Hill streets with little curb, and a valley under open-space ridges

A lot of San Rafael's housing climbs hillsides above narrow streets. Since 2021 the city has been marking parking boxes on narrow and hillside roads, in place of an older rule that parked cars leave six feet from the street's center clear, so fire engines and evacuating cars can get through. The 2020 wildfire plan behind that program ties street access to the garage too: it says power failures that stop automatic garage doors can make evacuation by car impossible.   1. A battery backup for an older opener

    San Rafael's wildfire plan cites Senate Bill 969, which since July 1, 2019 has required new and replacement automatic garage doors to have a battery backup or another way to open in a power failure, and it commits the city to a program encouraging backups.   2. Closing the gaps around the door

    California's Wildland-Urban Interface Code limits gaps at the bottom, sides and top of a garage door to 1/8 inch, or has them closed with tested weatherstripping, an overlapping door or metal flashing. San Rafael applies requirements that once covered only WUI parcels to every parcel, citing ember-driven fires, and its home-hardening guidance asks owners to seal gaps around openings.   3. Putting a converted garage back in use

    The resale inspection checklist calls out garage conversions, because zoning does not let improvements shrink a garage below its minimum size: 20 by 20 feet for two cars, 10 by 20 for one. When a previous owner walled in the opening or built a room inside, restoring the garage can mean framing a new opening and hanging a door. The framing is work for a B General Building contractor under a permit, and the door itself for a D-28 installer.

  4. A like-for-like door swap

    San Rafael requires a building permit to alter or repair a structure, garages included, though some work is exempt. Its online minor permits cover window and door change-outs that do not disturb framing or waterproofing and that meet current energy rules, but the list does not name garage doors, so ask the Building Division which permit a garage door job needs before the old door comes down.

  1. The Wildfire Action Plan on garage doors

    The San Rafael Wildfire Prevention and Protection Action Plan, passed in August 2020, says the city will develop a program to encourage garage door battery backup systems, because power failures that stop automatic doors can make evacuation by car impossible. The same plan calls for parking boxes on hillside streets, two gates in a fenced area, and citywide wildfire building rules. It cites Senate Bill 969's backup requirement for new and replacement doors from July 1, 2019.

  2. Wildfire building rules on every parcel

    Requirements that once applied only to parcels in the wildland-urban interface now apply to all parcels in San Rafael. The city's example is replacing the windows throughout a home, which must then meet the fire-resistant material requirements of California Fire Code Section 7A. Its reason is that many recent large wildfires spread by embers rather than flame fronts or radiant heat, so homes outside the WUI need protection too.

  3. Garages on the resale checklist

    The city's resale inspection identifies improvements built without permits, and its checklist lists garage conversions with the zoning minimums a garage cannot be reduced below: 20 by 20 feet for a two-car garage, 10 by 20 for one car, and slightly smaller dimensions for carports. The checklist also names carports and other accessory structures, which are inspected for sound framing and fire exposure to neighbors.
