Working on the island: what Alameda asks of a visiting pro

Alameda licenses every sole proprietor who works in the city for a July-to-June year, and contractors need that license to apply for permits. Water heaters, re-roofs, EV chargers and like-for-like windows go through express permits online with no plan review. New counter tops in an unremodeled kitchen from before May 4, 1989 turn into a kitchen remodel permit, and permitted work stops at 7 p.m. on weekdays and 5 p.m. on Saturdays.

Working legally here

Alameda's business license, billed July to June

All individuals, partnerships, corporations and sole proprietors conducting business in Alameda need a City business license, and the city's permit pages say contractors must hold a current one to apply for building and encroachment permits. In most cases the tax is based on gross receipts, with a minimum fee that is pro-rated by the month you start. Every license runs July 1 through June 30; renewal notices go out before the year ends, payment is due by July 31, and penalties apply even if the notice never arrived. Applications and renewals are handled online through the city's HdL portal. A pro based in Alameda also files a zoning clearance, or a home occupation permit for a home base, online, and a business located in the Park Street or Webster Street areas pays a business improvement area fee on top.

Permits

Alameda permits: express permits, the 1989 kitchen rule, windows

  • Express permits in Accela, no drawings needed

Alameda accepts permit applications only through its Accela Citizen Access portal, where Express Building Permits need no plan review or construction drawings. The city's March 2024 list covers water heater replacements of any type, earthquake gas shut-off valves, re-pipes and sewer repairs, EV chargers, new receptacles, switches and lighting, main service upgrades, re-roofs, and like-for-like window and siding replacements. Kitchen and bath remodels qualify only with no change in layout, structure or exterior. A window job adds the city's window schedule, exterior photos and a simple floor plan; a siding job adds photos and the type and exposure of the new siding.

  • Counter tops and repainting can need approval

Painting and counter tops are normally exempt from permits in Alameda, with two local exceptions. Replacing kitchen counter tops in a building built before May 4, 1989, where the kitchen has not been legally remodeled since that date, triggers a kitchen remodel permit that brings the kitchen electrical up to current code. Repainting a building that was given a City-approved color palette needs Planning Division approval, so the colors stay consistent with the building's design.

  • Windows and Design Review

Any change to the outside of a building, windows included, needs both a permit and Planning Design Review approval, but the window guidelines exempt a minor or no change in size or location and a new window that is architecturally consistent with the house. Replacements need not be wood if they match the originals visually; where the originals were wood and the new material is not, surfaces must be smooth and flat and the finish flat or semi-gloss, never gloss. For pre-1960s buildings, a stylistic consistency chart sets window types by architectural style, from Pioneer houses of the 1840s through Ranch and Midcentury Modern.

The homes

32,129 homes from two building booms

The ACS 2019-2023 estimates count 32,129 housing units in Alameda, with a median year built of 1964. The stock has two peaks: 31.8 percent of units date from 1939 or earlier, and the 1960s and 1970s together added another 29.4 percent, while the 1940s and 1950s added only 12.2 percent between them. Detached houses are 42.6 percent of units, attached houses 11.9 percent and buildings of 20 or more units 20.4 percent. Owners occupy 49.0 percent of occupied homes, and utility gas heats 65.8 percent of them. That splits the work into two kinds: pre-war wood houses whose windows and exteriors meet design review, and 1960s and 1970s houses and townhomes now old enough for second rounds of plumbing, kitchen and electrical work.

Part by part

Alameda districts and the jobs they bring

  • Alameda Point

Part of the former Naval Air Station Alameda. The city owns and rents out 18 townhome-style units, 30 ranch-style homes and 19 Big White houses, once Navy senior officers' housing, through a property manager working under its Base Reuse department, and its capital budget has carried lead abatement work on the Big Whites. The city, through that manager, is the owner who decides on repairs there.

  • Park Street and Webster Street

The island's two main shopping streets each sit in a business improvement area, with fees and questions handled through the Downtown Alameda Business Association and the West Alameda Business Association. For storefront jobs, anything done on the sidewalk or street out front needs a Public Works encroachment permit, and that work is limited to weekdays between 7 a.m. and 7 p.m.

  • Main-island streets built before 1960

The city's window chart records local habits a replacement has to respect: muntins usually only in the upper sash of double-hung windows except on post-1920 Colonial Revival houses, a three-part living-room window with a fixed middle sash on Craftsman houses, and wood alone on every style through Queen Anne, with steel arriving in the 1920s and aluminum only with Streamline Moderne and Ranch houses.

Getting around

An Alameda workday: hours, Friday closures, street work

Under AMC 4-10.5, permitted construction may run 7 a.m. to 7 p.m. Monday through Friday and 8 a.m. to 5 p.m. on Saturday; the limits do not apply to work that needs no permit, emergency repairs, or an owner working on his own home or rental. Street work is tighter: weekdays only, no machinery before 8 a.m., no lane closures during the morning and evening commutes, and nothing stored on the street or sidewalk. City-issued No Parking signs go up 48 hours ahead and must be verified by police, so for a Monday start they are posted by the end of Thursday. The Permit Center counter at City Hall is closed on Fridays.

Questions

Working in Alameda: what pros ask

Does my Oakland business license cover a job in Alameda?

No. Alameda requires its own license of every individual, partnership, corporation and sole proprietor conducting business in the city, and contractors need a current City of Alameda license to apply for building permits there. Starting partway through the year lowers the minimum fee, which is pro-rated by month, and every license expires on June 30 whatever month it was bought.

Does swapping a kitchen counter top need a permit in Alameda?

It can. Counter tops are normally exempt finish work, but in a building originally built before May 4, 1989 whose kitchen has not been legally remodeled since that date, replacing them triggers a kitchen remodel permit, and that permit requires upgrading the kitchen electrical to current code. Check the permit history on the city's portal before quoting, since records after 1995 are searchable by address.

Will my Alameda customer's AMP rebate depend on the permit?

Yes for a heat pump water heater: Alameda Municipal Power's rebate terms ask for a copy of the City of Alameda final building permit showing a passed final inspection. A main panel upgrade rebate requires the panel to grow by at least 15 amps, a heat pump water heater or heat pump system on the new panel, and the electrical work done by an appropriate licensed contractor. Subpanel upgrades do not qualify.

Can I set a dumpster in the street for an Alameda job?

Only under a Public Works encroachment permit. On projects valued under one hundred thousand dollars, the dumpster must come from the city's franchised hauler, Alameda County Industries, or the debris leaves in a fixed-body truck with no trailer. Materials may not be stored on the street or sidewalk without the City Engineer's approval, and storm drain inlets must be protected before work starts.

Will the hot list only send me jobs on the island?

No. Texts go out from 8 a.m. to 8 p.m. for each new job across the Bay Area, whatever the trade or the city, naming the work and the area with a link. Following the link shows the job and its price before any payment, you pay only for the jobs you pick, and there is no subscription and no bidding. Sending STOP ends the texts.
