Working in Martinez: e-permits, two sewer districts, county-seat parking

Martinez moved to electronic-only building permit applications on September 1, 2026, and a sidewalk repair needs an encroachment permit that names the contractor and attaches a city business license. The city is split between two sanitary districts and two water suppliers, so the answer to a lateral or meter question depends on the address. Downtown parking is shared with more than 200 jurors a week at the county courts, and 10.4% of homes date from before 1940.

The Martinez business license and home occupation permit

Martinez requires anyone carrying out a service, trade or occupation in the city to hold a business license, applied for online through the city's HdL portal. Once the application is approved, your check or receipt serves as a temporary license through the two-week processing time, until the license itself arrives by mail. Running the business from your own home in Martinez adds a Home Occupation Permit, filed with the Planning Division at the same time and through the same portal. The license matters on the job as well: the Permit Center lists it as required for contractors, and an encroachment permit for sidewalk work must name the contractor and include a copy of it.

Permits

Martinez permits: e-submittal, sidewalks and the flood-zone test

  • Electronic only since September 1, 2026

Every new building permit application, residential included, now goes through the city's Online Portal; paper applications and plan sets are refused without an exception from the Chief Building Official, and solar stays on SolarAPP+. Installing or replacing any water heater needs a permit, and a gas tankless unit needs the pipe material, diameter, length and Btu rating on the application. Inspections are requested on the city's recorded line by 4 p.m. on the business day before.

  • Sidewalks: the owner's duty, your permit

Ordinance 1384, adopted in 2015, makes owners responsible for the sidewalk in front of their property and liable for trip hazards there. A cost-sharing program updated in 2025 pays half the invoiced repair, up to a cap per frontage, for owners who receive an official defect notice. Before any repair an encroachment permit is required, at no fee, and the contractor must be listed on it with a city business license, a certificate of insurance and plans showing the limits of the work.

  • Remodels in a flood zone: the 50% test

In a Special Flood Hazard Area, a permitted remodel, repair or addition is routed to Engineering and Building to decide whether it counts as a substantial improvement. The owner submits the city's worksheet, or a signed proposal from a licensed contractor with an appraisal of the building's market value excluding land. If the cost of the work meets or exceeds 50% of that value, the project must meet the city's floodplain regulations, checked against FEMA's P-758 desk reference.

The homes

15,057 homes, a tenth of them built before 1940

The ACS 2019-2023 estimates count 15,057 housing units in Martinez, with a median year built of 1976. The 1980s are the biggest building decade at 24.9% of units, then the 1970s at 22.4%, yet 10.4% date from 1939 or earlier, so a pro here meets pre-war construction more often than that median suggests. Detached houses make up 63.0% of units and attached houses 16.5%, while buildings of 20 or more units are only 5.6%, so most work is in houses and townhomes rather than large complexes. Owners occupy 70.1% of homes, and utility gas heats 70.5% of them.

Part by part

Martinez neighborhoods in the 2035 General Plan

  • Granger's Wharf

North of the railroad along Berrellesa Street, Granger's Wharf keeps the character of the Italian fishing village that worked the shore until commercial fishing on the Carquinez Strait was banned in 1957, and the General Plan calls for keeping its established homes. Since 2016 a city-built bridge has given the shoreline north of the tracks a second vehicle entrance.

  • Central neighborhoods south of downtown

Near Alhambra Avenue these blocks belong to the Original Survey of the mid-1800s, and between Pacheco Boulevard and the refinery they date to the early 1900s. They were platted as 20,000-square-foot blocks of 5,000-square-foot lots and mix houses with bungalow courts, duplexes and fourplexes. Most units added since the 1950s are apartments with open carports, standing beside pre-war houses.

  • The Alhambra Avenue corridor

Framed by the Franklin Hills and the Pine Street ridgeline, the corridor uses alphabet street names from A to K. Its northern half, between the county medical center and Alhambra Way, grew as housing from the 1900s to the 1940s; the southern half appeared after Alhambra Avenue was extended south in the mid-1950s, between Alhambra and Franklin creeks.

  • Alhambra Valley and Mt. View

These neighborhoods outside the city limits get Martinez water and Martinez Unified schools but different sewer agencies: Mt. View Sanitary District for Mt. View, Central San for Alhambra Valley. The city annexed only the part of Alhambra Valley developed in the 1990s, so an older valley lot may be county land, outside the city's permit counter.

Getting around

A Martinez workday: Highway 4, I-680 and county-seat parking

Martinez is reached by Highway 4, I-680 and Amtrak. Downtown meters run 9 a.m. to 6 p.m. on weekdays in three zones: 2 hours on Main Street, 4 hours on Escobar and Ward streets, and 10 hours in more than 300 spaces on the edges, which the city also recommends to the jurors arriving every week, along with the County lot off Mellus Street. A 10-hour pass is sold at City Hall to people who do not qualify for the merchant permit. The 2035 General Plan proposes adding construction hours to the Noise Control Ordinance, Chapter 8.34, so read your permit conditions before an early start.

Questions

Working in Martinez: what pros ask

How soon can I start a Martinez job after applying for a business license?

Once the application is approved, your check or receipt serves as a temporary license during the two-week processing time, so the job does not have to wait for the license to arrive in the mail. Apply online through the city's HdL portal, and if the business runs from a home in Martinez, file the Home Occupation Permit application at the same time.

Which sanitary district serves a Martinez address?

It depends on the address. Martinez has two, the Central Contra Costa Sanitary District and the Mt. View Sanitary District, and the city's business guide sends anyone unsure which serves a location to its Building Concierge. Water is split as well: the city's outside-agency list names both the Martinez water system and Contra Costa Water District, so confirm the supplier before any meter or service-line work.

Does swapping a gas water heater for a tankless unit need a Martinez permit?

Yes. The Building Division requires a permit to install or replace any type of water heater, and its tankless guidelines warn that a tankless unit draws far more gas than a tank, so the old line may be undersized. The application gives the pipe material, diameter and length and the unit's Btu rating, and a new installation adds sizing calculations and an isometric diagram.

What does the Martinez bathroom remodel handout require?

It caps flows at 1.28 gallons per flush for toilets, 1.8 gallons per minute for showerheads and 1.2 for sink faucets. Exhaust fans need backdraft dampers and must end outside at least 3 feet from an opening or property line, at least one light must run on a vacancy sensor, and a shower door must open outward with a 22-inch clear opening.

Does the owner sign anything before a Martinez permit is finaled?

Often, yes. When an addition, alteration or repair to a house is valued above one thousand dollars, the owner returns the city's smoke and carbon monoxide alarm declaration before final approval, confirming smoke alarms in each bedroom, outside sleeping areas and on every level. Carbon monoxide alarms are required where the house has fuel-burning appliances or an attached garage.

Is there a monthly charge to get Martinez jobs from the hot list?

No. There is no subscription and no bidding. Every new Bay Area job is texted as it goes on sale, whatever its trade or city, between 8 a.m. and 8 p.m.; the text gives the trade, the area and a link, and the link shows the job and its price before you pay. You pay only for the jobs you choose, and replying STOP ends the texts.

The next job in Martinez could be yours.
