Livermore garage doors: slide bolts, fire maps and backup power

Livermore's municipal code spells out how a garage door must lock. Section 15.18.150 calls for metal slide bolts, or an equivalent, on both the left and right sides of an overhead door, with a lock that prying or shifting the door sideways cannot defeat. The door from the garage into the house has rules of its own, and in mapped fire hazard zones the city now applies the 2025 California Wildland-Urban Interface Code.

Garages set back from the street, and garages out back

Livermore's residential design standards try to keep garages from dominating the street. They ask that a garage sit at least five feet behind the front facade of the house and at least 20 feet from the front property line, encourage side-entry, rear-entry and detached garages, and suggest rear alleys to reach garages on small-lot subdivisions. Projects of four units or fewer skip the Design Review Committee, though staff still check them against these guidelines. A detached garage brings its own building rules: Planning reviews every new structure, a building permit applies above 120 square feet, and past 400 square feet the city requires fire sprinklers.

The work

Garage door work a Livermore inspector may look at

  1. Bolting an overhead door on both sides

    Section 15.18.150 wants metal slide bolts or an equivalent at the left and right of an overhead door. Bolts mounted outside need a padlock whose hardened steel shackle is at least a quarter inch across; bolts inside need none. The lock has to resist being defeated by prying the door or shifting it side to side, and a mortise or rim cylinder that sticks out past the door face gets a cylinder guard.

  2. Locking a sliding garage door

    Not every Livermore garage has an overhead door. For sliding vehicle doors, the same section accepts a cylinder lock, a padlock with a hardened steel shackle, a metal crane bolt or an equivalent, whenever the door is not already held shut by an electric operator. Ask the installer which of these the door will carry before an opener is added or removed.

  3. Replacing the door from garage to house

    Section 15.18.140 treats the door between garage and dwelling like an exterior door. It must be solid core and no thinner than 1 3/8 inches, with a self-locking deadlatch plus a deadbolt that throws one inch, both keyed alike and opened from inside without a key. Cylinders must resist pliers, strike areas must hold the bolt, and hinges reachable from outside need non-removable pins.

  4. Putting a new door on an older opener

    An opener installed before July 2019 was never required to keep running on battery power, and that matters when only the door is being replaced. State law now bars hooking a replacement residential garage door to an existing opener that lacks the backup, whatever year the opener was built. In practice a door-only estimate in an older Livermore house can turn into a door and opener estimate.

  1. Security ordinance, Information Bulletin IB-25

    The Building Division's bulletin reprints the residential sections of the city's security ordinance. Section 15.18.150 covers garage vehicle access doors, both sliding and overhead, and Section 15.18.140 covers exterior doors and doors leading from garages into dwellings, down to keyed-alike locks and one-piece door stops on wooden jambs for in-swinging doors. The same bulletin requires address numerals at least four inches tall, lit at night, on every house.

  2. The 2025 Wildland-Urban Interface Code

    The Livermore-Pleasanton Fire Department reports that the City Councils of Livermore and Pleasanton adopted the 2025 California Wildland-Urban Interface Code by ordinance. Properties in the wildland-urban interface are classified Moderate, High or Very High on the state's Fire Hazard Severity Zone maps and face more restrictive measures meant to make buildings more resilient, and the department notes that new construction and renovations in High and Very High zones may have to meet specific building codes.

  3. Battery backup, Health and Safety Code 19892

    Since July 1, 2019, no one may manufacture for sale, sell or install in California a residential automatic garage door opener without a battery backup built to keep it working through an electrical outage. The rule reaches openers built for commercial use when they are put in homes. Subdivision (c) applies the same standard when a replacement door is connected to an opener already on the wall.

  4. Accessory structures, detached garages included

    Livermore's handout for sheds, patio covers, arbors, decks and detached garages says Planning reviews all new structures for height, location and materials, Engineering checks easements and storm water, and a building permit is needed for structures over 120 square feet or attached to another building. Electrical, plumbing and mechanical work needs a permit even when the structure does not, so an opener circuit in a small garage still gets one.

Does Livermore really require slide bolts on an overhead garage door?

Its security ordinance does. Section 15.18.150 calls for metal slide bolts or an equivalent on both the left and right sides of an overhead vehicle door, with padlocks on any bolts mounted outside. It also requires a locking arrangement that cannot be beaten by prying the door or shifting it side to side. Ask the installer what counts as the equivalent on the door you choose.

How do I find out if my Livermore house is in a fire hazard severity zone?

The Livermore-Pleasanton Fire Department has an online map where you can look up a property by address or assessor's parcel number. Zones are rated Moderate, High or Very High. The department notes that sellers must disclose the designation, and that work in High and Very High zones may have to meet specific building codes.

Can our new garage door go on the opener we already have?

Only if that opener has a battery backup designed to run it during an outage. Health and Safety Code Section 19892 bars installing a replacement residential garage door in a way that connects it to an opener without one, and the date the opener was made does not matter. Check the opener's label or manual before you order the door.
