is allowed 8 a.m. to 6 p.m. on weekdays and 9 a.m. to 4 p.m. on Saturdays, never on Sundays or holidays.

Where in Los Gatos the kitchen plan changes

  • Almond Grove, Broadway, Fairview Plaza and University-Edelen

    In these historic districts, minor exterior changes such as a new bay window or dormer go to the Historic Preservation Committee as a no-fee Minor Development application. In-kind repairs need only a building permit, so a kitchen that keeps its windows and walls stays a building permit job.

  • The hillside neighborhoods

    Since January 2004, major additions and remodels of hillside homes have had to comply with the Hillside Development Standards and Guidelines. Exterior colors are held to a light reflectivity value of 30, and the roof to a dark earth tone, which matters when a kitchen job adds a window bay or a bump-out.

  • Southern Los Gatos

    The Town says southern Los Gatos lies in a Very High Fire Hazard Severity Zone. Its 2025 code amendments clarify that the Wildland-Urban Interface Code covers additions and alterations to existing buildings in a WUI area, so new windows, vents or a bump-out on a kitchen there are built to it.

What Los Gatos owners ask before redoing a kitchen

Our Los Gatos house was built in 1925. Does a kitchen remodel need historic review?

Only if the work affects the outside. The Town Code requires planning approval for interior alterations that would affect the exterior of a pre-1941 structure, so a new window, a relocated door or a skylight the street can see brings review. A kitchen rebuilt inside its existing walls and windows goes through the Building Division alone.

Can we keep cooking with gas after a Los Gatos kitchen remodel?

Yes. Ordinance 2380 says it permits mixed-fuel homes. What it adds, once state agencies approve its reach code, is readiness: when the remodel adds or alters kitchen circuits or receptacles under an electrical permit, the range location gets either a heavy-gauge circuit ending in a nearby receptacle or a pathway to a junction box, with panel space reserved for the future breaker. Ask the Building Division whether that rule is enforced yet.

Why does moving our sink involve the sanitary district?

Because the Town requires a West Valley Sanitation District certificate whenever plumbing fixtures increase or move, and the district requires its own permit for plumbing connected to the sewer. Can a kitchen designer draw our plans, or do we need an architect?

For most kitchens a designer can. The Town's FAQ says designers without an architect or engineer license may prepare plans for nonstructural interior alterations, fixtures and cabinetwork on wood-frame houses of up to two stories, but may not design structural or seismic components. Removing a bearing wall needs an engineer or architect, and the Express Check plan set must carry the designer's signature.

Who can haul away the old cabinets and debris?

Since March 1, 2024, only haulers holding a franchise from the West Valley authority may collect construction and demolition debris in Los Gatos, Campbell, Monte Sereno and Saratoga. West Valley Recycles says projects must divert 65 percent of construction debris and keep weight tickets, so ask the contractor which approved hauler or facility they will use.
