Snowmelt water, root-filled laterals and city backflow tests in Hayward

In Hayward the city itself is usually on the other side of a plumbing job. Its Public Works & Utilities department buys all of the city's water from the SFPUC, mostly Hetch Hetchy snowmelt, runs the sewer mains, and schedules and conducts backflow assembly tests itself. The sewer lateral, though, belongs to the property owner from the house out to the main, and Hayward expects a permit for almost all plumbing work, water heater swaps included.

What Hayward's code and handouts require

  1. Lateral responsibility under HMC 11-3.060

    Section 11-3.060 of the Hayward Municipal Code makes maintenance of the building sewer the responsibility of the owner of the property it serves. The city's sewer page spells out the reach: the customer maintains and repairs the private lateral on private property and under the sidewalk and street, up to and including where it connects to the public system. The city maintains only the mains in public streets and easements, and the code definitions reprinted in its handbook describe a sewer contractor as one holding a valid business license to do sewer work in Hayward.

  2. Permits for nearly everything, emergencies included

    Hayward's Do I Need a Permit? handout says building permits are required for almost all construction work, plumbing named first, and lists the only exceptions. Fixing plumbing leaks and repairing equipment are exempt; other plumbing work is not. When equipment replacement or a gas leak has to be handled as an emergency, the work can go ahead, but a building permit must be obtained from the city by the next working day. Applications go through Hayward e-Permits, which replaced the old system on December 5, 2022.

  3. The residential water heater checklist

    Hayward's checklist for storage water heaters applies Chapter 5 of the California Plumbing Code and the manufacturer's instructions. Beyond strapping, combustion air and venting, it bars gas-fired heaters from bedrooms and bathrooms unless they are direct vent, and requires a pan with a drain where a leak could damage the structure. It also notes that electric resistance heaters need special measures to meet the energy code, while heat pump water heaters can be considered as an alternative to gas.

  4. Cross-connection control in the Hayward Water System

    The city runs a cross-connection control program to keep backflow out of its distribution system, covering links to irrigation, cooling and auxiliary water systems. It requires a backflow prevention assembly whenever a potential hazard exists on the premises, as close to the meter as practical. Hayward then schedules and performs the periodic test itself, and the owner handles repairs and the retest request.

A quarter of the city built in one decade

Hayward's Housing Needs Assessment shows how concentrated its building boom was: 24.7 percent of the city's housing dates from 1950 to 1959, close to double the Alameda County share for that decade, and 80 percent was built before 1990. The assessment notes that housing past 30 years old is more likely to need new plumbing among other repairs. Under the yards of those 1950s tracts run the original laterals, and the city's own handbook on sewer maintenance describes how they fail: joints crack slightly through old age and shifts in the earth, the cracks leak moisture, and tree roots follow the moisture in until the pipe blocks.

Where a Hayward plumbing call tends to go next

  1. Roots in the lateral, again

    Hayward does not service laterals. Its handbook says the city will check the public sewer main only after a plumber or drain service verifies that the main is the part that is plugged or causing the stoppage. So the first visit is a cleaning and a camera run from the cleanout. If roots keep returning at the same cracked joints, the choice is between repairing those sections and replacing the run, and every new connection to the public sewer has to be approved by the city.

  2. A water heater swap the city inspects

    Hayward's handout is plain: a plumbing permit is required to install, remove, replace or relocate a water heater, taken out before the work starts. The final inspection checks items such as two seismic straps in the upper and lower thirds of the tank, a gas shutoff within six feet, a sediment trap, a relief line that ends outside pointing down, and burners at least 18 inches above a garage floor. A standard replacement also needs the city's simplified CF-1R-ALT energy form.

  3. Expansion tanks, with no exceptions

    The same handout states that an expansion tank is required for any system with a check valve, backflow preventer or pressure regulator that keeps building pressure from dissipating back into the main, and adds the words no exceptions. A Hayward house that has a backflow assembly at the meter, or that gets a pressure regulator during the job, therefore gets a tank at the heater as part of the same permit.

  4. Moving or replacing a backflow assembly

    Where a hazard on the premises calls for one, Hayward requires a backflow prevention assembly near the meter. The city schedules and conducts the periodic test itself and tells the owner if the device fails; the repair is the owner's, followed by a call for a retest. Moving or replacing an assembly needs approval from the city's Cross-Connection Control Specialist first, the replacement must be on the approved list, and it has to be tested immediately.

Will the city clear a backed-up sewer at my Hayward house?

Not the lateral. Hayward's handbook says the city does not service lateral sewers, and checks the public main only once a plumber or drain service verifies the main is what is plugged. If the main is clear, the stoppage is in your lateral, which the municipal code makes the owner's to maintain, out to and including the connection.

How hard is Hayward's tap water?

The city's 2025 water quality report lists hardness from 8.1 to 112 ppm, averaging 60. About 85 percent of the supply is Hetch Hetchy water from Yosemite and the rest comes from the Alameda watershed's Calaveras and San Antonio reservoirs, treated at Sunol. The SFPUC disinfects with chloramine, which the city flags for aquarium owners and others who need special precautions. Compare those figures with what a softener or tankless maker recommends before buying either.

Our water heater failed on a weekend. Does the replacement have to wait for a permit?

No. Hayward's permit handout allows equipment replacement on an emergency basis, as long as a building permit is obtained from the city by the next working day. The new heater still needs its final inspection. Note that Hayward City Hall is closed to the public on Fridays, so the permit is usually filed online through e-Permits.

Are there lead pipes in the Hayward Water System?

The city reports no known lead service lines and says any found during repairs are replaced promptly; none were found in 2025. In its 2025 round of tap sampling, all 81 residences tested were below the lead action level, and the next round is due in 2028. The city still advises flushing longer before drinking if a house has lead or galvanized pipes.

Who tests the backflow device on my Hayward water service?

The city does. Hayward schedules the test of your backflow prevention assembly, carries it out, and notifies you if the device fails. Getting it repaired is the owner's responsibility, followed by a request for a retest, and any move or replacement needs the Cross-Connection Control Specialist's approval first.
