What a pro should check before taking work in Menlo Park

Menlo Park taxes a jobbing contractor on the gross receipts earned inside its limits, takes every permit application digitally through Accela, and lets contractors run noisy work only from 8 a.m. to 6 p.m. on weekdays. A Menlo Park, CA address does not settle jurisdiction: Menlo Oaks and West Menlo Park are unincorporated county communities. Gas-powered leaf blowers are prohibited anywhere in the city.

Menlo Park's business license tax for outside contractors

With few exceptions, every business located, operating or conducting business inside Menlo Park city limits needs a city business license, and the tax schedule lists jobbing contractors under General Business. The tax is figured on gross receipts or on the number of employees, and when more than one basis applies the city uses whichever produces the higher tax. For a business based in another city, the instructions ask for an estimate of only the gross receipts you will earn in Menlo Park through December 31, because licenses are issued by calendar year, and an application filed more than 30 days after work starts carries a late charge. Applying, renewing and paying can all be done online, and a pro running the business from a Menlo Park home also needs a home occupation permit.

Permits

Menlo Park permits for water heaters, panels and flood-zone work

  • Digital applications only, water heaters included

Menlo Park accepts only digital applications, uploaded through the Accela Citizen Access portal. A gas-for-gas water heater swap needs no plans: a permit application, the product specifications and a signed CF1R-ALT-05-E energy form. Switching to a heat pump water heater adds a lot plan showing the old and new equipment locations, their distance to property lines, the electric panel, and the receptacle location and circuit amperage, plus a floor plan if the unit moves and a Covered Parking Encroachment Acknowledgment signed by the owner.

  • A main panel upgrade brings electrification pre-wiring

Menlo Park adopted a local amendment adding section 4.106.5 to the 2025 California Green Building Standards Code (Municipal Code 12.18.070). It sets requirements for pre-wiring and for reserving breaker space for future electrification of existing single-family homes, and it applies whenever the scope of a project includes replacing or upgrading the main electric panel. Plan the panel layout and the job's price around that before quoting a service upgrade.

  • Flood zone remodels under Chapter 12.42

In the flood zone, Menlo Park treats any addition or home improvement costing more than half the value of the existing house as a substantial improvement, and the whole structure must then meet FEMA standards and the Flood Damage Prevention Ordinance. Work completed in the 36 months before the application counts toward the cost, and single-family projects may not be phased to stay under the line. On those projects the design flood elevation is base flood elevation plus at least 12 inches, and meters and HVAC equipment may not sit below it.

The homes

Menlo Park's homes by the Census count

Menlo Park has 13,136 housing units in the Census Bureau's 2019-2023 five-year estimates, and half of them were standing by 1962, the median year built. A quarter (24.7%) date from the 1950s and another 15.5% from the 1940s, a larger 1940s share than Palo Alto, East Palo Alto or Atherton, while 9.5% were built from 2010 to 2019, so the stock runs from wartime houses to recent rebuilds. Detached single-family houses are 53.8% of units, attached townhouse-style homes another 8.0%, and 16.1% sit in buildings of 20 or more units, where an HOA or manager usually sets the rules for access. Owners occupy 55.3% of occupied homes, and 68.5% heat with utility gas.

Part by part

Menlo Park districts and the work they bring

  • Belle Haven

On the north side of US 101, mostly detached single-family homes with a few areas of low-rise apartments. The city counts more than 60 percent of the neighborhood inside a flood hazard area, so check the parcel against the Chapter 12.42 flood rules before quoting a large remodel.

  • Allied Arts (Stanford Park)

Mostly detached single-family homes and two-story apartments, reached from El Camino Real, Middle Avenue and University Drive, with San Francisquito Creek as the eastern edge. The neighborhood itself is outside the flood hazard area, but the city notes it borders the creek and flood zones in Palo Alto, worth remembering on drainage work near the bank.

  • Downtown and Santa Cruz Avenue

Mostly apartments, shops and services inside the El Camino Real/Downtown Specific Plan area, with the Caltrain station on its edge. Parking plazas 1, 2, 3, 5, 6, 7 and 8 are free for three hours and Plaza 4 for two, enforced 8 a.m. to 6 p.m. on weekdays; Plazas 1 and 5 sell extra time at their kiosks.

  • Menlo Oaks and West Menlo Park

Menlo Oaks parcels carry Menlo Park, CA addresses, yet the county lists Menlo Oaks and West Menlo Park as unincorporated communities in the city's sphere of influence, outside its limits. Building and planning permits there come from the county's Online Permit Center for unincorporated areas, not the city's Accela portal, and county zoning applies.

Getting around

Roads, noise limits and yard-work rules in Menlo Park

From Belle Haven, Willow Road is the only road to the rest of the city, while the Bayfront connects by US 101 and Bayfront Expressway (Highway 84). Sharon Heights is reached by Sand Hill Road, and most of its streets lack accessible sidewalks. Under Chapter 8.06, construction noise is exempt from the 60 dBA residential limit only from 8 a.m. to 6 p.m. on weekdays, and powered equipment must stay under 85 dBA at 50 feet. Gas leaf blowers are prohibited, and contractors may run electric ones only in those weekday hours.

Questions

Working in Menlo Park: what pros ask

Is a job with a Menlo Park address always under the city's building department?

No. Menlo Oaks and West Menlo Park are unincorporated San Mateo County communities, even where the mailing address reads Menlo Park, so building and planning permits there go through the county's Online Permit Center for unincorporated areas, and the county's own noise chapter applies instead of the city's. Check the parcel's jurisdiction before you quote permit time.

Can my crew work a Saturday in Menlo Park if the owner asks?

Not on noisy work. The weekend and holiday window, 9 a.m. to 5 p.m., is only for residents and property owners personally doing construction on their own property. For contractors, construction noise is exempt from the city's 60 dBA limit only from 8 a.m. to 6 p.m., Monday through Friday.

How do I figure the Menlo Park license tax if my shop is in another city?

Estimate the gross receipts you expect to earn in Menlo Park from now through December 31, since licenses run by calendar year, and look up the tax in the General Business schedule, where jobbing contractors are listed. If an employee-based figure would be higher, the higher amount applies. Apply before the work starts to avoid the late charge.

Can I use a gas leaf blower to finish a cleanup job in Menlo Park?

No. The municipal code prohibits gas-powered leaf blowers in the city. Electric blowers are allowed for contractors from 8 a.m. to 6 p.m. on weekdays, while on Saturdays, Sundays and holidays only homeowners and residents may use them, between 9 a.m. and 5 p.m.

Can a Menlo Park flood-zone remodel be split into phases to stay under the limit?

Not for a single-family house. The city counts projects finished within the previous 36 months toward the substantial improvement cost and does not allow phasing to avoid the FEMA requirements. Each structure is evaluated separately, so improvements to a detached garage are not added to the house.

The next job in Menlo Park could be yours.
