Saratoga jobs for handymen: license, trees, debris and work hours

Saratoga's business license list names handymen outright, and the city guards its trees closely: parking a truck or stacking lumber over a protected tree's roots can need a permit of its own. Owners occupy 86.6% of homes and 84.6% of units are detached houses, so you will usually deal with the owner directly rather than a manager or a board.

Working legally here

The Saratoga business license: a paper form and a flat contractor tax

Saratoga requires a business license of everyone located or doing business in the city, and its list of who needs one spells out construction contractors, handymen, landscapers and independent contractors working in Saratoga. The application is on paper: drop it at the Community Development Department or mail it to City Hall on Fruitvale Avenue, adding your contractor license number, class and expiration date if you hold one. Contractors and subcontractors pay a flat annual tax plus a processing fee and the state fee, and the Planning Division checks each application against the zoning at the business location. Paying more than 30 days late adds 10% of the tax, then another 10% for each month, up to the full amount again.

Permits

Saratoga permits, trees and job-site debris

  • eTRAKiT and the express track

Saratoga takes building permit applications online through eTRAKiT, and every inspection request must be made online; daily inspection times are posted after 7:30 a.m. An express track run with Symbium covers solar and energy storage, main electrical panel upgrades and EV chargers, and the city lists re-roofs, water heaters and emergency generators as coming next. The Permit Center closes every other Friday, so check the city calendar before planning a counter visit.

  • Tree permits, encroachment included

Any tree 10 inches in diameter is protected in Saratoga, and ten natives, coast live oak, valley oak, coast redwood and Douglas fir among them, are protected from 6 inches. Removing one needs a permit, dead or fallen trees included, and so does pruning more than 25% of a canopy. Work that needs no planning or building permit still needs a tree encroachment permit if it affects a protected tree's root zone: grading, trenching, parking vehicles or storing materials, even temporarily.

  • Construction debris and haulers

The California Green Building Code requires 65% of non-hazardous construction and demolition waste to be diverted from landfill, and Saratoga has permit applicants file a Waste Management Plan through Green Halo to track it. Only approved collection contractors may be hired to haul that debris, and only to approved processing facilities, so read the city's hauler and facility list before a permitted job generates a load.

The homes

Saratoga's housing stock, from the Census

The 2019-2023 American Community Survey counts 11,404 housing units in Saratoga, and their median year built, 1967, is older than the medians for Cupertino, Campbell or Los Gatos. Owners occupy 86.6% of occupied homes, detached houses are 84.6% of units, and buildings of 20 or more units only 4.0%. The 1960s account for 26.9% of units, the 1950s 23.3% and the 1970s 21.4%, so seven in ten homes date from those three decades. For a pro that adds up to large single-family houses fifty to seventy years old, on the larger residential parcels the city's General Plan describes.

Part by part

Saratoga neighborhoods and what they ask of you

  • Saratoga Woods

Bounded by Cox Avenue, Saratoga Avenue, Saratoga Creek and Prospect High School, Saratoga Woods has been under a single-story overlay since 2002, at the neighborhood's own request: no new two-story homes and no second-story additions, though existing two-story houses are exempt. Remodel and repair work here mostly stays on one level.

  • Saratoga Village

Along Big Basin Way the Village holds restaurants, shops and offices, with townhomes and condominiums beside it. Residential and mixed-use projects there now follow the Village Design Standards adopted April 1, 2026, properties on the Heritage Resource Inventory must be maintained under the city's heritage preservation chapter, and the parking districts sit behind the storefronts.

  • The northwestern hillsides

The Hillside Specific Plan, written under the voter-approved Measure A and updated in 1994, guides the northwestern hills, where the city noted street slopes, landslide risk and difficult access. Hillside Residential lots carry 30-foot front setbacks and 50 to 60-foot rear setbacks, so houses sit well back from the street and materials travel a long way.

  • Townhome pockets by Highway 85 and Prospect Road

Medium-density townhomes and condominiums cluster near Saratoga Avenue and Highway 85 and near Prospect Road and Saratoga-Sunnyvale Road. These are the parts of Saratoga where an HOA is likely to have a say over exterior work and shared walls, so get the association's rules before quoting a fence, window or deck job.

Getting around

A working day in Saratoga

State Route 85, a six-lane highway, is Saratoga's main link to San Jose and Mountain View, and past it most jobs are reached on surface streets: Saratoga Avenue, Saratoga-Sunnyvale Road, Prospect Road, Cox Avenue and Big Basin Way, which is State Route 9 through the Village. Construction may run 7:30 a.m. to 6 p.m. on weekdays and 9 a.m. to 5 p.m. on Saturdays, at no more than 100 decibels measured 25 feet away; Sundays and weekday holidays are out, and the city's no-construction list includes Christmas Eve and New Year's Eve. Violations draw a citation from the Santa Clara County Sheriff's Office.

Questions

Working in Saratoga: what pros ask

Do I need a Saratoga business license for a single handyman visit?

The city says yes for anyone who comes into Saratoga to perform a service, and it names handymen on the list. The guide tells applicants to drop the form at the Community Development Department or mail it to City Hall. A contractor or subcontractor pays the flat contractor tax plus processing and state fees, and the license renews each year.

Can I work on a Saratoga job on a Sunday?

Only in limited cases. Residential work may run 9 a.m. to 5 p.m. on Sundays and weekday holidays if it needs no city permit, or if it has a valid permit and does not exceed 50% of the existing main or accessory structure. Everything else waits, and the holiday list includes the day after Thanksgiving, Christmas Eve and New Year's Eve.

Is parking my truck under a client's oak a problem in Saratoga?

It can be. The city requires a tree encroachment permit when work affects a protected tree's root zone, even when the job needs no planning or building permit, and parking vehicles and storing materials, even temporarily, are on its list. A coast live oak is protected from 6 inches in diameter, so park on the driveway or the street and keep material stacks clear of the canopy.

Who can prune or remove a protected tree in Saratoga?

A business doing structural pruning or removal of protected trees in Saratoga must hold a Saratoga business license and keep an ISA Certified Arborist on staff in a supervisory position. Pruning more than 25% of a canopy, or pruning outside ISA guidelines, needs a permit, so canopy work beyond light trimming is usually a job to hand to a tree company.

Will I only hear about handyman jobs in Saratoga CA?

No. Each text is one new job as it goes on sale, with the trade, the area and a link, and jobs in neighboring cities come through as well, so read the area first. The link shows the job and its price before you pay, and you pay only for the jobs you choose: no subscription, no bidding, no commission. Reply STOP to end the texts.
