San Pablo for pros: a per-employee license, rental certificates, no Fridays

San Pablo inspects homes before they are rented or sold. A rental unit more than three years old needs a city Certificate of Compliance, good for one to five years depending on demerits, and an owner's house over ten years old needs one at sale, which turns screens, deadbolts, GFCIs and water heater straps into deadline work. The license is priced by employees, not receipts. City Hall and inspections stop on Fridays, and east of I-80 development needs a geotechnical report.

San Pablo's license: priced per employee, with a quarterly option

Anyone conducting business in San Pablo or based there needs a city business license before operating, home-based businesses and residential rentals included. The fee ignores gross receipts: a basic annual fee covers the first employee, and each additional employee adds a charge. Contractors and subcontractors pay that basic fee, but one whose business address is outside the city limits may buy a quarterly license instead, with a charge for each employee on the job. A home base takes a Home Occupation Permit but no inspection. Applications go in by email, by mail, through the city's document upload link or in the grey drop box at 1000 Gateway Avenue, with payment by check or by card over the phone. A late renewal costs 20% after one month, 30% after two and 50% after three.

Permits

San Pablo permits: re-roof inspections, the I-80 line, sewer laterals

  • Re-roofs: an in-progress inspection and your ladder

Any re-roof over one square, 100 square feet, needs a permit, and the city's September 2025 bulletin calls for an in-progress inspection once 25 to 50% of the roof is covered; skip it and a re-inspection fee follows. You supply the ladder: a Type IA, 300-pound rated ladder reaching 36 inches above the roof edge and secured to the building, left out with a note if nobody will be home and any dogs shut away. Inspectors will not walk tile or metal tile roofs. Lifting and resetting solar panels takes its own electrical permit.

  • East of I-80, a geotechnical report first

The Building Division requires a geotechnical report for development east of Interstate 80, construction, grading and tree removal included, on top of the usual soils report, because of the soil type, an active fault close by and a greater chance of landslides. The General Plan explains the risk: the North Hayward Fault Zone runs directly beneath the eastern part of the city, and slopes over 30 degrees on both sides of San Pablo Dam Road east of the freeway are especially prone to sliding. Settle whether a hillside job needs a permit before you quote it.

  • Sewer laterals: West County Wastewater, then the street

West County Wastewater, which serves the City of San Pablo, issues its own permit before any sewer lateral connection, repair or replacement. Selling a home in its area takes a lateral Certificate of Compliance: clean and video-inspect the line with 24 hours' notice to the district, and show a cleanout within five feet of the building footprint, a backflow protection device and no roof or yard drains tied in. Digging in the street or sidewalk adds a city encroachment permit under Municipal Code Section 12.08.440; ask for its inspection by voicemail, naming a morning or afternoon slot.

The homes

10,194 homes, most rented and half of them built by 1969

The ACS 2019-2023 estimates count 10,194 housing units in San Pablo, with a median year built of 1969. The 1960s are the biggest decade at 18.0%, the 1950s add 16.5% and the 1940s 11.1%, and 5.4% are older still. Only 43.3% of units are detached houses; attached homes add 13.8%, buildings of two to four units 12.3%, buildings of 20 or more 13.9%, and mobile homes 4.1%. Renters occupy 57.3% of homes, and utility gas heats 64.5%. The 2023-2031 Housing Element puts the average single-family lot at only 5,100 square feet, which leaves little room for a detached backyard unit but plenty of potential for ADUs and junior ADUs carved out of the main house.

Part by part

San Pablo neighborhoods named in the 2035 General Plan

  • Old Town and Central

The General Plan puts Old Town in the southwest of the city and Central on both sides of San Pablo Avenue from McBride Avenue to Church Lane. Both belong to the older section west of I-80, where lots are small enough that the plan recommends a 2,500-square-foot minimum there, half the citywide standard.

  • Rumrill

The Rumrill neighborhood lies roughly between Brookside Drive and Broadway Avenue, west of Contra Costa College, along a corridor the city adopted its own plan for in July 2025. The Safety element records that the blocks bounded by Folsom Avenue, Manor Drive and Rumrill Boulevard flooded when high creeks pushed water back up the storm pipes, so ask about past water damage before opening a wall.

  • El Portal

El Portal runs between the Contra Costa College campus and Road 20, beside the Rollingwood neighborhood off El Portal Drive. A 54-unit supportive housing project went up on El Portal Drive near the college in 2024, while most other building since 2010 clustered along San Pablo Avenue, such as the 100 affordable units of Alvarado Gardens on the old City Hall site.

  • Hillside and Bayview

Hillside, east of San Pablo Dam Road, belongs to the eastern section where lots are larger and the geotechnical rule applies. Bayview, in the north near Hilltop, is one of the places the Safety element lists for landslide hazard, along with the creek banks and the uplands, so drainage and retaining walls come up there.

Getting around

A San Pablo workday: Friday closures, sweeping days, quiet Sundays

City Hall at 1000 Gateway Avenue is open 7:30 a.m. to 6 p.m. Monday through Thursday and closed Fridays, and building inspections run Monday through Thursday only. The General Plan summarizes the Municipal Code's construction noise limits: none between 8 p.m. and 7 a.m. in residential areas on weekdays and Saturdays, no noise-generating construction there on Sundays, and quiet from 10 p.m. to 6 a.m. in commercial areas. Residential streets are swept on a Tuesday or Wednesday every other week, so check the signs before parking. Interstate 80 splits the city in two, with San Pablo Avenue, 23rd Street, Rumrill Boulevard and San Pablo Dam Road carrying its commerce.

Questions

Working in San Pablo: what pros ask

Do I need a San Pablo business license if my shop is in Richmond?

Yes, if you do business in the city. Contractors and subcontractors pay the basic annual fee, which covers the first employee, plus a charge for each one after that. With a business address outside the city limits, you may instead license by the quarter, paying a charge for each employee on the job. A renewal paid late adds 20% after a month, rising to 50% after three.

What do San Pablo rental inspectors look for that a handyman can fix?

The Residential Health and Safety checklist names a solid-core or exterior-rated main entry door, single-sided deadbolts, working windows with intact screens, smoke alarms under ten years old in every bedroom, CO alarms outside sleeping rooms, working GFCIs, labeled breakers, cover plates, secured towel and grab bars, and a water heater held by two seismic straps, never plumbing tape. Fewer demerits earn a longer certificate, up to five years.

How long does a San Pablo seller have to finish the city's repair list?

The resale certificate is issued once permits are secured, the deficiencies corrected and a re-inspection done within 60 days of the inspection or before close of escrow, whichever comes first. A buyer can instead sign a notarized temporary certificate and take on the work, due within 60 days after closing. Inspections are usually set within a week of payment, and the report follows in about five business days.

Is every address with a San Pablo mailing address inside the city?

No. The city's business license brochure warns that some San Pablo addresses are unincorporated and fall under Contra Costa County, and the Building Division tells applicants to check the City Limit Map before applying, sending anyone outside the line to the county for permits. The city also offers a Google Earth lookup tool that draws its boundary as a red line.

How long does San Pablo plan review take for a home addition?

The Building Division's sheet for single-family additions and alterations gives 15 business days for the first review and 10 working days for each round after it. Every plan must be drawn by a design professional, and the list runs to plot, floor, roof and framing plans, Title 24 energy forms, a CALGreen sheet and a debris recycling form. Applications filed since February 19, 2026 follow the 2025 California codes.

Does the hot list send handyman work in San Pablo only?

No. The texts cover the whole Bay Area: one for each new job as it goes on sale, between 8 a.m. and 8 p.m., naming the trade and the area with a link. You read the job and see its price before paying, buy only what fits your schedule, and owe nothing for the rest, with no subscription, no auction and no cut of the job. Text STOP to end them.
