Does an Oakland handyman need an Albany license for a one-week job?
Yes. Albany expects a business license within 15 days of starting business in the city, and its permit page adds that any contractor or handyman hired to work there needs a current Albany license by the time a permit is issued. Trades can buy a quarterly or half-year license instead of a full year, and the tax counts the owner and each added full-time-equivalent employee rather than gross receipts. HdL runs applications online.
Are vinyl windows allowed on an Albany window replacement?
Only in limited cases. Vinyl is not allowed on any window in a project that replaces all of a house's windows or exceeds a 0.45 floor area ratio, and on other projects the ban covers new windows visible from the street. Every replacement needs a building permit and a Planning check of material, grids, trim and recess, and staff can send an application on to the Planning & Zoning Commission. Flush-fin windows and between-the-glass grids are disallowed.
Who can replace a sidewalk in front of an Albany house?
A licensed contractor. Replacing a sidewalk or driveway approach in the public right-of-way takes an encroachment permit, and the Community Development Department's policy is to issue those only to licensed contractors. Sidewalk permits and reserved parking go through the city's online portal, and trenching in the street, curb drains and widening a driveway approach are encroachments too, on top of any building permit.
Does a big remodel in Albany trigger a sewer lateral test?
It does once building or remodeling on the property exceeds $100,000, and so does a sale or a change in water meter size. The upper lateral then needs an EBMUD compliance certificate: a city permit for any repair, a verification test witnessed by EBMUD, sidewalk restoration under the permit, and a final city inspection. A lateral fully replaced before January 1, 2015 under a signed-off permit may qualify for an exemption.
If I sign up on the Albany page, will Berkeley and Oakland jobs reach me too?
Yes, along with jobs everywhere else in the Bay Area. Each new job is texted to the hot list as it goes on sale, 8 a.m. to 8 p.m., with the trade, the area and a link, whatever the city. The link opens the job and its price before you pay, and you pay only for the ones you take. There is no subscription, no bidding and no commission; text STOP and the messages end.
