Working in Concord: a Class 5 license tax, window permits, weekend hours

Concord taxes contractors in a class of their own, figured on the previous year's gross receipts or the job's value, and wants the tax paid before work starts. Its bulletins require a permit for every new or replacement window or door, and a re-roof covering half the roof or five squares falls under the recycling ordinance. Crews may work Saturdays and Sundays from 8 a.m. to 5 p.m., and the former Naval Weapons Station is only now heading into its specific plan.

Concord's license tax and its contractor class

Concord requires a business license from everyone doing business in the city, and its list names CSLB contractors and independent contractors, along with anyone working in Concord from an office outside it. The schedule of business license taxes puts contractors in Class Code 5, figured on the previous year's gross receipts or on the job value: a flat yearly amount below the threshold, with a half-year version, and half the general gross-receipts rate above it. The tax is payable before work begins, and starting without it adds a 50% penalty on the basic fee. A home-based business in Concord also files a Home Based Business Application. In July 2026 the City Council put a measure on the November ballot to simplify this nearly 40-year-old tax structure.

Permits

Concord permits: windows, re-roofs and sewer laterals

  • A permit for every window or door swap

Information Bulletin IB-007 requires a building permit for any new, relocated or replacement window or door in a home, and IB-022 lists window retrofits as well. The city gives its reasons: a new opening can weaken wall bracing, a thicker frame can shrink the net opening needed for light, air or emergency escape, and energy rules govern U-factor and solar heat gain. A replacement may never leave a conforming bedroom window out of compliance, and the submittal includes a floor plan.

  • Re-roofs under the recycling ordinance

Concord's construction and demolition ordinance, starting at Municipal Code Section 8.20.333, covers any re-roof that replaces half or more of the roof area or uses five squares or more of material, whatever the permit value. A covered project posts a refundable performance security, opens a project in Green Halo before hauling anything, and files a final report showing at least 65% of its waste and 75% of inert debris such as concrete and brick kept out of the landfill.

  • Sewer laterals: the city or Central San

The exterior sewer lateral is permitted and inspected by either Concord's Building Division or the Central Contra Costa Sanitary District, depending on the address. Most properties sit in the city's service area, which also covers the sewers of Clayton, but some Concord addresses fall in Central San's area, where the district reviews and permits the sewer work before the city permits the rest of the project. Current Development Engineering can say which one applies.

The homes

46,948 homes, two-thirds built from 1950 to 1979

Of the 46,948 housing units the ACS 2019-2023 estimates find in Concord, the median one was built in 1970. The 1950s, 1960s and 1970s built 20.0%, 23.3% and 24.8% of them, so 68.1% of the stock is now 47 to 76 years old. Detached houses make up 57.8% of units, buildings of 20 or more units 16.8% and mobile homes 2.8%. Owners occupy 61.4% of homes, and utility gas heats 63.5% of them. Under the tenant protection ordinance in Chapter 19.40, every owner who rents out even one Concord home must register it with the city each year.

Part by part

Concord districts and the work in them

  • Former Naval Weapons Station

In September 2026 the U.S. Navy approved the financial term sheet for about 2,422 acres of the former station, and Brookfield, the master developer, is preparing the specific plan, with community engagement expected in early 2027. The vision includes 12,272 new homes, but building there waits on that plan, so its repair work is years away.

  • Downtown and the blocks north and east

The city's hazard mitigation plan describes the residential area north and east of downtown as Concord's older one, with many homes dating from before the mid-20th century, while the blocks right around downtown have been rebuilt with high-density apartments and condominiums near transit and Todos Santos Plaza. Expect old-house carpentry on one side and unit-by-unit condo work on the other.

  • Clayton Road and the southeast

Southeast Concord, centered along Clayton Road, is mainly residential and was mostly developed in the 1960s and 1970s, the same plan says. When a window there is due for replacement, remember that Concord permits every replacement window or door, and a re-roof of five squares or more brings the Green Halo paperwork with it.

  • Creek lots on Galindo and Pine creeks

Galindo Creek, crossed by Treat Boulevard and Cowell Road, and Pine Creek, crossed by Monument Boulevard, both run through Concord. On a creek lot the centerline is usually the property line, and owners on both banks must keep debris, culverts and V-ditches clear before the October rains. A tree of 6 inches or more inside the creek setback is protected, and changing the creek can need state and federal permits.

Getting around

A Concord workday: weekend hours and the radiating corridors

Concord's Building Division lists construction hours of 7:30 a.m. to 6 p.m. on weekdays and 8 a.m. to 5 p.m. on Saturday and Sunday, though conditions of approval on larger developments can be stricter. Shops and offices cluster downtown and along the routes radiating from it, Clayton Road, Monument Boulevard and Willow Pass Road, and around the junction of State Route 242 and I-680, while industry sits mostly north of State Route 4. The Permit Center is in Building D at 1950 Parkside Drive, closes from noon to 1 p.m. and on City holidays, and takes applications online as well.

Questions

Working in Concord: what pros ask

Do I need a Concord business license if my office is in Pleasant Hill?

Yes. Concord's license requirement reaches businesses working in the city from an office outside it. As a contractor you fall in Class Code 5, taxed on the previous year's gross receipts or the job value, and the tax is payable before work starts. Beginning without it adds a 50% penalty on the basic fee, and the city may audit your records, generally for up to three years.

Can I work on a Sunday in Concord?

Yes, within limits. The Building Division's published construction hours are 8 a.m. to 5 p.m. on both Saturday and Sunday, and 7:30 a.m. to 6 p.m. on weekdays. Larger developments can carry stricter hours in their conditions of approval, so read the permit and any project conditions before you schedule a weekend start.

What must a Concord home seller disclose about weatherization?

Under Municipal Code Section 13.20.030, the seller of a building with one to four homes tells buyers on a city form whether attic spaces over living areas are insulated, doors and windows to unheated areas weatherstripped, the water heater tank wrapped, showerheads low-flow, ducts in unheated spaces insulated, and exterior joints, switch plates and outlets caulked or sealed. Most items are small jobs that can be finished before a listing.

How tall can a backyard fence be in Concord without a permit?

Six feet of solid fence plus one foot of lattice, seven feet in all, along side and rear property lines. Inside the front setback, typically 20 feet, the limit is 3 feet, and so it is in sight triangles: 40 feet along each street at a corner and 15 feet each way beside a driveway. On a corner lot the shorter street frontage counts as the front.

Which trees need a Concord permit before removal?

Valley oak, blue oak, coast live oak, California bay, buckeye and sycamore at 12 inches in diameter at breast height, any other tree at 24 inches, Heritage Trees, trees required by an earlier permit, and trees of 6 inches inside a creek setback. Eucalyptus, acacia, Monterey pine, palm and privet need none unless designated. An application includes a report from an ISA certified arborist.

What does a hot-list text about a job in Concord tell me?

The trade, the area and a link. Opening the link shows the job description and its price before any payment, and you buy only the jobs you want, with no subscription and no auction to win. The texts cover every new Bay Area job, not only Concord ones, and arrive between 8 a.m. and 8 p.m. Reply STOP to end them.
