What garage door calls look like in Union City

  • Closing ember gaps east of Mission

    Everything east of Mission Boulevard falls in the city's wildland-urban interface zone. The state's wildland-urban interface code limits the gaps at the bottom, sides and top of a garage door to 1/8 inch, closed with weatherstripping that passes its weathering and flammability tests, a door that laps over its jambs and header, or jambs and header covered with metal flashing. Ask the Building Division whether a replacement door at your address must meet it.

  • A garage becoming an ADU

    Union City allows an accessory dwelling unit to be made by converting a garage, as well as from existing living space or a new building. No additional on-site parking is required for an ADU, though the owner may ask for an extra driveway space on the building permit plans. The garage door then often gives way to a wall, windows and the unit's own entrance.

  • A junior unit inside the garage

    A junior ADU can sit within the house or its garage space, but the city's checklist adds a condition the full ADU does not carry: when garage space is converted for a junior unit, the parking it held must be replaced on site. The applicant must also be the owner living on the property, so plan the replacement parking before the door comes out.

  • Detached garages on corner lots

    A detached garage counts as an accessory structure in Union City. It belongs on the rear half of the lot, one story with a 12-foot height limit, at least four feet from side and rear lines and five from other buildings. On a corner site, a garage entered from the side street has to sit at least 20 feet back from that property line, which matters when widening a door that faces it.

A 1970s town on ground that moves

Union City grew from about 14,700 residents in 1970 to about 39,400 in 1980, and the tract houses of that decade and the ones after it reach east to Seven Hills, below the Hillside Area that voters have protected since the 1990s. A 2020 environmental report prepared for the city notes soils with high shrink-swell potential in parts of the eastern uplands and the hillside area, clay that changes volume as its moisture changes. A garage door is the widest opening in most of those houses, and it can be where that seasonal movement shows, as a weather seal that gaps on one side or a door that drags in its tracks.

    The Building Division works to the 2025 California codes and publishes the design criteria it applies: basic wind speed of 85 mph, exposure B, climate zone 3, seismic site class D, soils hazard zones east of Mission and west of Union City Boulevard, and a wildland-urban interface zone east of Mission Boulevard. Over-the-counter permits are issued at the counter during business hours.

  • ADU and JADU garage conversions

    Union City's ADU checklist allows units created by converting existing living space, a garage or a permitted detached structure, or by new construction. ADUs need no additional on-site parking. A junior ADU, limited to the house or its garage space and to an owner-occupant applicant, must replace on site any parking lost when garage space is converted.

  • Detached accessory structures

    Private garages and carports are detached accessory structures under Chapter 18.32 of the Municipal Code. Over 120 square feet one needs a building permit, and over 450 square feet, or with water or sewer service, both planning and building permits. They sit on the rear half of the lot, may cover no more than 30 percent of the rear yard, and on a corner site a side-entry garage stays 20 feet from the street-side line.

  • Battery backup and reversing, state law

    Section 19892 of the Health and Safety Code has barred selling or installing a residential garage door opener without a battery backup since July 1, 2019, and bars hooking a new door to an old opener that lacks one. Section 19890 requires anyone repairing an opener to test that the door reverses on a two-inch object and to tag a failed unit with a red warning notice.

If we turn our Union City garage into an ADU, do we have to replace the parking?
