Dublin for pros: instant permits, DSRSD sign-off and heritage oaks

Dublin charges a flat business license fee sized to its costs rather than a tax on gross receipts, and HdL Companies has run licensing since August 2025. Gas-only tank water heater swaps and reroofs get instant permits in the city's online portal. More than half the housing dates from 2000 or later, mostly east of Camp Parks, while the west side was four-fifths built by 1970. Sewer and water projects also answer to the Dublin San Ramon Services District.

Dublin's flat-fee business license, now run by HdL

Every person or company doing business inside Dublin's city limits needs a current city business license, and the city names subcontractors in that rule. Its FAQ adds that businesses based outside Dublin that provide services or subcontract there are covered too. The city calls its charge the lowest in the Tri-Valley: a fee set to recover regulatory costs, not one based on gross revenue or staff. Since August 18, 2025, HdL Companies has handled applications and renewals online. You file as a home occupation, a commercial business or an outside business; the first two can take two to four weeks, while an outside business is generally approved on the day it applies. Renewals submitted after the expiration date draw penalty and interest, and the Building Division wants the contractor's Dublin license valid before a permit issues.

Permits

Dublin permits: instant issues, wet-area repairs and heritage trees

  • Instant permits for gas water heaters and reroofs

Dublin takes every permit application through its Citizen Self-Service portal, open around the clock and staffed weekdays from 8 to 5. Two jobs qualify as online instant permits: a residential gas-only tank water heater replacement, and any reroof. Once the application is submitted and the fee paid, the permit counts as issued and work can start. Furnaces, non-gas water heaters, window replacements and reroofs also need an energy form. Inspections requested in the portal by 5 a.m. are routed that morning, and the applicant gets an email with the start of a two-hour arrival window.

  • Shower pans, sprinklers, fences and decks

Replacing a shower pan, a bathtub or its tile surround takes a repair work permit in Dublin, while a garbage disposal or dishwasher swap needs one only when plumbing or wiring changes. Lawn sprinklers need a plumbing permit for the backflow device. A fence of 8 feet or less needs no building permit, but the Planning Division has to approve it first. Under Municipal Code 7.28.310 a deck is exempt only at 200 square feet or less, 30 inches or less above grade, detached from the house and not serving a required exit door. Fireplace inserts take a mechanical permit, and a wood-burning unit must be certified by the EPA.

  • Heritage trees: seven species at 24 inches

Chapter 5.60 of the Municipal Code protects any oak, bay, cypress, maple, redwood, buckeye or sycamore whose trunk measures 24 inches or more in diameter at 4 feet 6 inches above natural grade, along with trees a development approval required to be kept or planted as replacements. Removing one takes a permit from the Community Development Director, who rules within ten working days of a complete application. Pruning to International Society of Arboriculture guidelines needs no permit, but extreme pruning that permanently disfigures the tree counts as removing it.

The homes

24,737 homes, more than half built since 2000

The 2019-2023 American Community Survey counts 24,737 housing units in Dublin, with a median year built of 2003. The 2010s added 28.4 percent of today's stock and the 2000s 27.3 percent, so 57.2 percent dates from 2000 or later. The 1960s account for 14.5 percent, the 1970s only 4.0 percent, and just 2.5 percent predate 1960. Detached houses are 55.5 percent of units, attached single-family homes 15.8 percent and buildings of 20 or more units 17.6 percent. Owners occupy 65.1 percent of the 23,811 occupied homes, and utility gas heats 65.3 percent of them, electricity 31.7 percent. For a pro that splits the city in two: houses past fifty with decades of owner changes, and builder-finished homes reaching their first replacements.

Part by part

Dublin's planning areas, from the 1982 city to Fallon Village

  • The original city around I-680

The General Plan's Primary Planning Area is Dublin as incorporated in 1982 plus western annexations through 1991: roughly 3,100 acres and about 13,868 homes, and it is largely built out. Four-fifths of its houses were finished by 1970, so most jobs here are on homes more than fifty years old, on either side of Interstate 680.

  • Schaefer Ranch

The only subdivision in the Western Extended Planning Area, approved for up to 418 homes and reached by Dublin Boulevard and Schaefer Ranch Road. Beyond it, an Urban Limit Line adopted by initiative in 2000, whose sunset clause the 2014 Dublin Open Space Initiative removed, holds about 2,647 acres of the western hills to rural use.

  • Dublin Crossing

About 189 acres north of Dublin Boulevard, between Scarlett Drive and Arnold Road, came out of Camp Parks through an exchange with the Army. The 2013 specific plan called for clearing the old buildings and allows up to 1,995 homes around a large central park beside the Iron Horse Regional Trail, so every house here is recent construction.

  • Eastern Dublin and Fallon Village

Planning east of Camp Parks began in late 1987 with proposals for the Dublin Ranch property, and the resulting specific plan, dated January 1994, covers about 3,300 acres; the 2005 Fallon Village amendment pushed it further east. Denser housing sits on the level valley floor and lower densities in the hills, where grading has been closely regulated.

Getting around

Getting around Dublin, and where the debris goes

Interstate 580 forms Dublin's southern boundary and Interstate 680 cuts through the older west side, meeting at an interchange rebuilt in the late 1990s. The Camp Parks training area sits in the middle of the city, and Dublin Boulevard links the two halves. Dublin/Pleasanton BART, in the eastern transit center, opened in 1997; West Dublin/Pleasanton, off Golden Gate Drive, followed in 2011. Amador Valley Industries holds the city's only solid waste franchise, so hiring any other company to haul debris violates city ordinance, though self-hauling is allowed. Remodel waste must be 65 percent recycled, and concrete and asphalt debris 100 percent.

Questions

Working in Dublin: what pros ask

My shop is in Pleasanton. Do I still need a Dublin license for one job?

Yes. Dublin's licensing FAQ covers businesses outside the city that provide services or subcontract inside it, and you would apply through HdL Companies' portal in the outside business category. That category is generally approved on the day of application, while home occupation and commercial licenses can take two to four weeks. What you pay is a flat registration fee, not a share of what you bill.

How fast can I get a water heater permit in Dublin?

For a residential gas-only tank replacement, at once: Dublin lists it as an online instant permit, considered issued as soon as the application is submitted and paid. Other water heater permits go through the same portal, and permit staff send a status notice within three business days. A heater in a garage must sit at least 18 inches above the floor, and every water heater has to be strapped to the adjacent wall.

When will a Dublin building inspector show up?

Request it in the portal by 5 a.m. on the day, or by phone until 4:45 p.m. the business day before. Morning inspections run 8 to noon and afternoon ones 11 to 3:30, and you can call between 7:15 and 8 a.m. to ask your inspector for a closer window. On Tuesdays the city also offers inspections from 4 to 7 p.m., at no added cost, for homeowners' residential work such as reroofs, water heaters and gas lines.

Does sewer or water work in Dublin need more than a city permit?

It can. Water and sewer in Dublin come from the Dublin San Ramon Services District, and the Building Division requires every project subject to DSRSD review to be submitted to the district separately, through its own self-service portal, with approval in hand before the city issues the building permit. Replacing or repairing water and sewer pipe inside a house is on the city's list of permits taken without full plan review.

Will the hot list only send me jobs in Dublin?

No. From 8 a.m. to 8 p.m. it texts every new Bay Area job as it goes on sale, in any city and any trade, so handyman jobs in Dublin CA arrive alongside work in Livermore, Castro Valley or Oakland. Each message gives the trade, the area and a link; the link shows the job and its price before you pay. You pay only for what you pick, with no subscription and no bidding, and replying STOP ends the texts.
