Garage doors Newark

Garage doors in Newark, CA, built to stay shut against a pry bar

Newark has its own Security Code, and it reaches the garage. Since 2004 it has required roll-up, sectional and overhead doors to be built and installed to deter forced entry, and an automatic opener to keep a fully closed door from being opened by hand from outside. The code covers alterations to existing houses as well as new ones, and the zoning code adds that a house keep two parking spaces inside a garage.

The work

Garage work where a Newark code section has a say

  • An opener that keeps the street side shut

Section 15.06.060 asks that roll-up, sectional and overhead doors use materials, assembly, installation or locking devices that deter forced entry, and that an electric operator be built so a fully engaged door cannot be opened by hand from outside. The building official may ask for documentation showing a product meets that. Keep the paperwork for the opener and any lock the installer adds, and ask about any part that releases the door from the driveway side.

  • Replacing the side door into the garage

Exterior swinging doors fall under the same section: solid-core wood at least 1 3/8 inches thick or hollow metal of 16-gauge steel, at least three hinges, hinge pins that cannot be pulled where they are reachable from outside, and a deadbolt or deadlocking latch, any deadbolt throwing at least one inch with five-eighths of an inch seated in the strike. Gaps between trimmers and jambs at the strike and hinges are shimmed so the jamb cannot flex.

  • Keeping both parking spaces in the garage

Table 17.23.040 sets two parking spaces for a single-unit house and says both must be in a garage, and the zoning code does not let existing parking be reduced below that unless equivalent spaces are provided elsewhere. Inside, a two-car garage measures at least 20 by 20 feet with seven feet of vertical clearance, which matters when a storage loft, a workbench or a low-headroom track is planned along with a new door.

  • Alley-loaded homes under the form-based code

In the FBC overlay, Chapter 17.13 lets the setback to the garage door shrink to four feet on alley-loaded homes and five on attached homes with front or rear garages. Aprons must be either under five feet or over eighteen feet deep, and nobody may park on the short ones. Washers, dryers and water heaters have to sit outside the required 10-by-20 or 20-by-20-foot space, so a new door or storage plan there starts with a tape measure.

  • A detached garage on the flood map

Newark's flood chapter, rewritten by Ordinance 548 in April 2024, permits a detached garage used only for parking or storage below the base flood elevation if it is one story, no larger than 600 square feet, anchored against flotation, fitted with flood openings and built of flood damage-resistant materials below that line, with electrical, plumbing and mechanical systems raised to or above it.

The houses here

Tract garages that came long before the Security Code

Newark's Housing Element says the city's housing was built mainly before 1980, in tracts such as The Lake and the blocks around Mirabeau Park and Old Town. Their garages were finished decades before the City Council adopted the Security Code in 2004, so the original doors and hardware were never built to it; replacing or altering them is when its standards can come into play. The newest neighborhoods follow a different book again. Homes laid out under the form-based code that implements the Dumbarton transit plan, now called Bayside Newark, may face an alley with the garage door as little as four feet back.

Permits and local rules

The Newark code sections behind a garage door quote

  • Security Code, Chapter 15.06

The Newark Security Code sets minimum construction standards for resisting unlawful entry and applies to all new construction and to additions or alterations of existing structures. Detached accessory buildings of 120 square feet or less on a house lot are exempt. Its general section covers swinging doors, overhead doors, sliding doors and windows, and it allows other hardware or methods the building official approves as giving equivalent security.

  • Parking and Loading, Chapter 17.23

The parking chapter sets the number of spaces each use needs and how they are built. For a single-unit house that is two spaces inside a garage; a two-unit dwelling must put one space per unit in a garage. Driveways from a public street to a garage or carport must be at least 20 feet deep, and stairs may reach into a garage's parking area only where the front of a standard car fits beneath them.

  • Construction in Flood Hazard Areas, Chapter 15.40

Ordinance 548 replaced the city's 2009 flood rules on April 11, 2024. Section 15.40.112 sets the terms for a detached garage or storage building below the base flood elevation. The next section lists private garages and carports among utility buildings that, when new or substantially improved in a flood hazard area, must be anchored against flotation, collapse and lateral movement and use flood damage-resistant materials below the design flood elevation.

Timing

When the new door changes the front of the house

Swapping in a door like the old one is mostly a building question. A door that changes how the front of the house looks can fall under Single Family Design Review, which the Planning Division says may take up to two or three months depending on how complete and consistent the application is, and which must finish before a building permit issues. The city's permit handout then gives 180 days for work to begin before an issued permit lapses.

Before you hire

What to settle with a Newark garage door installer

  • Ask how the door and opener meet Newark's rule against opening a closed door by hand from outside, and for the paperwork if the city asks.
  • If the side door is replaced too, ask for a solid-core door at least 1 3/8 inches thick, three hinges and non-removable pins.
  • Before a low-headroom track or ceiling rack goes in, confirm the garage still clears seven feet over both parking spaces.
  • For a detached garage in a flood zone, ask whether the job counts as a substantial improvement under Chapter 15.40.
  • Check the installer's D-28 license number on the CSLB website before any deposit.

Questions

Newark garage questions, answered from the city's own code

Can we add an outside emergency release to our Newark garage door opener?

Ask the Building Inspection Division first. Section 15.06.060 says an overhead door with an automatic operator must be built so a fully engaged door cannot be opened by hand from outside, and the building official may ask for proof. An outside release is the kind of part that rule speaks to; the inside release cord and a battery backup are the usual answers to an outage.

Does the side door into our Newark garage have to meet the Security Code?

If it is replaced as part of an alteration, expect it to. The code asks for solid-core wood at least 1 3/8 inches thick or 16-gauge hollow metal, three hinges with fixed pins where reachable from outside, a deadbolt or deadlocking latch, and shimming at the strike and hinges so the jamb cannot flex or rotate.

Can half of our two-car garage become a workshop?

Talk to the Planning Division first. Newark requires two parking spaces for a single-unit house, both inside a garage, and does not allow existing parking to drop below that unless equivalent spaces are provided. A two-car garage is measured at 20 by 20 feet inside, so a wall or bench that cuts into that area runs into the rule.

Our detached garage sits below the base flood elevation. Can it be rebuilt?

Under the 2024 flood chapter, yes, within limits: one story, no more than 600 square feet, used only for parking or storage, anchored, with flood openings and flood damage-resistant materials below the base flood elevation and its wiring and plumbing raised to or above it. The Housing Element puts the 100-year flood zone over Areas 3 and 4 and sites in the Bayside Newark plan area.

Does a new opener in Newark still need a battery backup?

Yes. California's Health and Safety Code Section 19892 has barred selling or installing a residential opener without a battery backup since July 1, 2019, and a replacement door may not be hooked to an older opener that lacks one. The backup lets the door open from inside during an outage without relying on a release that works from the driveway.
