Estate-era sewers under a canopy of old trees

West Bay Sanitary District was voted into being on December 10, 1902, at an election held in the Menlo Park Hotel, when much of the area was still country estates and neither Menlo Park nor Atherton had incorporated. The houses came later and in waves: Craftsman houses and bungalows in the Willows from the 1920s, ranch houses and apartments added to Linfield Oaks in the mid-1950s, and Sharon Heights built out in the 1960s on the old Sharon estate. The district says its territory is crowded with mature trees and aging lines, and that root intrusion is the most common cause of its sewer problems.

The work

Lateral, cleanout and heater work that West Bay and the city shape

  1. Replacing a lateral by trench or by trenchless method

    West Bay issues a Class 1A permit for open-trench work on a house and a Class 1F permit for pipe bursting or cured-in-place lining. Before a 1F permit issues, a district inspector must confirm the lateral is at least 36 inches deep at the property line, and every owner of record signs a notarized Limited Sewer Service Agreement. Lined pipe then needs post-work video of the connection at the main; a burst pipe gets an on-site inspection of that reconnection instead.

  2. A conforming cleanout at the property line

    Every building sewer is supposed to have an approved cleanout within 5 feet of the property line, in a box that stays visible and reachable. In a concrete sidewalk the box is concrete, with a loose lid lifted by two holes; in a driveway or street it is cast iron, its cover held by two brass screws. West Bay also wants an overflow relief valve on that cleanout, and only a conforming one lets district crews attempt a courtesy clearing from the property line to the main.

  3. A backwater device for floors that sit low

    Section 406 of West Bay's regulations requires a backflow prevention device on the side sewer of any house whose finished floor is less than 12 inches above the top of the nearest upstream manhole. It belongs between the building and the property-line cleanout. The district's letter on the subject adds the plumbing code's conditions: fixtures above that manhole elevation must not drain through the valve, and the valve stays accessible, in a pit with a removable cover unless it is exposed.

  4. Tearing down and rebuilding on the old lateral

    Before demolition, a lateral meant for reuse gets a Class 4B temporary disconnect permit and is capped at or within 5 feet of the property line, with the cap inspected before backfill. Reuse hinges on a television inspection of the stretch from the property line to the main, the only test the district accepts, recorded with a footage meter and the address. If it fails, the address goes on the district's main-line-only service list until a Class 1A replacement passes final.

  5. Gas to heat pump water heaters, filed online

    Menlo Park takes building permit applications only online, through its Accela Citizen Access portal. A gas-for-gas water heater swap needs no plans, just the application, product specifications and a signed Title 24 form. A heat pump replacement adds a lot plan showing old and new equipment locations, distance to property lines, the electric panel and the new receptacle with its circuit amperage, a floor plan if the heater moves, and a Covered Parking Encroachment Acknowledgment signed by the owner.

  1. West Bay Code of General Regulations, Article IV

    Side sewers, from the connection at the district's public sewer to the property served, belong to the owner alone, along with their repair. The same article sets the property-line cleanout and its box, specifies PVC C900 or an approved equal for residential laterals, and in Section 406 requires the backflow device for low floors. The district may refuse clearing service where it could cause damage or where a lateral needs clearing too often, and can then require the owner to inspect, test and repair it.

  2. Wye Connection Policy

    The connection to the main is West Bay's sole responsibility. If a plumber replacing a lateral finds the existing wye cracked or damaged, it is reported to the district at once; after verifying the break, the district schedules the repair within 3 business days. The plumber excavates about 2 by 5 feet to pipe depth and secures it with steel plates or shoring, district crews remove the defective wye and install a new connection, and the plumber backfills, compacts and repaves.

  3. The heritage tree protection zone

    Menlo Park protects native oaks with trunks of 10 inches or more and trees other than oaks at 15 inches, measured at a height of 54 inches. Any work inside an area ten times a protected tree's diameter, its tree protection zone, needs a tree protection plan the city approves before a grading or construction permit issues, and a heritage tree permit application must use a consulting arborist from the city's approved list. A lateral trench across a front yard under an old oak can land squarely inside that zone.

  4. Backflow and service lines on the city's water system

    For Menlo Park Municipal Water, San Mateo County Environmental Health runs the backflow program: it keeps the list of approved testers, mails the annual testing notices and holds the records. Assemblies are typically required on commercial, industrial, irrigation, fire and new residential connections. The same utility's service line inventory, approved by the state, found no lead or galvanized service lines after about 74 percent of customer-owned lines were inspected during its AMI metering project.

Who supplies the water and takes the sewage, part by part

  • The Willows between Menalto and Euclid

    Properties between Menalto Avenue and Euclid Avenue are served by the East Palo Alto Sanitary District, not West Bay, and their sewage goes to the Palo Alto Regional Water Quality Control Plant. That area largely overlaps O'Connor Tract Co-Operative Water Company, which serves a small section of the Willows from two deep wells and a 100,000-gallon tank, and fewer than ten Menalto Avenue addresses get well water from Palo Alto Park Mutual instead.

  • Sharon Heights

    The city's own water utility serves Sharon Heights as its Upper Zone, separate from the Lower Zone it runs east of El Camino Real; both buy their water from the San Francisco Public Utilities Commission. Here the meter, the backflow rules and the service line belong to Menlo Park Municipal Water.

  • Downtown and West Menlo

    Cal Water serves 8,798 Menlo Park addresses in these areas from its Bear Gulch District, buying 89 percent of its supply from the SFPUC and drawing the other 11 percent from a 1,200-acre watershed in the Woodside hills. It reports no known lead service lines in its systems.

Will West Bay Sanitary District clear our backed-up lateral?

It will try, from a conforming property-line cleanout to the main, if you call the district first; its crews always check the main. A blockage between the house and that cleanout, or on a lateral with no conforming cleanout, is a plumber's job. Newer residents who hired a plumber before calling, only to find the stoppage was in the public main, may be reimbursed for up to one hour of reasonable charges on a claim form.

Our plumber found the wye at the main cracked. Who fixes it in Menlo Park?

West Bay does. The connection to the main is the district's sole responsibility, so the plumber reports the damage, the district verifies it and schedules the repair within 3 business days, and the plumber provides the excavation, shoring and backfill around it. Moving or rerouting the lateral connection is a different matter and carries a district charge.
