El Cerrito for pros: a July license year, eTRAKiT permits, rental inspections

El Cerrito runs its business license on a July-to-June year, and its tax code counts painting, fencing, repair, maintenance and tree care as contracting, so nearly every handyman job falls under it. Water heaters, reroofs, furnaces and panel upgrades are over-the-counter permits in eTRAKiT. A rental unit needs a city certificate of compliance before the landlord gets a business license, and an inspection that finds problems gives the owner six months to fix them. Saturday work runs 8 a.m. to 5 p.m.

El Cerrito's contractor license and its July renewal

El Cerrito requires a business license from anyone doing business within city limits, and Chapter 4.32 of the municipal code defines a contractor broadly: construction, decorating, fencing, gardening, janitorial, painting, plumbing, maintenance, removal, repair, roofing and tree care. Every person doing contracting or subcontracting work in the city pays the tax set in the master fee schedule. A contractor who will pull a permit emails the application to the business license office, and staff reply within one to three business days with the fee and how to pay. The license year runs July 1 to June 30; renewal notices go out by email on July 1, and the tax portion paid after July 31 is penalized. The code also treats advertising that you work in El Cerrito as conclusive evidence that you do business there.

Permits

El Cerrito permits: counter swaps, right-of-way work, a construction tax

  • Over-the-counter permits in eTRAKiT

The Building Division lists water heaters, reroofs, HVAC and furnaces, and service panel upgrades as over-the-counter permits, applied for in eTRAKiT or at City Hall, while solar and Powerwall submittals are emailed to 4LEAF instead. Most permits are processed electronically within two business days; a project that needs plan review takes about 15 business days for the first check and about 10 for each resubmittal. Where construction and demolition recycling applies, you set up a GreenHalo account before issuance, estimate at least 65 percent of debris recycled, and upload the facility tickets before the final.

  • Encroachment permits for work at the curb

Public Works requires an encroachment permit for any work in the public right-of-way: digging in the street or sidewalk for a sewer lateral, water service or drain line, fixing curb, gutter, driveway approach or sidewalk, pruning, removing or planting a street tree in the parking strip, or parking a moving pod on the street. Apply in eTRAKiT under Right of Way with a City of El Cerrito business license, and allow about a week for review of a complete application. Sidewalk damaged by a private tree's roots is the owner's to repair, under that same permit.

  • A construction tax on additions

Chapter 4.36 adds a construction tax of one-half of one percent of permit value for anyone building or adding to a residential or commercial structure in the city. It is refunded if the building permit is not approved, is canceled or ends before construction begins. Put it in the quote for any addition, because it comes on top of the permit and plan check fees, which the Building Division sets from the scope of work and the project valuation.

The homes

11,177 homes, six in ten of them built before 1960

The ACS 2019-2023 estimates count 11,177 housing units in El Cerrito, with a median year built of 1956. The 1950s are the largest decade at 27.5 percent and the 1940s add 19.7, while 13.3 percent date from 1939 or earlier, so 60.5 percent of homes were standing by 1959 and only 7.6 percent are from 2000 or later. Detached houses make up 66.8 percent of units, and buildings of three or four units another 10.7 percent, which fits the small apartment buildings the Housing Element places on the flats. Owners occupy 57.3 percent of occupied homes and renters 42.7. Utility gas heats 73.9 percent of them and electricity 21.1 percent.

Part by part

El Cerrito areas and what a job there involves

  • The east hills

The 2023 Housing Element describes the eastern hillside areas as almost entirely single-family homes on small, steep lots served by tight, winding roads, inside fire hazard zones. Owners in the Very High Fire Hazard Severity Zone must manage vegetation under the city's Fire Hazard Reduction Program, so brush clearing and hauling are ongoing work there.

  • The flats along San Pablo Avenue and BART

During World War II, defense workers from the Richmond shipyards lived in auto courts and trailer camps along San Pablo Avenue; after the war, builders put mostly duplexes and apartments on the flat land near the commercial strip. Multifamily housing still clusters on both sides of the BART right-of-way, much of it rental.

  • West of Interstate 80

The General Plan notes a small area of single-family homes on the far side of Interstate 80, on either side of Potrero Avenue. Nearby, the stretch of San Pablo Avenue between Potrero and Cypress avenues, known as Little Italy, is one of the older commercial blocks in a city whose commerce sits almost entirely on that avenue.

Getting around

An El Cerrito workday: permit parking near BART, half-day inspection slots

Construction is allowed from 7 a.m. to 6 p.m. on weekdays and 8 a.m. to 5 p.m. on Saturdays, and not at all on Sundays or holidays. Around the El Cerrito del Norte and El Cerrito Plaza BART stations, and in West El Cerrito, Residential Parking Program streets hold a vehicle without a permit to the posted four-hour limit, so plan to move the truck or use the driveway. Building inspections run Monday through Thursday and every other Friday; book them online at least two business days ahead, and expect a half-day window starting at 8 a.m. or at noon. Corner lots must keep plants in the 35-foot sight triangle under 36 inches.

Questions

Working in El Cerrito: what pros ask

Do I need an El Cerrito business license just to paint one house?

Yes. Chapter 4.32 counts painting, decorating, fencing, repair, maintenance and similar services as contracting, and every person doing contracting or subcontracting work in the city pays the license tax. If the job needs a permit, email the license application first; staff answer within one to three business days with the fee and payment options.

How long does an El Cerrito building permit take?

Most permits are processed electronically within two business days, and over-the-counter types such as water heaters, reroofs, furnaces and panel upgrades can be applied for in eTRAKiT. When a project goes to plan review, the first check typically takes 15 business days and each resubmittal about 10. You are responsible for forwarding documents to any outside agencies the Building Division assigns.

What happens when an El Cerrito rental fails its city inspection?

The housing administrator sends the owner written notice of each deficiency, and no certificate of compliance is issued until every one is corrected. If the repairs are not finished within six months of the application, it expires. Without the certificate the landlord cannot get the business license the city requires to rent the unit, and a certificate lasts two years.

Does a sewer lateral job in El Cerrito need more than a city permit?

Yes. Stege Sanitary District, which serves El Cerrito, Kensington and part of the Richmond Annex, requires its own sewer permit for any sewer work. Under the EBMUD regional ordinance in force there since October 18, 2011, owners need a compliance certificate for the lateral on a sale, a remodel of 100,000 dollars or more, or a water meter size change. Digging in the street adds a city encroachment permit.

Is handyman work in El Cerrito all the hot list sends me?

No. Texts go out from 8 a.m. to 8 p.m. for every new job in the Bay Area, in any trade and any city, each with the kind of work, the area and a link. Open the link to read the job and its price before you pay, and pay only for the ones you choose. No subscription, no bids, no commission, and STOP ends the messages.
