Plumbing Vacaville

Vacaville pipes, from Berryessa water to the cleanout at the curb

Two things shape plumbing in Vacaville. The water is hard and varies by neighborhood, because the city blends Lake Berryessa water, Delta water and deep wells, and its 2025 report puts well water at 76 to 300 ppm of hardness. And the Building Division leaves little to chance: its checklist requires a permit and final inspection for every water heater replacement. Most houses here date from 1970 to 1999.

Two short steps. A local pro who takes this work calls or texts you back.

To send a request, call or text (415) 449-8213.

Free to request, and you agree the scope and price with the person you hire before work starts. In California, a job over $1,000 in labor and materials, or one that needs a building permit, must be done by a contractor licensed by the CSLB in the right class. Ask for the license number and check it at cslb.ca.gov.

Before you hire

Before you hire a plumber in Vacaville

  1. Ask who will pull the permit and request the final inspection, and whether the company already has eTRAKiT access.
  2. On a water heater quote, ask whether the expansion tank, the outdoor relief line and any alarms the inspector checks are included.
  3. For a new water service, ask for the pressure reading at the house and whether a regulator is needed above 80 psi.
  4. If the trouble is past the property-line cleanout, ask who handles work in the public right-of-way.
  5. Check the C-36 Plumbing license at cslb.ca.gov and match the business name and number to the contract.

The houses here

Tract plumbing from three busy decades, and a small 1940s core

Census estimates in the city's 2023-2031 Housing Element count 34,176 homes in Vacaville, and 22,484 of them were built between 1970 and 1999; the 1970s alone account for 8,624. Only 5,446 date from before 1970. The city's 2022 windshield survey placed the oldest stock in small single-story houses west of City Hall, built from the 1940s to the 1970s, and in 1950s and 1960s starter homes around Beard Street. Well over half of the housing was built before 1990, which matters at final inspection: the city's fixture handout applies a state rule to every single-family house built before January 1994, so a permitted remodel here usually ends with water-conserving toilets and faucets.

The work

What Vacaville inspectors look at on everyday pipe work

  1. Swapping a water heater, permit and all

The Building Division's water heater checklist cites the plumbing code's permit section for replacement and repair alike. At inspection it looks for a full-bore ball valve on the cold supply with unions within 12 inches, the first five feet of hot and cold piping insulated, one seismic strap in the upper third and one in the lower third, a relief line that ends outdoors 6 to 24 inches above the ground and points down, an expansion tank, and carbon monoxide and smoke alarms where the building code calls for them.

  2. Re-piping the water service in copper

Vacaville's re-pipe checklist sets out what a new service line has to meet: Type L copper laid at least 12 inches below finished grade, clean earth or sand as backfill, a full-way valve on the house side of the meter, and a pressure regulator anywhere street pressure runs above 80 pounds. The cold-water bond must be reconnected at the service, the system must hold its working pressure for 15 minutes, and hose bibs get non-removable backflow preventers.

  3. Leaks on the owner's side of the meter

The city's utilities staff are not authorized to repair a leak on the customer side of the meter, or to recommend anyone who will, so that repair is the owner's to arrange. The conservation page asks customers to check back once the repair is done, because a billing credit may be available. Keep the plumber's invoice and note the date the leak was fixed before you call.

  4. Following up on the 2025 sewer smoke test

In August and September 2025, crews blew non-toxic smoke through city sewers to find where rainwater gets in. The city's notes say smoke inside a home may mean dry traps, faulty vents, or damaged pipes, connections or seals under the building, any of which can also admit sewer gas. If smoke rose through a drain you use every day, or from the lawn over your lateral, a plumber can trace the opening with a camera or a test of the drain lines.

Permits and local rules

The city paperwork behind a plumbing job here

  • Permits through eTRAKiT

In mid-May 2025 the Building Division moved to eTRAKiT, which takes online applications and payments, runs electronic plan review and shows permit history. The city asks applicants to confirm first that the address is inside Vacaville city limits. Contractors get online access by emailing the eTRAKiT request form, completed by the CSLB license holder and signed with a wet or verified digital signature; forms without one are not processed.

  • Who looks after the sewer service line

Vacaville's sewer chapter, as quoted in the city's Sewer System Management Plan, sets a four-inch minimum for a single-family service line and requires a cleanout at or near the property line so the stretch under the public right-of-way can be cleaned. The city accepts sewage at the connection to its main and performs no maintenance on service lines outside a city street right-of-way except at the user's expense. The Director of Public Works may also require a backflow device on a service line.

  • Water-conserving fixtures at final inspection

The Building Division's residential fixture handout quotes Civil Code 1101.4: for single-family houses built before January 1994, a permitted improvement that is not a repair cannot get final approval until noncompliant fixtures are replaced. The handout lists toilets that use more than 1.6 gallons per flush and interior faucets that run above 2.2 gallons per minute, along with older high-flow showerheads.

Part by part

Parts of town where the plumbing call changes

  • West of City Hall and Beard Street

The 2022 survey dated the small houses on Albacete, South Orchard, Walnut and Camellia Way to the 1940s through 1970s, and rated Beard Street's 1950s and 1960s starter homes poor to fair. These hold the oldest supply and drain lines in the city, and Program HE-25 in the Housing Element names Beard Street and the Rocky Hill Road and Markham Avenue area for rehabilitation help as funding allows.

  • North Village and Roberts' Ranch

The newest houses sit on the northeast side: North Village, bounded by Midway Road, Leisure Town Road, Vaca Valley Parkway and I-505, and Roberts' Ranch at Leisure Town and Fry roads, where homebuilding began in 2019, so much of the plumbing there is only a few years old. A water heater swap or a new fixture still goes through the same permit and final inspection as in the older core.

  • Elmira

Elmira is unincorporated, yet the City of Vacaville provides its sewer collection and treatment, and the Utilities Department works out of Vaca Station Road there. Building permits for an Elmira house come from Solano County's Building and Safety Division rather than eTRAKiT, so ask which agency a job goes to before it is quoted.

Questions

Vacaville homeowners ask about heaters, scale and sewer smoke

Does a like-for-like water heater swap in Vacaville really need a permit?

Yes. The city's checklist requires a permit for replacing or repairing a water heater, and its residential handout says every installation and replacement needs a final inspection. A straight swap assumes the gas line and venting already work. A heater that is new or moved is held to new-construction rules, including a gas line sized to deliver at least 200,000 Btu per hour.

Why does one Vacaville house get heavy white scale and another hardly any?

The city says hardness varies from one part of Vacaville to another. Its supply mixes treated lake and Delta water with groundwater, and the 2025 report shows well water ranging from 76 to 300 ppm, averaging 179, against 155 to 160 ppm for treated surface water. Divide ppm by 17.1 to get grains per gallon. A plumber can judge from the aerators and the water heater how much scale your water is leaving.

Smoke came up through our floor drain during the city's sewer test. Is something wrong?

Possibly. Vacaville's notes say smoke indoors may point to plumbing deficiencies that could also let sewer gas in. The most common cause is a dry trap in a drain that rarely gets used, so pour water into it first. If the trap was full, have a plumber check the vents, the trap seals and the pipes under the house.

Crews saw smoke rising from our front lawn. Who pays to fix the lateral?

Usually the owner. Vacaville's sewer chapter says the city accepts sewage at the connection to its main and does no maintenance on service lines outside a city street right-of-way except at the user's expense. Smoke from a lawn points to a break in the private line. A camera inspection shows where it is and whether a spot repair will do.

Is Vacaville under the Bay Area air district's 2027 gas water heater rule?

Not as the two districts describe their boundaries. The Yolo-Solano Air Quality Management District names Vacaville, Dixon and Rio Vista as its territory in northeast Solano County. The Bay Area district says its zero-NOx water heater standard applies within its own jurisdiction, which reaches only southwestern Solano. Ask the plumber which rules a replacement unit must meet here.
