Garage doors Menlo Park

Garage doors in Menlo Park, where flood vents and setback lines decide

In Menlo Park the flood map can decide more about a garage than the door does. Where FEMA maps the 1 percent flood, as in much of Belle Haven, a garage rebuilt as part of a substantial improvement may keep its slab below the base flood elevation only if floodwater can pass in and out through vents on every exterior side. Garage doors are also missing from the city's list of work that needs no building permit.

Free to request, and you agree the scope and price with the person you hire before work starts. In California, a job over $1,000 in labor and materials, or one that needs a building permit, must be done by a contractor licensed by the CSLB in the right class. Ask for the license number and check it at cslb.ca.gov.

Before you hire

Settle these before a Menlo Park garage door is booked

  1. Ask whether the address sits in the FEMA flood zone and, if it does, which flood vents the new door must leave clear.
  2. If the opening will be widened, ask who will confirm with a Menlo Park planner whether that garage wall is nonconforming.
  3. When the opener needs a new ceiling outlet, ask for the electrical permit by name in the quote.
  4. Ask the installer to show everyone at home the manual release the city's storm guidance asks residents to learn.
  5. Look up the D-28 Doors, Gates and Activating Devices license number on the CSLB website before signing.

The houses here

Garages older than the zoning lines drawn around them

A Menlo Park house built before today's zoning ordinance, or before its parcel joined the city, can be what the Planning Division calls a nonconforming structure: legally built, but outside current setbacks or daylight plane. Garages sit squarely in that story. The floor area limit on single-family lots counts garages and carports along with living space, and a home with nothing but a one-car garage is not treated as nonconforming for the work-value test on that count alone. Closer to the Bay, a second line matters as much as any setback: the base flood elevation, which decides whether a garage slab may stay low when the house around it is substantially improved.

The work

Door work that meets Menlo Park's flood and zoning rules

  1. A new door on a wet-floodproofed garage

On a new or substantially improved house in the flood zone, the city treats a garage below the design flood elevation as a non-habitable enclosure that floodwater must be able to enter and leave: vents with one square inch of net opening for every square foot of floor, at least one on each exterior wall, the bottom of each no more than 12 inches above the lowest adjacent grade. Parts of the building below the design flood elevation are built of flood-resistant materials. A replacement door should leave every one of those vents uncovered.

  2. Widening an opening in a nonconforming garage

Where a garage wall stands inside a setback that current zoning requires, Planning's guidance lets cladding come off and go back on but expects the wall framing to stay if the nonconformity is kept. The division also adds new, replaced or removed exterior doors in rooms not otherwise remodeled to the value of the work, using the larger opening when a size changes. Raise a wider garage opening with a planner before the framing is touched.

  3. Rebuilding a detached garage near the Bay

Menlo Park judges a substantial improvement one structure at a time, so money spent on a detached garage is not added to work on the house. A new accessory building may have its floor below the base flood elevation if it holds only parking or storage, is wet-floodproofed, does not worsen flooding on anyone else's property, and follows the city's flood ordinance and FEMA Technical Bulletin 7-93, which the city cites.

  4. Openers, the outlet above them and the manual release

The Building Division's exemption list lets a plug receptacle be reinstalled without a permit but leaves the outlet itself out, so a new ceiling outlet for an opener is permitted electrical work. The city's storm guidance asks every household to learn how to open the garage door by hand before an outage, and its outage page warns that PG&E's wildfire shutoffs can last several days.

Permits and local rules

Menlo Park pages worth reading before a door is ordered

  • Floodplain construction FAQs

Public Works answers the garage question head-on: the slab of an attached garage can sit below the base flood elevation when the garage is wet-floodproofed. The trade-off is the driveway approach, which then sits below that elevation as well, and the city says this rules out taking the home off the flood map through FEMA's Letter of Map Amendment process to cut insurance costs. Spreading work over several permits to stay under the half-value line is not allowed.

  • Plan review checklist for FEMA requirements

Plans for new construction or a substantial improvement in the flood zone must show the zone, the base flood elevation and the design flood elevation, which Menlo Park sets at the base flood elevation plus at least 12 inches of freeboard. Houses are wet-floodproofed, and the checklist names the garage among enclosures that need flood vents, with their size, number and location shown along with the outside foundation dimensions of the enclosed area.

  • Work exempt from a building permit

The exemption list, written against the 2025 codes as Menlo Park amended them, covers sheds of up to 64 square feet of roof and eight feet tall, wood fences up to seven feet, low unattached decks and finish work such as painting. No door appears on it. Where a job brings plumbing, electrical or mechanical work along, the list says separate permits are needed unless that work is exempt somewhere else in the city's codes.

  • Nonconforming structures guidance

Zoning Ordinance Chapter 16.80 lets a legally built but nonconforming house be kept up, repaired, altered and expanded, as long as new construction meets current rules. Planning totals the value of work over any 12 months against replacement cost; in R-1-U, a parcel built only to one story may reach 75 percent before the Planning Commission must grant a use permit, and 50 percent applies once there is a second story. Each structure is calculated on its own.

Part by part

Two Menlo Park neighborhoods where storms reach the garage

  • Belle Haven

The city expects the SAFER Bay levees and floodwalls, once built, to make a substantial portion of Belle Haven and the Bayfront eligible for removal from FEMA's 100-year coastal flood maps. Design of three of the five reaches is due to finish in spring 2027, with construction once funding is secured, so the flood rules above still govern garage work here. Fire Station 77 on Chilco Street keeps a year-round sandbag station.

  • The Willows

During the March 2023 atmospheric river, the city reported power coming back to parts of the Willows and Belle Haven after outages, alongside nearly 50 calls about downed trees. A pop-up sandbag station opens on the Pope Street island at 222 Laurel Avenue in heavy rain. In houses here, an opener that runs on battery, or a household that knows the manual release, decides whether the car leaves the garage.

Questions

Menlo Park garage questions, from Belle Haven slabs to shutoffs

Can the attached garage on our Belle Haven house keep its slab below the base flood elevation?

Yes, if the garage is wet-floodproofed, which means flood vents and flood-resistant materials below the line. Public Works spells out the cost: with the slab low, the driveway approach stays low too, so the home cannot be taken out of the flood zone through a Letter of Map Amendment to lower its insurance.

Do we need a Menlo Park permit to replace only the garage door?

Plan on asking. Garage doors do not appear on the city's list of work exempt from a building permit, and a new outlet for the opener is electrical work that list does not cover. The Building Division's permit team can say what the particular job needs before anything is ordered.

We remodeled the kitchen two years ago. Does that count when we rebuild the garage?

It depends on which garage. For the house and an attached garage, projects completed within 36 months before a new application are added together when the city decides whether the work is a substantial improvement. A detached garage is judged as its own structure, so kitchen work in the house is not added to it.

Is it safe to run a generator in the garage with the big door rolled up?

No. Menlo Park's outage guidance says never to operate a fuel-powered generator in a home, garage, basement, carport or other enclosed or partly enclosed space, even with doors open, and to keep it at least 20 feet from doors, windows and vents. A battery-backed opener is the safer way to get the car out during a shutoff.

Why did the city once suggest floodway openings in garage doors?

Before the storm of January 31 to February 1, 2024, the city's list of emergency steps for an imminent flood included creating floodway openings in non-habitable areas such as garage doors, next to sandbagging doorways. It has the same aim as the vents required on rebuilt garages: water moves in and out on its own. For a lasting fix, ask a contractor about engineered vents rather than cutting the door.

Do Menlo Park's wildfire maps change anything about a garage door?

Very little of the area is mapped. When the Menlo Park Fire Protection District adopted the state's hazard maps by Ordinance 54-2025, effective June 19, 2025, it noted it is not responsible for any Very High zone, and its notice said only a small portion of the district came out Moderate, posting a district map and a separate Weekend Acres map. An address inside a mapped zone is worth raising with the district before choosing seals.
