Working in Palo Alto: instant permits, city utilities and RPP streets

Palo Alto runs its own electric, gas, water and wastewater utility, issues instant online permits for routine swaps to contractors with an Accela account, and exempts contractors without a local office from its business registry while still asking them to file every year. Work may begin at 8 a.m. on weekdays and 9 on Saturdays; Sundays are off. A fifth of the city's homes sit in buildings of 20 or more units, so condo calls mix with house calls.

Palo Alto's business registry and the Measure K tax

Palo Alto keeps two separate requirements. The Business Registry certificate is required of businesses with a fixed place of business in the city, such as an office or storefront, but a general contractor or subcontractor who works in Palo Alto from time to time without one is exempt. The exemption is not automatic: you file an application every year to claim it, with no fee, through the online Business Registry Portal the city runs with its partner HdL, and certificates expire on March 31. The business tax that voters approved as Measure K in November 2022 is calculated on the square footage a business occupies in the city, and the first 10,000 square feet of every business, along with residential space, is exempt.

Permits

Permits, reach codes and flood rules in Palo Alto

  • Instant permits through Accela Citizen Access

Palo Alto takes permit documents through its Accela Citizen Access portal, and a short list of jobs can be permitted instantly, but only by a licensed contractor with an active account. The list includes one heat pump water heater in a detached house or duplex, a gas water heater swap that is not tankless and has no more BTUs than the old unit, same-size window and sliding door retrofits, like-for-like re-roofs, interior re-piping, gas line repair, and kitchen or bath work inside the existing footprint. The re-roof and window options are limited to non-historic properties, so a house in Professorville goes through regular review.

  • A city-owned utility and a reach code that allows gas

The City of Palo Alto Utilities supplies electricity, natural gas, water, wastewater and fiber, and has done so since 1896, so a meter or service question goes to the city rather than PG&E. Its heat pump water heater program can handle the permit, contractor and installation, but a homeowner may also manage the project with a contractor of their choice. Since October 4, 2024, the energy reach code lets new buildings and substantial remodels be all-electric or mixed fuel, provided buildings with gas appliances are electric ready.

  • Special flood hazard areas under PAMC 16.52

Palo Alto's largest AH flood zone is a strip fed by San Francisquito Creek overflow that runs from the creek to Hamilton Avenue. Inside a special flood hazard area, an improvement whose total cost exceeds 50% of the structure's current market value is a substantial improvement under Chapter 16.52, and the lowest floor generally has to rise above base flood elevation plus freeboard. To show a project falls under the line, the owner submits a cost estimate and a professional appraisal for Public Works Engineering to review.

The homes

Palo Alto's housing stock in Census numbers

The Census Bureau's American Community Survey for 2019-2023 counts 29,104 housing units in Palo Alto, with a median year built of 1963. A quarter of them (25.6%) went up in the 1950s and 12.9% before 1940, so more than a third of the stock was built before 1960. Single-family detached homes are 56.0% of the stock, while 20.3% of units are in buildings of 20 or more, where common walls, building rules and a manager shape the job. Owners occupy 54.2% of occupied homes, so a landlord or property manager is often the one hiring, and 66.3% of occupied homes heat with utility gas, the stock the city's electrification programs are aimed at.

Part by part

Palo Alto neighborhoods and what working there involves

  • Crescent Park

Crescent Park has its own residential parking program, but it only keeps outside cars off program streets from 2 a.m. to 5 a.m., so a work van can stay through the day. Flood status varies by parcel, so before pricing a large remodel against the 50% substantial improvement line, look the address up on FEMA's Flood Map Service Center, as the city advises.

  • College Terrace

Alexander Gordon bought this land in 1887 and subdivided it to draw Stanford faculty, naming the streets for well-known universities; Mayfield annexed it in 1891, and Palo Alto annexed Mayfield in 1925. On its permit streets, unpermitted parking is limited to two hours on weekdays from 8 a.m. to 5 p.m.

  • Professorville

A National Register district roughly bounded by Embarcadero Road, Addison Avenue, and Emerson and Cowper streets. Because Palo Alto's instant re-roof and same-size window permits apply only to non-historic properties, a roof or window job on one of these houses needs the regular permit route, and the schedule should allow for it.

Getting around

Getting around and working hours in Palo Alto

The Comprehensive Plan keeps Middlefield Road, University Avenue and Embarcadero Road as residential arterials: streets that carry heavy through traffic with homes on both sides, so plan curb loading around it. Oregon Expressway and Page Mill Road meet Interstate 280 at an interchange the county plans to reconfigure. Under PAMC 9.10.060, construction and material deliveries are allowed 8 a.m. to 6 p.m. on weekdays and 9 a.m. to 6 p.m. on Saturdays, never on Sundays or listed holidays. In the Downtown, College Terrace and Old Palo Alto permit districts, parking past two hours on weekdays needs a resident-bought daily permit.

Questions

Working in Palo Alto: what pros ask

Do I owe Palo Alto a registry fee to take a one-day repair job there?

Not if your business has no fixed place of business in the city. General contractors and subcontractors who work in Palo Alto from time to time without an office here are exempt from the Business Registry fee, but you still file an exemption application each year through the online portal. The Measure K business tax is based on floor space occupied in the city, with the first 10,000 square feet exempt.

Can I get a Palo Alto water heater permit without waiting for plan review?

Often, yes, if you are a licensed contractor with an active Accela Citizen Access account. One heat pump water heater in a detached house or duplex qualifies for an instant permit, and so does a gas replacement that is not tankless, has no more BTUs than the old unit and stays under 200,000 BTUs. Anything outside those limits goes through regular review.

Who supplies power and gas at a Palo Alto job, the city or PG&E?

The city. The City of Palo Alto Utilities owns and operates electric, natural gas, water, wastewater and fiber service and has served the city since 1896. Questions about meters, shutoffs or service on a Palo Alto address go to the city utility, and the same department runs the heat pump water heater program homeowners may ask about.

Can I prune a large oak over a client's roof in Palo Alto?

Check its size first. Coast live, valley, blue and black oaks are protected at 11.5 inches in diameter at breast height, coast redwoods at 18 inches and most other mature trees at 15 inches. Maintenance on a protected tree requires notice to the public and the Urban Forestry Section at least 7 days ahead, though removing a dead, diseased or broken branch is exempt.

Where do I park for a full day's job on a College Terrace street?

On a permit street you can park up to two hours without a permit between 8 a.m. and 5 p.m. on weekdays. For longer, the household has to buy a daily permit through its own online account, since daily permits are sold only to residents of the program for their visitors. Ask the client to buy it before the job day.
