  • Replacing a lateral in the city's green zone

    For parcels in the city's sanitary district, a lateral replacement on private property is a building and plumbing permit from San Leandro's online portal, and it is one of the jobs the city issues without plan review. If the new pipe also runs under the sidewalk or the road, the Engineering Division's encroachment permit has to be issued first. A plumber pricing the job should say which of the two permits the quote includes.

  • Lateral work in Oro Loma's part of town

    Brown-zone parcels apply through Oro Loma's own permit portal instead, and the district's sewer repair permit is required for any repair, even one on a lateral that later passes inspection. Oro Loma's standards add a part many owners do not expect: a backflow prevention system has to be installed whenever a lateral is repaired or replaced, so sewage backing up in the public main cannot rise into the house.

  • Water heater swaps and repipes

    San Leandro lists water heater replacement and repiping among work it can permit without plan review, but the permit still has to be issued before work starts. The city also notes a licensing limit: under CSLB rules, a B general contractor cannot pull a permit for a single trade such as a water heater replacement. That job belongs to a contractor holding a C-36 Plumbing license.

  • Earthquake gas valves on older apartment buildings

    San Leandro's 2007 soft-story survey found 368 potentially hazardous wood-frame buildings with over 4,000 units, and the retrofit ordinance that followed reaches residential buildings of five or more units permitted before January 1, 1985 that are on that inventory. Adopted by the City Council in December 2024, it requires an earthquake-actuated gas shutoff valve within 60 days of the notice placing a building on the inventory, which is gas piping work for a plumber.

Seventy-year-old laterals under the post-war blocks

About half the city's houses date from the post-war building boom of the 1940s and 1950s, and the pipe that carries their waste to the street is often as old as they are. The city's own sewer page lists what causes spills here: grease, tree roots, broken or cracked pipe, missing or broken cleanout caps, undersized sewers, and rain and groundwater getting into the system. Several of those begin on private property, and the city makes the owner responsible for keeping one in working order on private property and under the public right-of-way alike, so the camera run, the repair and the cleanout cap all fall to the household.

  • Which permit a lateral replacement needs

    The city's permit FAQ says replacing sewer lines may take two permits. Work in the public right-of-way needs an encroachment permit from the Engineering Division. For work inside the property lines, the owner checks the sanitary district map: a green-zone address is in San Leandro's district and applies for a building and plumbing permit through the city portal, while a brown-zone address is in Oro Loma's district and applies through Oro Loma.

  • The owner's lateral reaches the main

    San Leandro maintains the sewer mains. Property owners are responsible for the plumbing on their property and for the sewer lateral for its entire distance to the connection with the main, and the city requires laterals on private property and in the public right-of-way alike to be kept working so sewage does not leak into buildings, onto the ground or into the storm drains.

  • Oro Loma's point-of-sale program, Ordinance 35-17

    Properties sold within Oro Loma Sanitary District need a valid Sewer Lateral Compliance Certificate before title transfers, for sales entering escrow on or after August 1, 2026. The inspection pairs a CCTV run with an air or water pressure test, both with a district representative present. A failed lateral gets a Notice to Repair, and a time extension certificate must be requested before escrow closes if the work will finish afterward.

  • Soft Story Retrofit Ordinance No. 2024-017

    San Leandro adopted Ordinance No. 2024-017 in December 2024, now Article 16 of Chapter 7-5 of the Municipal Code, on earthquake hazard reduction in existing soft-story residential buildings. It requires an engineering screening and evaluation within 18 months of notice, written notice to tenants, a posted warning sign and the gas shutoff valve, and it reduces plan review and inspection fees for owners who submit qualifying reports within six, 12 or 18 months of notice. It does not itself require a retrofit.

How do I know whether my San Leandro house is on the city sewer or Oro Loma's?

Use the sanitary district map the city links from its permit FAQ: search your street number and name and see which color the parcel falls in. Green is San Leandro's district, and lateral permits come from the city's online portal. Brown is Oro Loma Sanitary District, which runs its own permits and, from August 2026, its own sale certificate.

Who pays to fix the sewer pipe under the street in front of my San Leandro house?

The owner. The city maintains the sewer mains, but it makes property owners responsible for the lateral for its entire distance to the connection with the main, the stretch under the sidewalk and street included. Does selling a San Leandro house require a sewer lateral test?

In Oro Loma's district it does for sales entering escrow on or after August 1, 2026: a compliance certificate earned with a camera run and a pressure test the district witnesses. San Leandro is not among the eight communities under EBMUD's regional lateral ordinance, so for a green-zone house, ask the city whether any sale requirement applies.

Can my general contractor pull the permit for just a water heater?

Not in San Leandro. The city's permit FAQ cites the CSLB rule that a B general building contractor cannot take a prime contract for a single trade such as a water heater, furnace or reroof unless the job involves at least two unrelated trades. A water heater on its own goes to a C-36 plumbing contractor.

Our building got a soft-story notice. What plumbing work comes with it?

The earliest piece is the gas valve. Under the ordinance, owners on the soft-story inventory must install an earthquake-actuated gas shutoff valve within 60 days of notice; the engineering screening, tenant notices and posted warning follow within 18 months. The ordinance requires an evaluation, not a retrofit, so any retrofit is separate work for an engineer and a licensed contractor.
