Plumbing Sebastopol

Plumbing in Sebastopol, between city wells and the property-line cleanout

In Sebastopol the owner's sewer pipe ends at the edge of the lot. City code leaves the upper lateral, from the house to the cleanout at the property line, to the owner, and Public Works services the lower lateral out to the main. Every tap draws on city wells in the Santa Rosa Plain basin, and the sewer charge is set from winter water use, so a leak left running in February costs long after it is fixed.

Permits and local rules

The lines Sebastopol draws around plumbing work

  1. Where the owner's pipe stops

Under Municipal Code Section 13.08.030, the property owner is responsible for the sewer lateral under any property the city does not own, and carries every cost of installing, connecting, maintaining, repairing, altering, abandoning or removing it. The city's grant guide calls the run from the house to the property line the upper lateral and the piece from there to the main, connection included, the lower lateral. Old laterals let winter rain into the public system, which is why the city cares: that inflow can overwhelm the sewers and end in spills and overflows.

  2. The short list of plumbing work with no permit

The Building Department's handout on work exempt from permits, revised in December 2020, names three kinds of plumbing work: stopping a leak in a drain, water, soil, waste or vent pipe; clearing a stoppage or fixing a leak in pipes, valves or fixtures; and taking out and resetting a toilet, so long as no valve, pipe or fixture is replaced or rearranged. Once a concealed pipe is defective and has to be replaced with new material, the handout treats it as new work, with a permit and an inspection.

  3. Digging in the street, and on the two state highways

Work in a street, sidewalk, easement or other public right-of-way needs a city encroachment permit, filed through the e-permitting portal with every contractor listed by license number and classification, and each of those contractors needs a City of Sebastopol business license. On State Highways 116 and 12, which inside the city means Gravenstein Highway North and South, Petaluma Avenue, McKinley Street, Healdsburg Avenue, Main Street and Sebastopol Avenue, most projects need a Caltrans permit before the city will approve its own.

  4. Two air districts share the town

The County of Sonoma lists Sebastopol among four towns divided between the Bay Area Air Quality Management District, which covers southern Sonoma County, and the Northern Sonoma County Air Pollution Control District, based in Healdsburg. Whether the Bay Area district's Rule 9-6 governs a replacement gas water heater depends on which side an address falls, and the county's online map settles it. Under the 2023 amendments, small water heaters put in after a burnout from 2027 on must emit no nitrogen oxides; on November 4, 2026 the district's board weighs exemptions and a later date.

The work

From the cleanout to the toilet tank: the usual calls

  1. Replacing the upper lateral

Municipal Code Section 13.08.030, as the city's grant guide explains it, starts the private lateral where the house plumbing joins it, usually within two feet of the foundation, and runs it to a cleanout or connection at the property line. The owner pays for installing, repairing, altering or abandoning that run. Past it, the city's sewer management plan says Public Works services and repairs the lower lateral to the main. Bids under the grant program named one of two methods, pipe bursting or open trench, and a qualifying job included a new cleanout at the property line.

  2. A toilet swap that earns the city rebate

Sebastopol's High-Efficiency Toilet Rebate is paid as a credit on the water and sewer bill, and its rules are narrow. Only models on the Sonoma County Water Agency's qualifying list count. The receipt must show the buyer's name, the installation address, the purchase and installation dates, the brand and the model, and the purchase has to fall in the July-to-June program year. After applying, the owner books a site inspection of the new toilet with the Building Department. Payments last while funds do, and the city says the program can change or end without notice.

  3. A new water heater, and where a heat pump's outdoor unit may go

A water heater is not on the city's list of plumbing work exempt from permits, so a replacement goes through Building and Safety. Both local ZIP codes, 95472 and 95473, sit in Title 24 Building Climate Zone 2 on the Energy Commission's list. If a split heat-pump model puts a compressor outdoors, the city's residential zoning standards allow ground-mounted mechanical equipment at half the main building's setback but no closer than 5 feet to a side or rear property line, no taller than 6 feet, and built or insulated to limit noise heard next door.

  4. The yearly backflow test

A home with a backflow preventer, the one-way device that keeps a hazard from flowing back into the city's water, has to have it tested every year, as Title 17 of the California Code of Regulations requires. Public Works mails a letter when the test is due, and the owner then has 30 days to get it done. Any tester holding backflow certification may do it; the list the city publishes simply names the testers who served its customers the year before, and the city posts a test report form for the result.

The houses here

Pipes laid mostly between 1960 and 1979, some far earlier

The 2023 Housing Element finds the largest share of the city's homes, 1,409 units, built from 1960 to 1979, and only 26 added since 2010. Growth has stayed inside an urban growth boundary that voters first approved in 1996, so plumbing work here is almost entirely on existing houses. Older ones remain as well: the city's profile mentions Craftsman bungalows and farmhouses about a century old, and the General Plan notes many Victorian residences along South Main, some turned into offices. Drain lines and upper laterals under those houses have been in the ground for decades, and the city's lateral grant guide warns that tree roots work into cracks in old laterals and can reach the public sewer too.

Timing

December through March sets the sewer bill

The city cannot meter sewage, so it estimates indoor use from the two lowest water meter readings between December and March and bills that winter average as the household's sewer flow charge, a cap the bill will not exceed. A running toilet or an irrigation timer left on through those months raises the figure for the billing year. The same months bring the worst Laguna flooding and the city's few frost days, so fixing leaks, shutting off irrigation and wrapping exposed pipes before December pays twice. The EyeOnWater app flags leaks from the new cellular meters.

Part by part

Two parts of town with their own plumbing story

  • Morris Street and the Laguna flats

This is where the city floods. In the storm of December 31, 2005, water 18 inches to 2 feet deep surrounded the city's sewer pump station, and in February 2019 homes on Flynn Street, Park Village and the Community Cultural Center on Morris Street took water. The ground along the Laguna is also in the very high liquefaction class. Ask how any cleanout or backwater valve on the lateral will sit against past flood levels.

  • South Main

The General Plan singles out South Main for its many historic Victorian residences and its mix of homes and houses converted to offices. They are among the oldest buildings on the sewer system, so their upper laterals and drain lines have had the longest time to crack and take in roots. A camera run from the cleanout usually comes before any choice between pipe bursting and an open trench.

Questions

What owners here ask before calling a plumber

Who repairs a broken sewer lateral under the sidewalk in front of a Sebastopol house?

Usually the city. Its sewer system management plan says Public Works services and repairs the lower lateral, the part from the main in the public right-of-way to the cleanout at the property line, while the owner looks after the upper lateral from that cleanout to the building. Call Public Works before anyone digs in the right-of-way; private work there needs an encroachment permit, and on the highway streets a Caltrans permit as well.

Does selling a house in Sebastopol require a sewer lateral inspection?

Not under a city ordinance. A 2020 settlement with California River Watch had the City Council consider a point-of-sale rule that would have required an inspection at transfer if the lateral had not been inspected or replaced in the previous ten years, or after two overflows within two years. After a hearing on May 18, 2021, the Council chose not to adopt it and set up a grant fund instead. A buyer can still ask for a camera inspection.

Can we still get the city's grant toward a new sewer lateral?

Ask before counting on it. The Water & Wastewater page still describes the Private Sewer Lateral Replacement Grant Program, but the city's final settlement report, dated June 2025, said no one had requested a reimbursement and that the program would end on June 30, 2025. Under its rules, no work could start before the city's letter of obligation, and the owner needed at least three bids from licensed contractors.

How hard is the water from Sebastopol's wells?

Hard, on the U.S. Geological Survey's scale, which counts 121 to 180 milligrams per liter as hard. The 2025 Consumer Confidence Report gives a hardness of 150 parts per million, the same unit, with readings from 120 to 160 across the city's wells, all drawn from the Santa Rosa Plain groundwater basin. Expect mineral scale on aerators, inside tank water heaters and on fixture seats; the report calls the minerals naturally occurring.

Can I replace a toilet in Sebastopol without a building permit?

Do not assume so. The city's exempt-work handout covers pulling and resetting a toilet only when no valve, pipe or fixture is replaced or rearranged, wording that leaves a full replacement unclear. Ask Building and Safety, which is closed on Fridays, before the swap. If you plan to claim the high-efficiency toilet rebate, the city inspects the installed toilet in any case.

Before you hire

Before a Sebastopol plumbing job starts, ask

  • Will the permit be pulled under your C-36 Plumbing license, and may I look up that license number at cslb.ca.gov before signing?
  • Does the lateral quote stop at the cleanout on the property line, and will you check with Public Works before touching the lower lateral?
  • Does our address fall in the Bay Area Air District's part of town, and does the gas water heater you are quoting meet Rule 9-6 there?
  • If the new water heater is a split heat pump, where will the outdoor unit sit against the 5-foot side and rear setback?
  • Is this toilet model on Sonoma Water's qualifying list, so it will pass the city's rebate inspection?
