Plumbing Campbell

Campbell plumbing under MGO permits and West Valley's sewer rules

Campbell plumbing permits are filed through the city's MyGovernmentOnline portal, and the city's trade-permit guide names the license for each job: C-36 for water heaters, water lines and sewer lines. Below ground, West Valley Sanitation District runs the sewers from its office in Campbell and offers an interest-free loan toward replacing a failed private lateral. The water San Jose Water delivers here is typically Valley Water's treated surface water, softer than its well water.

The work

Pipe work Campbell's handouts already spell out

  • A new sewer line with an East Bay two-way cleanout

Campbell wants the soil or waste pipe carried two feet past the exterior wall, with a building drain cleanout there, and a two-way cleanout built as a back-to-back combination wye and eighth bend, the fitting the handout calls an East Bay or Texas two-way. The trade-permit guide keeps building sewers below ground unless the inspector approves otherwise and holds sewer pipe at least 12 inches from water supply pipe. West Valley Sanitation District reviews the work separately and may add a property-line cleanout or a backflow device.

  • Replacing the water line from the meter

San Jose Water owns the service up to the outlet coupling of the meter; the line from there to the house, the house valve and everything inside belong to the owner, and CPUC Rule 16 has the customer provide a shut-off valve between the utility and that line. Campbell's water line checklist asks the applicant to say whether the house has fire sprinklers, give the size and material of the new pipe and the water pressure at the meter, and leave trenches open until every inspection is done.

  • Swapping a water heater

A replacement is a routine online permit that needs no plans, though a new heater where none stood before does. In a garage, burners not listed as flammable vapor ignition resistant sit 18 inches up, and a heater exposed to cars needs a barrier. One in a bedroom or bathroom closet needs a listed gasketed door with a self-closer and outdoor combustion air, or must be direct vent. Any system with a check valve, backflow preventer or pressure regulator needs an expansion tank.

  • Protecting a two-story house from sewer backflow

Under California Plumbing Code 710.1, as Campbell's handout presents it, fixtures on a floor below the next upstream manhole cover need a backwater valve, and fixtures on higher floors may not drain through it. For existing homes of two or more stories, the city allows an alarm that detects a sewer backup instead of separating the upstairs plumbing. The alarm needs its own plan, runs on house power with a battery backup, and cleanouts on drains that pass through the valve carry a backwater valve downstream label.

  • Taking a septic tank out of service

Campbell treats this as two city permits filed in MGO, an abatement and removal permit and a general trade plumbing permit, plus a West Valley Sanitation District permit for the new sewer connection. The handout has the tank pumped of any remaining sewage, its lid broken up or removed, three holes made in the bottom, and the shell filled with small concrete chunks mixed with gravel and dirt.

The houses here

Sixties and seventies houses with drains due for a second look

Campbell's 2023-2031 Housing Element counts 7,848 homes built between 1960 and 1979, the largest share of the city's housing, and observes that unless properly maintained, homes older than 50 years need major renovation to stay in good working order. Under them run drains of several eras. The city's sewer cleanout handout quotes Municipal Code 14.04.025: soil and waste pipe under or inside a building must be cast iron with no-hub bands, ABS or PVC, while existing wrought iron pipe and fittings of the old Durham system may stay. Where a house has no cleanout at the end of its line, the handout makes a two-way cleanout part of the job.

Permits and local rules

Where Campbell and West Valley draw the lines

  • Campbell's general trade (MEP) permit guide

Trade permits are submitted electronically through MyGovernmentOnline, and the guide assigns C-36 Plumbing Contractors to water heaters, water lines and sewer lines, with owner-builders as the only alternative. Plans are not always needed, but they are for trenching of utilities or plumbing, new plumbing fixtures as opposed to replacements, and new water heaters as opposed to replacements. The guide also notes that a limited liability company cannot act as an owner-builder; it has to hire a licensed contractor.

  • Cleanout spacing in the sewer handout

Alongside Municipal Code 14.04.025, the handout applies California Plumbing Code 707.4: a cleanout at the upper end of each horizontal drain, another for every 100 feet of run, and one more wherever the line's changes in direction add up to more than 135 degrees. A two-way cleanout inside the wall near where the building drain meets the building sewer, or outside at the low end extended to grade, may stand in for the upper-terminal cleanout.

  • West Valley's Private Lateral Replacement Program

Single-family homeowners whose upper lateral has failed, or is failing, can apply for an interest-free five-year loan recorded as a lien, one lateral per property and one property per homeowner, on a first-approved, first-served basis. The district first confirms the lateral reaches its main in the public right-of-way, then reviews a camera inspection by a contractor from its registered list. Approval opens 30 days to sign a construction contract, then 90 days to finish the work, with district permit fees waived.

  • Air Quality Ordinance 2316 on new and rebuilt homes

Adopted on September 3, 2024, the ordinance prohibits nitrogen-oxide emissions from water heating, space heating, cooking and clothes drying equipment in new residential buildings and in substantial rebuilds that reuse parts of an existing building. Which side of that line a big remodel lands on is decided by the city's New versus Remodel review, required once a project passes half the existing floor area and settled by four tests on cost, roof framing, exterior walls and interior walls.

Questions for a Campbell plumber before the permit is filed

  • Which MGO permit group will the job go under, and does it need plans because it trenches or adds a fixture?
  • If the lateral work reaches the sidewalk or street, is your company on West Valley's registered list as an A, C-34 or C-42 contractor?
  • Will the new sewer line be ABS, PVC or no-hub cast iron, and where will the two-way cleanout sit?
  • Can you record the water pressure at the meter and say whether a regulator and expansion tank belong in the plan?
  • Is your C-36 Plumbing license current on cslb.ca.gov?

Questions

Campbell homeowners ask about sewers, heaters and permits

Sewage is coming up through our floor drain in Campbell. Who do we call first?

West Valley Sanitation District asks to be called first, day or night, and checks its main at no added charge because the service is part of the sewer charge on the property tax bill. If there is a property-line cleanout, its crew also clears the lower lateral to the main. If the problem is on the house side, or there is no cleanout, the owner hires a plumber. Hold off running water until the backup is cleared.

Our Campbell rental is owned by an LLC. Can we pull the plumbing permit ourselves?

No. Campbell's trade-permit guide says a limited liability company cannot be an owner-builder, so the water heater, water line or sewer line permit has to come from a licensed contractor holding the C-36 Plumbing class. The guide lets owners of single-family homes act as owner-builders under certain conditions, after signing disclosure forms, but an LLC never qualifies.

Our two-story house needs a backwater valve. Does the upstairs plumbing have to be rerouted?

Not necessarily. Fixtures above the trigger level may not drain through the valve, which usually means separating the upstairs lines, but for existing homes of two or more stories Campbell accepts a sewer-backup alarm instead. Submit the alarm plan with the permit application; adding it after the permit is issued brings a revision fee.

Is Campbell's water hard enough to scale up a water heater quickly?

Less so than in much of San Jose Water's system. Its source map says Campbell typically receives water bought from Valley Water, which averaged 99 ppm of hardness, about 5.8 grains per gallon, in the 2025 water quality report, against an average of 288 ppm for the company's well water. Sources do shift at times with supply and drought, so it is worth asking a plumber what the tank shows.

How soon does an inspector come once we request one in MGO?

Campbell says a request submitted before midnight is set for the following business day unless the inspector says otherwise. Inspections run from 9 a.m. to 4 p.m. on weekdays. Put a morning or afternoon preference in the notes, along with the name of whoever will meet the inspector on site.
