San Leandro for pros: a per-head license, quick permits, two sewer districts

San Leandro bills a contractor's business license as a base fee plus a charge for each owner and employee, and a measure on the November 2026 ballot would switch it to gross receipts. Reroofs, water heaters, rewires, repipes, window swaps and sewer laterals are issued without plan review, yet installing a fence needs a building permit. The sanitary district on the city's map decides who issues a lateral permit.

San Leandro's business license, counted per head

Anyone doing business in the incorporated part of San Leandro needs a City business license before starting, and the Finance Department takes applications through the HdL Business License Support Center, online or by phone. The contractor class is billed as a yearly base fee plus a unit fee for each owner and each employee, so the size of your crew sets the bill, not your revenue. A business located outside the city needs no zoning approval; one based in town is sent a zoning conformance form once its account number is assigned. A measure on the November 2026 ballot would replace the per-head basis with gross receipts from San Leandro work, with the first twenty-five thousand dollars a year exempt. If voters approve it, new rates start April 1, 2027 and apply from the January 2028 renewal.

Permits

San Leandro permits: fast lanes, fences and two sewer districts

  • Jobs issued without plan review

The Permit Center lists the work that skips plan review: reroofs, main panel upgrades, rewires, water heater replacements, repipes, furnace changeouts, adding an air conditioner, window and door replacements, new siding or stucco, and sewer lateral replacement. Apply in the Accela permit portal, or at City Hall by appointment. A window job still needs a floor plan and fixture schedule, every new window must carry a label showing a U-factor of 0.27 or less, and that label stays on until the inspector approves it.

  • A fence needs a permit and a setback check

The city's Do I Need a Permit page lists installing a fence among the residential jobs that need a building permit. Planning's fence sheet caps fences in the RS, RS-40, RS-VP and RD districts at 3 feet inside the required front or corner side setback and 7 feet elsewhere, and keeps every fence off the city right-of-way. Existing fences, curbs and sidewalks do not mark the property line, which usually sits several feet behind the back of the sidewalk.

  • Sewer laterals: the city or Oro Loma

Replacing a sewer lateral can take two permits. The run under the sidewalk or street needs an encroachment permit from the Engineering Division, issued before the building permit, and Municipal Code 5-1-200 requires one for any work in a street. For the part on private property, the city's sanitary district map decides: addresses in San Leandro's own district apply through the city portal, and those in the Oro Loma Sanitary District apply through Oro Loma's portal instead.

The homes

San Leandro's 32,285 homes in the Census estimates

The 2019-2023 American Community Survey counts 32,285 housing units in San Leandro, with a median year built of 1959. The 1950s are the largest decade at 25.5 percent of units, the 1940s add 15.2 percent and the 1970s 13.9 percent, while 11.7 percent predate 1940. Detached houses are 57.7 percent of units, attached houses 8.5 percent and mobile homes 2.3 percent, with 18.7 percent in buildings of 20 or more units. Owners occupy 58.3 percent of occupied homes. Utility gas heats 63.8 percent of them and electricity 32.1 percent. The General Plan puts the mean single-family lot at 6,200 square feet.

Part by part

San Leandro neighborhoods and the rules that shape the work

  • Bay-O-Vista (RS-VP)

The city's highest point, 526 feet, is in Bay-O-Vista, which is zoned RS-VP for view preservation. Most additions there need Site Plan Review, and any part of a fence over 3 feet must be built of transparent material unless it stands in a side or rear yard where the zoning official finds distant views are not much affected.

  • Broadmoor

The General Plan places Broadmoor in the northeast part of the city, built out during the first four decades of the 20th century on lots a little larger than most. Houses of that age belong to the 11.7 percent of local homes built before 1940, so original windows and old sewer laterals are likely, and both are permit jobs here.

  • Downtown, East 14th Street and Washington Avenue

The General Plan puts the main concentrations of higher-density housing around Downtown, along East 14th Street and Washington Avenue, in the Springlake area, along Orchard Avenue and at the west end of Marina Boulevard, with some blocks near Downtown reaching 100 units per acre. Work there is mostly apartment and condominium interiors, often ordered by a manager or an association.

  • Cherrywood

Cherrywood is one of the post-1990 subdivisions the General Plan singles out, with Heron Bay, for smaller lots than the rest of the city. On a smaller lot the parking rule matters most: San Leandro houses generally must keep two covered spaces, so converting a garage means building a replacement garage or carport that still meets setbacks.

Getting around

Three freeways, counter hours and inspection windows

Interstates 880 and 580 cross San Leandro north to south, and I-238 links them in the south. The General Plan counts about 215,000 vehicles a day on I-880, the East Bay's main north-south truck corridor, and about 160,000 on I-580. The Permit Center is on the first floor of City Hall at 835 East 14th Street, and the North lot at Lorraine Boulevard is the place to park. It opens Monday, Tuesday and Thursday from 8 to noon and 1 to 4, and Wednesday until 3, with appointments booked through SLPermits. Inspections need two business days' notice.

Questions

Working in San Leandro: what pros ask

Does San Leandro charge me per employee or on what I earn there?

Per head, for now. The contractor class pays a base fee plus a unit fee for each owner and each employee. A measure on the November 2026 ballot would switch to gross receipts from activity inside the city, with the first twenty-five thousand dollars a year exempt and receipts from other cities left out. If it passes, the new rates start April 1, 2027.

Can I pull a San Leandro water heater permit without drawings?

Yes. The city lists water heater replacement among the residential work that needs no documents or drawings to apply, along with main panel upgrades, rewiring, roofs, siding and stucco. Create an account in the Accela portal first, because you will need it to schedule the inspection, which runs on weekdays in a morning or afternoon window.

Who issues a sewer lateral permit for a San Leandro house?

It depends on the address. Look it up on the city's sanitary district map: San Leandro's own district means a building and plumbing permit through the city portal, while the Oro Loma Sanitary District runs its own permit portal. If the lateral also runs under the sidewalk or road, an encroachment permit from Engineering has to be issued first.

Can I build a 7-foot backyard fence in Bay-O-Vista?

Height alone is allowed: residential districts permit 7 feet outside the required front and corner side setbacks. In RS-VP, though, anything above 3 feet must be transparent unless the zoning official finds the side or rear yard location does not significantly affect distant views. Installing a fence also needs a building permit, and only a survey shows where the property line really is.

Can a San Leandro garage be turned into a bedroom?

Sometimes. Most residential areas require two covered parking spaces per house, so the owner must build a new garage or carport that meets setbacks, usually 20 feet in front, unless the lot is within half a mile of major transit. A conversion done without a permit draws a violation notice and has to be returned to a garage under a permit.

Do I have to be based near San Leandro to see its jobs on the hot list?

No. The hot list texts each new Bay Area job when it goes on sale, between 8 a.m. and 8 p.m., whatever the trade or city, so handyman jobs in San Leandro reach you wherever you are based. The link in each text shows the job and its price before you pay, you pay only for the ones you choose, with no subscription and no bidding, and replying STOP ends it.
