County and state rules on a Castro Valley garage door

  1. Alameda County Work Exempt From Permit (2025 CBC)

    The county's Building Inspection Department publishes the list of construction exempt from building permits in unincorporated areas, based on the 2025 California codes and effective January 1, 2026. It warns that an exemption never authorizes work that violates the code, and that properties in a flood hazard area must also meet the county's flood rules. Garage doors are not among the listed exemptions, so the department decides.

  2. Fire hazard severity zones in unincorporated Castro Valley

    State law requires a local agency to adopt the State Fire Marshal's Moderate, High and Very High zones by ordinance. In April 2025 the county fire chief recommended an ordinance adopting the February 24, 2025 map for the department's district, and described what follows: Very High parcels get annual inspections, building standards enforcement and real estate transfer inspections; High parcels get the last two; Moderate parcels carry no added requirements.

  3. General Plan Action 5.2-5

    The 2012 Castro Valley General Plan, an area plan within the Alameda County General Plan, directs the county to revise single-family standards so garages occupy no more than 50 percent of the width of the street-facing facade, with separate design and location requirements for three-car garages. It also calls for limits on paving and minimum landscaping on each parcel.

  4. Battery backup on residential openers

    Health and Safety Code Section 19892 makes it unlawful, since July 1, 2019, to sell or install a residential automatic garage door opener in California that lacks a battery backup able to keep it running through a power outage. It applies equally when only the door is new: a replacement door may not be hooked to an existing opener without that backup.

Garages the General Plan wants kept in proportion

The Castro Valley General Plan of 2012 treats the garage as a design problem. Action 5.2-5 calls for single-family standards that keep a garage to no more than 50 percent of the width of a street-facing facade, with special design and location requirements for three-car garages; smaller lots get the same aim of limiting how much garages dominate. On the hills it anticipates steep driveways, proposing front-setback exceptions for steep upslope lots and taller retaining walls where a driveway's slope demands them. A new door on a garage that already fills its front is a replacement; widening the opening runs straight into that policy.

The work

How garage door work plays out on Castro Valley lots

  1. Settling the permit before the door is ordered

    The county's 2026 exemption list covers small sheds, fences, low retaining walls, finish work, awnings and a handful of other items, and garage doors are not on it. The Building Inspection Department on Elmhurst Street, or the county permit portal that has taken electronic submittals since February 2021, is where to ask whether a particular replacement needs a permit before the door is ordered.

  2. Turning the garage into a room, or back

    When a garage becomes habitable space, the county's small-projects guideline for single-family houses asks for a plot plan showing where new off-street parking will replace the parking the conversion eliminates, and sends owners to the county Planning Department about parking rules. A door that comes out of a converted garage is therefore a planning question as much as a carpentry one, and restoring the opening later brings the door back.

  3. Doors in the newly mapped hazard zones

    The State Fire Marshal's 2025 maps for unincorporated Alameda County rate land Moderate, High or Very High. In an April 2025 report the county fire chief noted that fewer areas of Castro Valley are Very High under the new maps. The same report says the department will enforce the applicable building standards in High and Very High zones, and the wildfire chapter of the building code limits gaps at a garage door's top, sides and bottom to 1/8 inch, so ask whether a replacement must meet it.

  4. Widening a one-car opening

    Going from a single door to a double one changes the header and the wall around it, which is framing for a B General Building contractor before the door installer arrives. On a street-facing garage it also tests the General Plan's half-the-facade goal, so the county may look at it as a design change rather than a door swap.

Who decides whether my Castro Valley garage door needs a permit?

Alameda County's Building Inspection Department at 399 Elmhurst Street in Hayward, since Castro Valley has no city building department. Its exemption list for the 2025 codes, effective January 1, 2026, does not name garage doors, so ask the department or apply through the county permit portal before the work is scheduled.

Is my house in Castro Valley still in a Very High fire hazard zone?

Check it on the State Fire Marshal's 2025 map. In recommending that the county fire department adopt that map, its chief reported that fewer areas of unincorporated Castro Valley are Very High than before. His report says Very High parcels get annual inspections and a transfer inspection at sale, and High parcels get the transfer inspection and building standards enforcement.

Can we turn our Castro Valley garage into a family room?

It can be permitted, but the county will ask where the cars go. Its small-projects guideline requires a plot plan showing the proposed location of new off-street parking to replace what the conversion removes, and it points owners to the county Planning Department for the parking rules. Our new door is ready but the opener is from the 1990s. Can it stay?

Only if it has a battery backup that keeps it working in an outage. California's backup requirement for openers took effect July 1, 2019, and it also bars connecting a replacement garage door to an existing opener that lacks one, however old the opener is. If yours has no backup, the opener is replaced along with the door.
