Taking work in Campbell: license, MGO permits and the San Tomas rules

Half of Campbell's occupied homes are rented and 17.5% of its housing units sit in buildings of 20 or more, so landlords, property managers and HOAs are part of the picture alongside owners. Every building permit is filed in the MGO portal, the city wants proof of a business license before it issues one, and the San Tomas area follows a neighborhood plan of its own.

Campbell business licenses: in town and out of town

Campbell requires a license for business of any kind inside city limits, and both the Building and Public Works departments ask for proof of one before they issue permits. The city sorts applicants by where they are based. A business based elsewhere files the out-of-town application, a flat-fee form that asks for your state contractor license number, class and expiration date. A business based in Campbell is taxed by its classification and number of employees and uploads an extra questionnaire with the application, and a home-based business has its own home occupation permit form. Applications, renewals and payments run through the city's online portal; a license lasts one year and renews in the month it was first issued.

Permits

Campbell permits: MGO, trade licenses, fences and trees

  • Everything goes through MGO

Since May 4, 2020 every Campbell building permit application has been filed electronically in MyGovernmentOnline (MGO), sorted into nine application groups. Water heaters and re-roofs fall in the general trade (MEP) group, and a replacement water heater needs no plans. The city's guide also says which license pulls which permit: C-36 plumbing for a water heater, C-39 roofing for a re-roof, C-10 electrical for a service upgrade, unless the owner takes the permit as an owner-builder.

  • Fences, walls and small sheds

A fence over 7 feet, a wall over 3 feet and every electric gate need a Campbell building permit. A fence, wall or gate over 6 feet, or one that misses the standards in section 21.18.060, first needs a Fence Exception from the Planning Division. Accessory structures under 120 square feet with no electrical, plumbing or mechanical service skip the building permit but still have to meet the development standards in section 21.36.020.

  • Oaks, redwoods, cedars and ash

On a traditional single-family lot, Campbell protects any oak, redwood, cedar or ash 12 inches in diameter at 4 feet above grade; on every other property, townhomes and condominiums included, any tree that size is protected. Fruit trees and eucalyptus never are. The city calls itself a Tree City USA and says removal requests are frequently denied, and in a common-interest development the application needs a signed HOA approval letter.

The homes

Campbell's housing by the Census figures

The Census Bureau's 2019-2023 American Community Survey counts 17,950 housing units in Campbell, with a median year built of 1972. Owners occupy 50.5% of occupied homes, well below the shares in Cupertino, Los Gatos or Saratoga. Detached houses are 43.6% of units and attached ones 13.1%, while 17.5% sit in buildings of 20 or more units and another 6.1% in buildings of 10 to 19. The 1970s added 23.1% of today's stock and the 1960s 20.5%; only 2.8% predates 1940. In practice that means fifty-year-old interiors, work between tenants, and complexes where an HOA board signs off on exterior changes.

Part by part

Campbell neighborhoods and what their homes need

  • San Tomas Area

About a square mile and a half in the southwest, with large, often irregular lots and streets that mostly lack standard curbs, gutters and sidewalks. Its neighborhood plan keeps at least half of the front setback unpaved, limits accessory buildings to one story and 14 feet, and names only Pollard Road and Winchester Boulevard as truck routes, so check the plan before quoting a driveway, patio or shed.

  • The old village streets

Campbell's 1890s houses went up on S. Second, N. Third, N. Central and N. Harrison, and the next decade spread to First, Sunnyside and Rincon avenues. These are the city's earliest residential streets, so where an old house survives, original windows, siding and porch wood are the usual starting points, and anything new-circuit goes to a licensed electrician.

  • Rosemary Lane

Rosemary Lane was one of at least fourteen subdivisions filed between 1938 and 1942 next to Campbell's core, and the city's only residential permit parking program carries its name. Inside that zone residents buy annual permits and get a visitor pass or two with them, so ask the homeowner for one before you leave a work truck on the street all day.

  • The Union district

East of downtown, the Union district grew from early houses on Redding Road and Union Avenue to subdivisions on White Oaks Avenue in the late 1920s and Shelley Avenue in the 1930s. More than thirty subdivisions filed after the war, mostly east of Winchester Boulevard, filled in around them, so a prewar house and a post-war tract house can share a block and need very different repairs.

Getting around

A working day in Campbell

Highway 17 bounds downtown on the east, and San Tomas Expressway, Winchester Boulevard, Bascom Avenue and Hamilton Avenue carry most trips across town. The hours printed on Campbell permit plans are 8 a.m. to 5 p.m. on weekdays and 9 a.m. to 4 p.m. on Saturdays, with no construction on Sundays or holidays, a shorter day than Cupertino, Los Gatos or Saratoga allow, so put the loud work first. In the Rosemary Permit Parking Zone street parking runs on resident permits and visitor passes, which the household has to supply.

Questions

Working in Campbell: what pros ask

Do I need a Campbell license if my business is based in San Jose?

Yes, once you do business inside Campbell's limits. A business based outside the city files the out-of-town application, a flat-fee form, and enters its contractor license number, class and expiration date. The Building and Public Works departments check for the license before they issue permits, so get it in place before you apply in MGO.

Can a handyman pull a water heater permit in Campbell?

Campbell's general trade permit guide lists C-36 plumbing contractors for water heaters, water lines and sewer lines, or the property owner acting as an owner-builder. A limited liability company cannot be an owner-builder. A like-for-like replacement needs no plans, but a new water heater, as opposed to a replacement, does.

Does Campbell's zero-NOx ordinance affect gas appliance work?

The Air Quality Ordinance adopted September 3, 2024 bans NOx-emitting appliances and equipment in new residential and commercial buildings and in substantial rebuilds that reuse parts of existing buildings. It covers space heating and cooling, water heating, cooking and clothes drying. The city's summary does not describe ordinary replacements in existing homes, so ask the Building Division when the job is part of a larger remodel.

Which city issues permits in Hamann Park and Moreland West?

It depends on the parcel. The Hamann Park association covers Moorpark Avenue to Hamilton Avenue and Winchester Boulevard to Highway 17, and Moreland West covers the area by Hamilton Avenue, San Tomas Aquino Road and Campbell Avenue, both partly in Campbell and partly in San Jose. Campbell's license and MGO permits apply only inside its city limits, so confirm the parcel first.

How do the texts work if I mostly want handyman leads in Campbell?

Each text covers one new job as it goes on sale and names its trade and its area, so a Campbell job is easy to spot among the rest. Open the link to read the job and see the price before you pay, then buy only the ones you want. There is no subscription, no bidding and no commission, and replying STOP ends the texts.
